The Opportunity

We are seeking an experienced MEP Construction Director to lead site delivery on major projects in Singapore, providing technical oversight, contractor governance, and client-facing leadership. This is a critical role within our Building Services business, responsible for ensuring quality, programme certainty, and successful construction delivery.

As the MEP Site Director/Project Construction Director, will be leading a team of 15-20 Beca staff providing technical QA oversight and progress tracking of the Contractors MEP works. • Master's degree or equivalent professional experience in public policy, international development, economics, social sciences, business, or related disciplines, with 12 to 15 years of relevant professional experience in research strategy, international programme development, research funding strategy, or global research partnerships.
• Prior experience working within or alongside international funding ecosystems including philanthropic foundations, multilateral development banks, bilateral development agencies, or international research programmes.
• Experience engaging senior stakeholders in international organisations, global foundations, universities, or research institutes will be highly advantageous.
• Deep understanding of global research and development funding ecosystems, including philanthropic foundations, multilateral development institutions, development finance organisations, and bilateral development agencies such as the World Bank, Asian Development Bank, Green Climate Fund, United Nations Development Programme, Organisation for Economic Co-operation and Development initiatives, United States Agency for International Development, and the UK Foreign, Commonwealth & Development Office.
• Strong familiarity with international research funding mechanisms including Horizon Europe, collaborative research programmes, consortium funding initiatives, foundation-supported research programmes, and multilateral research partnerships.
• Demonstrated experience shaping programme-scale initiatives or research agendas aligned with major international funding opportunities.
• Ability to translate global funding intelligence into institutional research strategies and programme opportunities.
• Experience engaging senior stakeholders across universities, international organisations, government agencies, and philanthropic foundations.
• Strong capability in identifying emerging thematic research areas and aligning institutional research strengths with international funding priorities.
• Experience working on multi-institutional or multi-country research initiatives involving universities, research institutes, and international partners.
• Excellent strategic analysis and written communication skills, particularly in preparing strategic briefs, concept notes, programme strategies, and institutional positioning materials.
• Strong interpersonal and stakeholder engagement skills, with the ability to represent institutional research interests in international forums and partnerships.
• Experience working within or closely with international development organisations, multilateral institutions, global foundations, or international research programmes will be highly advantageous.

Job Duties:

• Define and execute the organization’s cloud service delivery strategy, ensuring alignment with business goals and long-term digital transformation initiatives.

• Lead the assessment and migration of on-premise infrastructure and applications to cloud platforms such as AWS and Azure.

• Evaluate existing IT infrastructure, applications, and security posture to determine cloud readiness and define migration priorities.

• Oversee day-to-day cloud operations to maintain high availability, performance, and reliability of cloud environments.

• Ensure cloud environments comply with industry security standards and implement best practices including IAM, encryption, and network security.

• Monitor cloud consumption and implement cost optimization strategies to ensure efficient utilization of cloud resources.

• Build, mentor, and manage a high-performing cloud operations team while promoting a culture of innovation and continuous improvement.

• Implement monitoring tools, automation frameworks, and infrastructure-as-code practices to improve operational efficiency.

• Lead incident response processes, minimize service disruptions, and implement preventive measures to mitigate operational and security risks.

• Design and maintain robust backup, disaster recovery, and business continuity plans to ensure resilience of cloud services.

Job Requirements:

• Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field.

• Minimum 15 years of experience in IT infrastructure or operations, with at least 10 years working in cloud environments.

• Strong expertise in AWS and Microsoft Azure cloud platforms, including architecture, services, and operational best practices.

• Proven experience leading large-scale cloud migration and modernization initiatives.

• Solid understanding of cloud security frameworks, including IAM, network security, encryption, and compliance standards (e.g., GDPR, SOC2, CSA).

• Hands-on experience with Infrastructure-as-Code tools such as Terraform or CloudFormation.

• Experience with automation and configuration management tools such as Ansible, Puppet, or Chef.

• Strong knowledge of DevOps practices, CI/CD pipelines, and cloud-native operations.

• Demonstrated leadership experience managing technical teams, including mentoring and performance management.

• Excellent communication, stakeholder management, and problem-solving skills, with the ability to collaborate across technical and business teams.
