RESPONSIBILITIES

The Senior Executive/ Assistant Manager, Performance and Rewards is responsible for the execution of performance management programmes and support the implementation of compensation and benefits plans across MINDS.

He/ She supervises the preparation of payroll processing and reports and is also responsible to ensure that the performance and compensation records in MINDS HRIS are accurately maintain and that regulatory guidelines are adhered to.

Job Responsibilities

• Lead the various stages of Performance Appraisal in accordance with the Performance Management framework.
• Develop employee communications to inform employees about performance reviews and timelines.
• Prepare data analysis and support the coordination of Performance Ranking session with Senior Management.
• Maintain proper records of performance reviews and rating in HRIS.
• Organise Promotion ceremony and communications.

• Track and record secondment invoices as well as Government Funding (eg SEC, EEC, CTO). Liaise with Finance for record as needed.
• Participate in Salary and Benefits surveys conducted by Ministry of Social and Family Development (MSF), National Council of Social Service (NCSS), Ministry of Manpower (MOM), Singapore National Employers Federation (SNEF), Mercer, or other business consultant.
• Develop insightful presentation derived from payroll data analytics and HR metrics benchmarking using dashboards or data visualisation tools, in support of Compensation and Benefits projects.
• Communicate with employees on areas such as benefits and claims eligibility and administration, payroll matters, retirement, re-employment, and termination guidelines
• Update and maintain the compensatioin/ payroll policies in Employee Handbook/ Remuneration Policy, as well as internal SOPs.
• Work with Manager, HRIS and/or other stakeholders where necessary to improve C&B/ Payroll SOPs and HRIS functions.
• Support where needed in events/ activities like Long Service Award ceremony, flu vaccination exercise, etc
• Alternate with Benefits personnel to conduct Phantom Employee Check.

Job Requirements

Key Responsibilities

• Assist in planning, coordination, and execution of landscape projects.
• Support project operations, including manpower, material, and equipment allocation.
• Prepare and manage project documentation such as RFIs, change orders, progress claims, and project close-out reports.
• Coordinate with clients, consultants, subcontractors, and suppliers to ensure smooth project delivery.
• Conduct site inspections to monitor work quality, progress, and safety compliance.
• Prepare and manage project documentation, reports, and claims.
• Assist in budgeting, cost monitoring, and procurement schedules.
• Ensure compliance with environmental, safety, and quality standards.
• Support tender preparation and other ad-hoc project tasks as assigned.
• Perform other ad-hoc duties assigned by Management.

• Diploma/Degree in Landscape Architecture, Horticulture, Civil Engineering, Project Management, or related field.
• 2 years of relevant experience in landscape or construction project management.
• Knowledge of landscape construction, horticultural practices, and site management.
• Proficient in Microsoft Office; MS Project or AutoCAD knowledge preferred.
• Able to read technical drawings and manage multiple stakeholders.
• Risk Assessment Management Level 2 certification and Class 3 driving licence are advantages.
• Proactive, organized, and able to work independently in a fast-paced environment.

JOB DESCRIPTION:

• Lead and develop the HR team to ensure high performance and professional growth.

• Look at continuous process improvements as the team delivers end-to-end HR transactions including payroll and benefits administration, employee data management and reporting.

• Main point of contact for all employee relations matters

• Perform any other related duties as and when assigned by the management

• Maintain employee morale by fostering a positive working environment through effective leadership and teamwork

• Provide advisories to the management about employment issues which includes labour legislations, best local labour practices, company manpower practices and ensure legal compliances with all statutory requirements.

• Reviewing human resources policies and procedures

• Hands on with HR issues such as employee relations, grievances, complaints and provide counselling / guidance.

• Monitor performance, identify and facilitate opportunities to increase productivity and efficiency

JOB REQUIREMENTS:

• Bachelor’s degree in Human resources or related Field

• Minimum 3 years of HR experience

• Excellent verbal and written communication skills

• High degree of integrity and discipline

• Ability to create, present and execute ideas, reports, and budgets

• Ability to work both independently and collaboratively in a fast-paced environment

• Proficient with Microsoft Office Suite especially Word and Excel

• Strong knowledge in local employment laws and best practice

What you'll be doing

• Work closely with clinical and operational stakeholders to gather requirements for procurement of furniture, equipment, services, and non-medical supplies, ensuring compliance with procurement policies and healthcare governance standards

  Facilitate strategic sourcing initiatives and support end-to-end procurement processes to ensure fair, transparent, and value-driven outcomes

• Support vendor evaluation processes and assist evaluation committees in assessing proposals for goods and services
• Partner stakeholders to drive contract management and timely renewals to ensure continuity of essential supplies and services supporting patient care and hospital operations
• Contribute to value creation through supplier negotiation, product standardisation, and innovative sourcing approaches in collaboration with procurement leadership
• Support programme office functions including meeting coordination, agenda preparation, record keeping, and development of presentation materials for management and governance discussions
• Provide administrative and coordination support for digital transformation initiatives, including adoption of AI and digital tools to enable a more efficient and digital-first healthcare environment

• Assist in special projects, prepare management papers, and ensure proper documentation and records to support audit, compliance, and reporting requirements

What we're looking for

• Bachelor Degree in Business Administration/ Supply Chain/ Procurement or related discipline

• 3 - 7 years of working experience in procurement, sourcing, or contract management, preferably in healthcare or public sector environments
• Strong stakeholder management and communication skills with the ability to engage clinical and operational users
• Good analytical, documentation, and organisational skills

• Able to work in a fast-paced healthcare environment with strong attention to governance and compliance
