Our client, a well-established M&E Contractor, is seeking a seasoned Quantity Manager to lead cost and contract management for their mechanical and electrical projects. This role is suited for professionals with a strong background in M&E works.

• Oversee the full spectrum of quantity surveying activities related to M&E works, from pre-contract to final account.
• Prepare detailed cost estimates, tender submissions, and bills of quantities for mechanical and electrical systems.
• Evaluate subcontractor quotations and manage procurement and cost negotiations.
• Monitor budgets, track variations, and handle progress claims and cost reporting.
• Advise on contractual issues, commercial risks, and cost control strategies for M&E projects.

Requirements:

• Degree in Quantity Surveying, Building Services, or a related field.
• At least 5 years of quantity surveying experience in M&E works.
• Strong knowledge of M&E systems, tendering processes, and local pricing.

Job Summary

Join Hong Aik Engineering as a Quantity Surveyor / Quantity Surveyor Manager to manage budgets, prepare estimates, negotiate contracts, and collaborate with project teams to deliver construction projects within budget and to high standards.

Responsibilities

• Review construction plans to prepare accurate quantity requirements for projects
• Prepare detailed cost estimates and budgets aligned with client specifications and project scope
• Administer contract terms, including managing variations and claims to protect company interests
• Review contract documents to ensure completeness, accuracy, and compliance with project requirements
• Monitor project costs continuously against budgets and implement cost control measures throughout project lifecycle
• Conduct cost analyses and prepare comprehensive progress reports for stakeholders
• Analyze maintenance and material costs to identify cost-saving opportunities and ensure value for money
• Source and obtain competitive quotes from subcontractors and suppliers to optimize procurement
• Track material usage and coordinate timely ordering to maintain project schedules
• Liaise effectively with project managers, site managers, clients, contractors, and subcontractors to facilitate smooth project execution
• Advise managers and clients on cost improvements and procurement strategies to enhance project outcomes
• Document design changes promptly and update budgets to reflect revisions accurately
• Assist in the tender process by evaluating submissions and negotiating contracts to secure favourable terms
• Establish and maintain professional relationships with internal and external stakeholders to support project success
• Travel to various project sites as required to oversee quantity surveying activities and support teams

Required competencies and certifications

• Minimum 5 years of relevant experience in quantity surveying or related roles
• Proficiency in Excel, cost estimation software, and project management tools
• Strong analytical and numerical skills with high attention to detail
• Excellent negotiation and interpersonal communication skills
• Ability to organize, plan, and strategize effectively under tight deadlines
• Capability to work independently and collaboratively within a team

Preferred competencies and qualifications

• Bachelor’s degree in quantity surveying, engineering, management, or a related field
• Experience in construction estimating

Working Hours:

• 5.5 days per week
• Monday to Friday: 8.30am to 5.30pm
• Saturday: 8.30am to 1pm

• Working with a team of QS to ensure timely payment collection

Overview

The Assistant Contract Manager supports the contract and commercial management of data centre projects, assisting with contract administration, documentation, and compliance across the project lifecycle. This role is ideal for candidates looking to deepen their exposure to mission-critical infrastructure projects in a fast-growing data centre

• Assist in administering contracts and agreements

• Track contractual deliverables, notices, and obligations

• Maintain accurate and well-organised contract documentation and registers

• Support the preparation and evaluation of variations, change orders, and claims

• Assist in tracking extensions of time (EOT) and associated documentation

Requirements
