We are seeking a high-caliber Project Manager to join our team at the strategic Tender Stage. The successful candidate will be instrumental in securing Projects by leading the technical proposal and cost optimization strategies. Upon award, you will transition into the lead operational role,taking full ownership of site execution, authority management, and P&L responsibility.

Key Responsibilities

Phase I: Tender & Strategy (Pre-Award)

• Technical Writing: Lead the preparation of the Technical Proposal, including detailed Method Statements, Site Management Plans, and Project Schedules.
• Cost Optimization: Collaborate with the Tendering/Contracts team to identify "Value Engineering" opportunities to make our bid more competitive without compromising quality.
• Site Reconnaissance: Conduct thorough site visits to identify potential risks (e.g., utility clashes, traffic constraints, neighborhood concerns) and incorporate mitigation strategies into the bid.
• PQM Management: Ensure the proposal scores high on the Price Quality Method (PQM) framework by highlighting safety records and innovative construction techniques.

Phase II: Project Leadership (Post-Award)

• Authority Liaison: Act as the Project representative to LTA, BCA, NEA, and PUB. Secure all necessary clearances and Temporary Occupation Licenses (TOL).
• Project Governance: Oversee the master construction programme (P6) to ensure timely completion of all civil, structural, and architectural milestones.
• Contractual Management: Manage all contractual matters, including the identification of Variation Orders (VOs), Extension of Time (EOT) claims, and negotiation with subcontractors.
• Financial Accountability: Monitor project budget, cash flow, and resource allocation to ensure the project meets or exceeds its profit margins.
• Safety & Quality: Implement a robust WSH framework and Quality Assurance plan.

Experience & Qualifications

• Educational Background: Degree in Civil Engineering or Building (must be recognized by the Professional Engineers Board (PEB) or BCA).
• LTA Track Record: Minimum 10 years of experience in Singapore construction, with at least 5 years specifically managing infrastructure or architectural term contracts.
• Tender Expertise: Proven experience in contributing to or leading successful tender submissions for LTA / HDB projects.

Education:

Job Summary: The Construction Project Manager (Scaffolding Works) is responsible for planning, coordinating, and managing scaffolding projects from start to completion. This role ensures scaffolding erection, modification, and dismantling are executed safely, efficiently, and in compliance with local regulations (e.g., MOM, WSH Act). Job Requirement

Our client is a well-established construction and civil engineering contractor involved in A1 large-scale infrastructure and building projects in Singapore. Due to their current expansion plans, they are looking for a Contracts Manager to oversee contractual, cost, and commercial management across multiple construction projects. They are located in the North – easily accessible.

Responsibilities:

• Lead and manage the Quantity Surveying (QS) team, overseeing project cost control and commercial performance.

• Establish and implement contract, cost management, and QS operational systems and processes.

• Review and monitor project costing, including inter-project and inter-company cost allocations.

• Handle contractual matters with clients and subcontractors, including negotiations, claims, and settlements.

• Resolve project cost and contractual issues raised by the QS and project teams.

• Oversee project profit and loss performance and ensure contractual compliance across projects.

Requirements:

• Degree in Quantity Surveying, Construction Management, or related discipline.
