• Drive new business development by identifying and securing project cargo and freight forwarding opportunities
• Develop relationships with EPC contractors, oil & gas companies, renewable energy firms, shipyards, and industrial clients
• Promote and sell project logistics solutions including heavy lift, breakbulk, OOG cargo, multimodal transport, warehousing, customs clearance, and port operations
• Prepare commercial proposals, RFQs, quotations, and tender submissions
• Conduct client meetings, presentations, and commercial negotiations
• Coordinate closely with operations, chartering, transport teams, and overseas agents for smooth project execution
• Identify new market opportunities across oil & gas, offshore, marine, infrastructure, and industrial sectors
• Monitor market trends, competitor activity, freight rates, and industry developments
• Maintain strong relationships with carriers, subcontractors, transport vendors, and logistics partners

Requirements

• Minimum 5–10 years of experience in business development, commercial sales, or key account management within project logistics or freight forwarding or sea freight.
• Strong understanding of project cargo operations, international freight forwarding, and multimodal transportation
• Experience handling heavy lift, breakbulk, oversized, or out-of-gauge (OOG) cargo shipments is preferred
• Good knowledge of shipping operations, customs procedures, Incoterms, and transport coordination
• Existing network within oil & gas, offshore, EPC, marine, infrastructure, or renewable energy sectors is advantageous

• Lead and perform tasks in RTL synthesis, floorplanning, placement, clock tree synthesis, routing, and physical verification.
• Manage signoff activities including Static Timing Analysis (STA), EMIR, and Physical Verification (PV) to ensure tapeout-quality designs.

• Strong expertise with EDA tools: Synopsys, Cadence, or Siemens (e.g., Design Compiler, IC Compiler, Fusion Compiler, Genus, Innovus, PrimeTime, Voltus, Calibre).
• Proven track record of successful tapeouts for complex semiconductor products.
• Solid understanding of power, performance, area (PPA) optimization techniques.
• Excellent project management skills, including resource planning, task tracking, and team leadership.

Role Overview

The Manager, Skills Strategy& Planning plays a pivotal role in advancing SkillsFuture Singapore's mission to enable individuals to learn for life, pursue skills mastery, and develop fulfilling careers for a future-ready Singapore.

As an individual contributor, this position supports the end-to-end development of jobs-skills policies, plans, and strategies, drawing on labour market intelligence and industry insights to ensure their continued relevance and effectiveness.

The role requires strong analytical capabilities, sound policy judgement, and the ability to collaborate across diverse stakeholders to embed intelligence-drivenplanning into programme development.

Policy Development and Strategic Planning

Support the end-to-end development of policies and planning for jobs and skills initiatives, encompassing planning, execution, communications, and policy paper preparation. You will contribute to policies that underpin the national Skills Framework, aswell as performing meeting secretariat duties.

Data Analysis and Ecosystem Development

Analyse labour market data and industry feedback to derive insights on jobs-skills trends, informing policy reviews and programme development. You will synthesise and draw connections between industry needs, labour market trends and jobs-skills initiatives to ensure their relevance and effectiveness. You will also review methodologies, data, processes and jobs-skills related digital products with a systems perspective, identifying opportunities to support the needs of the national jobs and skill ecosystem.

Stakeholder Engagement and Collaboration

Collaborate with internal stakeholders to embed intel-driven planning into programme development. You will navigate and manage diverse stakeholder needs and interests, and drive engagement that achieves policy goals.
