Requirements

Qualifications

• Bachelor’s Degree in Instrumentation, Control, Automation Engineering, or related discipline

Experience

• Minimum 5 years’ relevant experience in ICA engineering within energy, utilities, or infrastructure projects
• Experience in power, water/wastewater, or renewable energy projects is preferred

Technical Skills

We are looking for Full Stack Engineer to join one of the government agencies in Singapore!

Responsibilities:

• Provide technical leadership to an agile, cross-functional development team
• Define and communicate technical vision across multiple workstreams
• Design scalable, secure, and resilient architectures for search and AI-powered systems
• Make architectural trade-offs balancing performance, cost, reliability, and security
• Collaborate with other Tech Leads to plan technical spikes and long-term technical strategy beyond sprint scope
• Identify technical risks early and lead mitigation strategies
• Architect systems leveraging:

1. LLM integrations (e.g., Azure OpenAI, OpenAI APIs, etc.)
2. Retrieval-Augmented Generation (RAG)
3. Semantic search and vector databases

• Establish guardrails for AI systems including:

1. Evaluation frameworks
2. Observability and monitoring
3. Data governance and security considerations

• Guide the team from experimentation → prototype → production-ready AI systems
• Evaluate emerging AI technologies and assess suitability for public sector use cases
• Champion Agile technical practices (TDD, pair programming, refactoring, CI/CD)
• Lead DevOps adoption including build, release automation, and infrastructure improvements
• Oversee automated testing strategy (unit, integration, performance)
• Lead resolution of technical blockers and retrospective improvements
• Ensure engineering standards are upheld across the team
• Work closely with Product Owners and Business Analysts to prioritise business stories and technical investments
• Collaborate with UX Designers for feasibility studies and solution estimation

Requirements:

• Min 5 years of hands-on experience with:

1. Node.js, TypeScript
2. Cloud platforms (Azure, AWS, GCP)
3. SQL & NoSQL databases
4. CI/CD pipelines
5. DevOps practices

• Designed or led systems involving:

1. Search engines (crawl, index, ranking, relevance tuning)
2. Semantic search or vector search
3. RAG architectures

• Production experience integrating LLMs into applications
• Experience managing AI-related trade-offs:

1. Latency vs cost
2. Accuracy vs hallucination risks
3. Prompt engineering strategies
4. Model evaluation methodologies

• Understanding of AI system governance, security, and responsible AI practices

Job Responsibilities:

• Attend product and application training at Head Office in Singapore (Approximately 3 to 6 months). Training is paid.

• Develop a thorough understanding of company products and applications through classes, seminars, and on-the-job training.

• Provide technical consultation and service to customers to help solve their applications using company’s products in a variety of industries, selecting and promoting the proper company products/services for their application.

• Demonstrate a high degree of flexibility in adapting to company expectations and the challenges customers present you.

• Respond promptly and efficiently to customer requests.

• Secure new customers consistently and efficiently.

• Travel to customer locations three days per week and successfully sell products/services into a wide variety of manufacturing & related industries.

• Coordinate account strategy and contribute to territory’s strategic plan.

• Successfully implement new product-launch strategies.

• Deliver growth in market share within assigned sales territory.

• Coordinate off-site seminars and trade shows as needed.

• Other ad hoc duties as assigned.

Job Requirements:

• Preferably Degree in Business/Engineering related qualification.

• Possess a valid Class 3 Driving Licence is an advantage.

• Training will be provided for those without/lesser experience.
