• Conduct Monthly WSH Committee Meeting and Conduct Weekly WSHO site inspection

Job Requirements

• Min 5 years of relevant working experience in the building construction industry
• Diploma in Engineering/ Environmental/Health/Safety) or equivalent will be preferred
• Possess a valid registration with MOM as Workplace Safety and Health Officer (WSHO)

Maintain full sets of accounts, including month-end closing

· Performing general ledger postings and reconciliations of all balance sheet accounts

. In charge of Accounts Payables and Receiveables

. Management of student subsisidies

· Liaise with external parties (example audits, tax agent and bank officers)

· Ensure compliance with local regulations (Singapore FRS, TAX)

· Prepare quarterly GST Filing

· Prepare monthly management reports and package to HQ on time.

· Perform standard cost update, posting & review accounting entries

· Prepare audit schedules

· Must be able to fulfil deadline and support other adhoc/admin duties

· Present monthly finance statement to management

· Degree in Accountancy/Finance or ACCA or equivalent

Quantity surveyors monitor ongoing construction projects and ensure they are completed within the projected budget and schedule. They work closely with project managers, engineers, contractors and other stakeholders to ensure a project is cost-effective and meets quality standards.

Job Description

Cost Estimation & Budgeting:

• Prepare detailed cost estimates, BOQs (Bills of Quantities), and tender documents for mechanical and piping projects.
• Analyze project specifications, drawings, and contracts to assess cost requirements.
• Conduct feasibility studies and risk assessments for cost-related decisions.

Contract Administration:

• Administer contracts, including subcontractor agreements, variations, and claims.
• Evaluate and negotiate contract terms with suppliers, vendors, and subcontractors.
• Ensure compliance with contractual obligations and local regulations (e.g., Singapore Standards, BCA, and SIA requirements).

Procurement & Tendering:

• Assist in procurement processes, including material take-offs, supplier evaluations, and cost comparisons.
• Prepare and evaluate subcontractor quotations for mechanical and piping works.
• Liaise with suppliers and subcontractors to ensure cost-effective procurement.

Cost Control & Financial Reporting:

• Monitor project expenditures, track variations, and provide cost reports to management.
• Identify cost-saving opportunities without compromising quality or safety.
• Review and certify progress claims, invoices, and final accounts.

Project Coordination:

• Collaborate with project managers, engineers, and clients to ensure alignment on cost and contractual matters.
• Attend site meetings and provide cost-related advice for mechanical and piping installations.
• Resolve any commercial disputes related to project costs or contracts.

Documentation & Compliance:

• Maintain accurate records of all cost-related documents, contracts, and change orders.
• Ensure adherence to company policies, industry standards, and Singapore regulatory requirements.

Qualifications / Experience

• Diploma/Degree in Quantity Surveying, Mechanical Engineering, Construction Management, or related field.
• Minimum 3-5 years of QS experience in mechanical, piping, or oil & gas projects (Singapore experience preferred).
• Proficient in AutoCAD, CostX, Bluebeam, or similar QS software.
• Strong knowledge of mechanical & piping materials, construction methods, and industry standards.
• Familiarity with FIDIC, NEC, or PSSCOC contracts is advantageous.
• Excellent negotiation, analytical, and problem-solving skills.
• Strong communication and teamwork abilities.
• Ability to work under tight deadlines in a fast-paced environment.

• Proficiency in both spoken and written English and Mandarin is mandatory to liaise effectively with various stakeholders.
