Value Engineering Project Director

We are seeking an experienced Value Engineering (VE) Project Director to join our team in Singapore. In this pivotal role, you will lead the optimisation of our medical device products, components, and manufacturing processes by driving structured initiatives that balance cost, quality, and performance.

You will serve as the central hub connecting R&D, Engineering, Procurement, Manufacturing, Quality, and Regulatory Affairs. More about the role:

• Program Leadership: Own the end-to-end VE pipeline from ideation to implementation, ensuring projects are tracked and deliver measurable savings.

• Cost Analysis: Analyse product BOMs and manufacturing processes using Should-Cost modelling and Design-to-Cost (DTC) principles to identify and quantify financial opportunities.

• Cross-Functional Collaboration: Partner with R&D and Manufacturing to evaluate design alternatives, and work with Regulatory and Quality teams to ensure compliance with ISO 13485, FDA, and CE standards.

• Execution & Change Management: Drive projects through stage-gate processes, overseeing engineering changes, validation plans, and qualifications prior to production release.

More about you:

• Education: Bachelor’s degree in engineering (Mechanical, Electrical, Industrial, etc.). MBA or advanced degree is an advantage.

• Experience: 15 years minimum in value engineering, product cost management, or engineering project management within the medical device or a similarly regulated industry.

• Technical Skills: Proficiency in BOM analysis, cost modelling, DFM/DFA, and lean principles. Working knowledge of ISO 13485 QMS and Design Control (21 CFR Part 820 / MDSAP).

• Tools: Experience with PLM and ERP platforms (e.g., SAP, Windchill) and advanced proficiency in MS Excel.

• Certifications (Preferred): PMP, Lean Six Sigma Green Belt / Black Belt.

Key Responsibilities

• Lead and support financial due diligence engagements, including the identification of key financial, operational, and commercial risks, deal breakers, and value drivers, in the context of clients’ investment strategies.
• Analyze detailed financial information, including income statements, balance sheets, cash flows, and operational metrics, and synthesize findings into clear, actionable insights to support discussions with target management and clients.
• Assess the quality and sustainability of reported earnings, net assets, working capital, and cash flows.
• Contribute to the preparation of clear, concise, and deal‑focused reports and presentations that highlight key findings, risks, and considerations impacting transaction valuation and structuring.
• Advise on how due diligence findings may be incorporated into transaction terms, valuation assumptions, and sale or purchase agreements, including identification of potential negotiating points.
• Participate in meetings and calls with target company management and client stakeholders, and serve as a key point of contact for execution‑related matters.
• Manage day‑to‑day client interactions, engagement status updates, scope changes, and billing matters, while supporting the maintenance and development of long‑term client relationships.
• Lead Quality of Earnings, profit and loss, and working capital analyses across multiple engagements.
• Review and critique project deliverables, data books, and reports prepared by team members to ensure technical quality and consistency.
• Manage multiple concurrent chargeable and non‑chargeable projects of varying size and complexity, including engagement budgeting and fee analysis.
• Provide leadership, coaching, and mentorship to Associates, Senior Associates, and Managers, including participation in recruitment, training, and team development initiatives.
• Support internal processes such as conflict checks, engagement setup, and coordination with senior leadership.
• Assist senior leadership in business development, proposal preparation, and sales efforts.
• Proactively identify engagement and transaction risks and develop practical solutions to address issues efficiently and professionally.

Qualifications & Experience

• Bachelor’s or Master’s degree in Accounting, Finance, Business, or a related discipline.
• Professional accounting qualification such as CPA or CA is strongly preferred.
• Extensive professional experience in financial accounting due diligence, transaction advisory, or related areas, with demonstrated exposure to medium to large‑scale transactions.
• Prior experience within a large professional services or audit environment is required.
• Proven track record of leading complex engagements, managing teams, and interacting confidently with senior client stakeholders.
• Strong technical knowledge of accounting standards, financial analysis, and transaction‑related financial issues.
• Proficiency in English as the primary working language. Additional language skills (e.g. Asian regional languages) would be an advantage where relevant to client engagement needs.
• Strong Excel and PowerPoint skills are required. Experience with data analytics and visualization tools such as Alteryx, Power BI, or Tableau is advantageous.
• Ability to manage multiple priorities, work under deadlines, and exercise sound professional judgement.
• Strong interpersonal, leadership, and communication skills, with the ability to work collaboratively while also operating independently when required.
• Willingness and ability to travel within the region where business needs require, subject to practical considerations.

Job Description

• Assist the Project Director in overseeing the overall planning, coordination and execution of construction projects to ensure delivery in accordance with project schedule, budget and quality standards.

• Lead and manage project teams including project managers, engineers, coordinators and site personnel to ensure efficient project implementation and productivity.

• Coordinate closely with clients, consultants, subcontractors and authorities to resolve technical, operational and construction-related matters.

• Monitor project progress, identify potential risks and implement mitigation measures to ensure project milestones are achieved.

• Oversee contract administration, including cost control, variation management, procurement coordination and compliance with contractual obligations.

• Ensure all construction activities comply with workplace safety regulations, quality standards and statutory requirements.

• Participate in project meetings with clients, consultants and stakeholders to review project performance and resolve project issues.

• Support the Project Director in strategic planning, resource allocation and project reporting to senior management.

• Provide leadership and guidance to project teams to maintain high standards of project delivery and operational excellence.

• Ensure proper documentation, reporting and project governance are maintained throughout the project lifecycle.
  

  Job Requirements

  • Bachelor’s Degree in Civil Engineering, Construction Management or related discipline.

  • Minimum 15–20 years of experience in construction projects with at least 5 years in senior management or project leadership roles.

  • Proven experience in managing large-scale building, infrastructure or EPC projects.

  • Strong knowledge of construction methodologies, project management practices and contract administration.

  • Familiar with Singapore construction regulations, including BCA, MOM, WSH and relevant authority requirements.

  • Strong leadership, communication and stakeholder management skills.

  • Ability to manage multiple stakeholders and lead cross-functional project teams effectively.

  • Experience in managing project cost, programme, risk and quality control.

  • Professional certifications such as PE, PMP or equivalent will be an advantage.

  • Strong problem-solving abilities with the capability to drive project delivery under tight schedules.
