4. Home Ownership & Livelihood (HOLI) Vertical Leadership and Oversight - The CEO exercises direct senior leadership over the HOLI vertical, encompassing the KeyStart Programme, Livelihood Programme, and Fresh Start Support Programme. In this capacity, the CEO:

• Leads the strategic direction, planning, and execution of the Home Ownership and Livelihood verticals, ensuring alignment with SCC’s mission of poverty transformation and integration across internal and external ecosystems
• Oversees the planning and management of HOLI programme operations, ensuring each programme’s service model is efficient and evidence-based, and champions continuous improvement in programme design, implementation, and cost-effectiveness

6. Shared & Corporate Services Oversight and Team Operations

• Oversee all corporate and support functions of SCC, including finance, human resources, administration, facilities and admin/operations communications, and fundraising, ensuring effective operations and regulatory compliance
• Lead risk management and oversight, ensuring organisational compliance with legal, regulatory, and funding requirements, supporting audits and internal controls
• Provide oversight of information technology and digital systems, including the planning, implementation, and governance of technology-enabled solutions, to support service delivery, operational effectiveness, data integrity, and regulatory compliance
• Oversee the Research, Evaluation and Development (RED) function, ensuring the systematic collection, analysis, and reporting of service and organisational data to support outcome measurement, programme improvement, accountability to funders, and evidence-informed practice
• Ensure the establishment and maintenance of sound internal controls, robust operational and digital systems, and an enterprise risk management framework, including the identification, assessment, and mitigation of financial, operational, cyber, and data-related risks, in accordance with the Code of Governance for Charities and IPCs
• Ensure organisational readiness and compliance in areas of business continuity, safeguarding, and data governance, including adherence to the Personal Data Protection Act (PDPA), data protection policies, access controls, incident response procedures, and information security requirements

7. Stakeholder, External Relations and Risk Management

• Represent SCC and promote collaborative key relationships with government agencies, stakeholders, funders, and community partners
• Ensure robust enterprise risk management across SCC, identifying and proactively mitigating operational, reputational, and financial risks, and upholding full compliance with legal, ethical, and practice standards through sound governance frameworks and timely remedial action
• Advocate for the needs of families and communities served by SCC, consistent with Board-approved positions
• Drive sector-level thought leadership and contribute to SCC’s participation in national social service transformation efforts, including areas of housing stability, social mobility, and livelihood development

Qualifications and Experience:

• Degree in a relevant discipline; post graduate qualification preferred
• At least 10 years of senior leadership experience, preferably in the social service, non-profit, or public sector
• Demonstrated experience in organisational leadership, financial stewardship, and regulatory compliance
• Strong understanding of the Singapore social service and charity governance landscape
• Experience in programme management, strategic planning ,and cross-sector collaboration within the social services domain, including familiarity with housing, livelihood, and social mobility sectors, is an advantage
