Role Overview

We are looking for an experienced UX Researcher to execute evaluative research across a portfolio of government digital services. The role focuses on assessing the usability, usefulness, accessibility, and overall user experience of existing products through structured research studies, usability testing, and mystery shopper evaluations.

The researcher will plan and conduct studies in both laboratory and field settings, recruit representative participants, design research protocols, analyse quantitative and qualitative data, and generate evidence-based recommendations to improve public digital services. Findings must be objective, statistically sound where appropriate, and clearly communicated to product, design, engineering, and policy stakeholders.

Key Responsibilities

• Design and conduct usability evaluations, mystery shopper studies, benchmarking exercises, and service assessments across government digital products.
• Select and apply appropriate research methodologies, including moderated and unmoderated usability testing, surveys, interviews, contextual inquiry, diary studies, and observational research.
• Apply validated measurement frameworks and instruments such as SUS, UEQ, SEQ, CSAT, NPS, accessibility assessments, and task success metrics.
• Analyse quantitative and qualitative data, triangulate findings across multiple sources, and identify meaningful patterns without introducing researcher bias.
• Produce actionable reports, highlight evidence-based recommendations, and communicate findings to senior stakeholders.
• Establish repeatable evaluation frameworks and benchmarks to track service quality over time.
• Collaborate closely with designers, product managers, engineers, accessibility specialists, and service owners.

Preferred Qualifications

• Degree or postgraduate qualification in Human-Computer Interaction (HCI), Human Factors, Cognitive Psychology, Experimental Psychology, Behavioural Science, Ergonomics, Information Science, Sociology, Anthropology, or a related field.
• Formal training in research design, statistics, survey methodology, experimental methods, or behavioural research.
• Experience applying both qualitative and quantitative research methods in professional settings.
• Strong understanding of validity, reliability, sampling approaches, bias mitigation, and evidence-based evaluation.

Required Experience

• 5+ years of experience conducting UX research, usability evaluations, human factors research, or service evaluations.
• Demonstrated experience planning and facilitating usability testing with diverse participant groups.
• Experience using standard UX metrics and scales, including understanding when and how to apply instruments such as SUS, UEQ, SEQ, CSAT, and task-based performance measures.
• Ability to conduct rigorous qualitative analysis, thematic analysis, coding, and synthesis of research findings.
• Ability to perform quantitative analysis, interpret statistical results, and explain findings clearly to non-research audiences.
• Experience producing objective, defensible findings and recommendations that influence product and service decisions.

You will either support or lead persuasive approaches and pitches to convince potential clients to engage Websparks for their digital experiences work.

What you will be working on

This pivotal role seeks a versatile professional to partner with internal and external stakeholders to deliver projects/products to achieve a common goal of shaping assessment through technology; by bridging assessment tech innovation, robust business operations, and complex government domains and driving operational excellence.

Key Responsibilities

As a Digital Business Analyst, you will work as a key project team member to support the agency and collaborate with stakeholders, fellow project managers, solution architects, technical services consultants and vendors to deliver and manage digital solutions.

What will you be working on

• Partner with the business teams to elicit business and agency's needs through human-centric and visual methods

• Apply design thinking / service design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions

• Evaluate and recommend suitable technology while aligning with GovTech's technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG tech stack)

• Work with business teams to develop user stories, functional/technical specifications and acceptance criteria

• Ensure product/system readiness for smooth deployment, adoption and exam operations

• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (operations management)

What we are looking for

• Minimum 5-7 years in technical business analysis roles

• Strong knowledge of software development lifecycle and DevOps

• Code Review & Quality Assurance: Proficiency in reviewing vendor-delivered code across multiple programming languages with focus on security, performance, and maintainability standards

• Proficiency in code review tools (GitHub, GitLab, Bitbucket) and quality gates

• System Log Analysis: Expertise in analysing application logs, system performance metrics, and troubleshooting technical issues using log management tools

• Experience with monitoring tools (ELK stack, Splunk, or similar) for log analysis

• Good understanding of cloud-based applications and familiar with AWS (S3, RDS, CloudWatch, EKS, etc.)

• Technical Requirements Translation: Ability to bridge business requirements with technical implementation

• Vendor Management & Technical Oversight: Experience in evaluating technical deliverables, conducting code walkthroughs, and enforcing development standards

• System Integration Analysis: Understanding of API integrations, data flows, and system architecture

• Support UAT, track defect rates, and conduct system training

• Support exam operations and work with vendors to troubleshoot and remediate any issues to minimize disruption to examinations during the exam periods

• Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams

• Strong analytical, conceptualisation, facilitation and problem-solving skills

• Good stakeholder engagement and communication skills with ability to influence and pitch ideas
