Job Description

• Strategic team leadership: Lead and manage a large team of Grant Processing Officers, fostering a positive and cohesive work culture. Provide strong direction, mentoring, and coaching to ensure individual and team performance aligns with organizational goals.
• People development: Build team resilience, engagement, and capability through regular check-ins and upskilling initiatives
• Operational oversight: Oversee end-to-end operations of grant application processing, assessments and approvals across multiple schemes, ensuring accuracy and efficiency
• Compliance & Governance: Uphold robust internal controls and ensure all processes adhere to regulatory requirements, policy guidelines and audit standards
• Stakeholder collaboration: Engage and coordinate with policy owners to resolve issues and improve processing turnaround time
• Data analytics & Reporting: Monitor KPIs and processing metrics through regular reporting and dashboards. Leverage advanced excel functions to generate insights for decision-making and operational improvements
• Service recovery and risk management: Handle escalations and exceptional cases with tact, maintaining fairness and integrity in grant processing.

Requirement

• Bachelor’s degree Business Administration, Accounting, Finance or equivalent in project management
• Minimum 8 years of relevant experience in grants administration, operations service delivery with at least 3 years in a team leadership or branch management role. Prior experience in overseeing public sector grants would be an advantage
• Proven track record in leading large operational teams (at least 10 staff), with strong people management and teambuilding capabilities
• Skilled in using Excel for reporting, analysis, and performance monitoring
• Strong interpersonal and communication skills, with the ability to inspire teams and influence stakeholders
• Service-oriented, analytical, and adaptable in a dynamic, policy-driven environment

The individual is responsible to provide consistent and excellent quality services to the visitors, which may include VIP visitors, and to achieve service standards for frontline customer services.

Key responsibilities and functions include:

• Receive and welcome the visitors with a polite and cheerful disposition
• Register and enroll visitors facial recognition efficiently and accurately
• Provide efficient queue management and crowd control where needed
• Protect and maintain accurate and updated visitor records according to PDPA requirements
• Key management including issue, return and accounting for all keys on a daily basis
• Able to multitask and to work fast
• Respond and explain appropriately to public enquiries and requests according to guidelines and policies.
• Monitor attendance and prepare report as needed.
• Comply and adhere to SOPs, policies, guidelines and processes
• Flexibility to change roster should there be a need to.
• Manage records, documents and files in support of required activities for pre-enlistment. This would include organising and updating records and files, scanning and uploading of documents to system.
• To participate in digitisation exercises, organising files and documents as necessary.

Job Description:

• Develop new supply sources when existing vendors and suppliers are inadequate.
• Identify potential suppliers to secure cost-effective materials for construction projects.
• Establish and maintain strong relationships with suppliers to negotiate the best terms, including pricing, quality, and delivery schedules.
• Issue purchase orders, source materials, liaise, negotiate, and follow up with suppliers on documentation, pricing, and quality control.
• Coordinate with suppliers to ensure timely deliveries and minimize project delays.
• Collaborate with internal teams to align purchasing activities with current and long-term sourcing needs.
• Maintain proper filing and documentation of procurement records for compliance and audit purposes.
• Handle other ad-hoc administrative tasks related to procurement.
• Perform any other duties as assigned by the superior.

Requirements:

• Diploma or equivalent in Procurement, Supply Chain Management, Business, or related field.
• At least 3 years of experience in construction purchasing or procurement.
• Strong negotiation, communication, and interpersonal skills.
• Ability to work independently and manage multiple tasks in a fast-paced environment.
• Proficiency in Microsoft Office (Excel, Word, Outlook) and procurement software.
• Detail-oriented with strong organizational and documentation skills.
• Knowledge of construction materials and supply chain processes is an advantage.

• Responsible for AP/AR & GL of the account.
• Responsible for month end closing process.
• Ensure timely and accurate daily accounting processing.
• Perform Balance sheet reconciliation.
• Prepare cash flow projections..
• Assist in managing fixed assets, including disposal and transfers.
• Participate in ad hoc projects and duties as and when.
• Liaise with internal/external auditors
• Month-end/quarterly/year-end closing
• Statutory reporting (GST quarterly submission etc.)
• Other ad-hoc duties

Requirements

• Accounting degree and/or Certified Accountant qualification.
• Work experience in shared service / public sector experience will be an advantage.
• Proficiency in excel, SAP, Microsoft Dynamic 365, WORKDAY system knowledge.
• Good understanding of FRS and SB FRS.
• Good interpersonal and communication skills (oral and written).
• Must uphold strong code of work ethics, in particular confidentiality of information.
• Must be able to review and respond to changes in client’s requirements.
• Able to work independently as well as in a team.
