Position Summary :

The person joining will be working with the Deployment team in particular with Test and

Commissioning team. The system is a large distributed system, built on Client's internal supervision &

control technology, interfacing with various MRT facilities.

In the course of your work, you will learn and appreciate the system engineering methodologies used

in the transport (in particular MRT) domain. You will help with the automation of our engineering

process to enhance the integrity of the system.

Main Tasks & Responsibilities:

• Configuration of Deployment Management Tool to suit the project requirements-including

planning, work order creation and monitoring of blockers.

• Supply Chain tool configuration and maintenance - Understanding the entire supply chain

process, including manufacturing, transportation, and distribution.

• Project Stock Order (PSO) Management - Familiarity with SAP system for inventory

management and logistics

• Test and commission railway Projects related to COMMs, in particular Video Surveillance

systems - Witness or perform specific tests on the system to verify compliance and functionality

• Prepare and update the Method Statements, testing procedure, documentation and

configurations.

• Lead / Participate in the on-site activities including system installation, system configuration and

commissioning activities with customer as witnesses

• Ensure defects identification and correction (Troubleshoot and create tools to resolve incidents)

• In the event of a non-conformity observed during the commissioning phase, report the defect

description and associate test context with the design / engineering teams

• Ensure proper follow-up of detected issues and deliver the commissioning reports

• Deliver the committed performance in terms of Quality, Costs and Deadlines while complaint to

local standards and regulations (including HSE and Railway Safety)

• Efficiency and proactivity during the execution of the T&C tests is expected. The person should

also be proactive in helping the team in any other areas within the scope of system

development life cycle.

• Ensure full compliance with site safety and HSE (Health, Safety, and Environment) regulations,

and ensure that all team members adhere to these rules. Remain vigilant to identify and

address any potential safety hazards on site.

• Providing comprehensive support to the T&C Manager by delivering all necessary inputs, data,

schedule plan, issue list, KPI reports etc. to ensure effective communication management with

both internal and external stakeholders

Requirements:

• Bachelor’s degree in Electronics, Electrical /Computer or related Engineering

• Willing to work in night shifts and weekends as required

• Ability to read electrical schematics and make corrections when necessary

• Previous experience in Testing & Commissioning of large rail infrastructure projects

• Proficiency in Linux operating system internals and network concepts.

• Experience developing tools using the scripting language such as Python

• Ability to learn new technologies in complex operational control systems.

Job Description:

As a Project Management Executive at Tecson Engineering Pte Ltd, you will play a pivotal role in ensuring the successful plaJob Scope:

• Lead and take full ownership of project execution for railway signalling and electrical systems, with direct involvement in installation, testing & commissioning (T&C), train-borne activities, and trackside works
• Manage and execute works related to signalling equipment, including point machines, signalling circuits, control systems, relays, and associated electrical interfaces
• Oversee cable installation, routing, glanding, termination, testing, and integration in accordance with approved drawings and specifications
• Plan and control Engineering Hours (EH), track access, and possession works, ensuring strict compliance with railway operational constraints
• Execute and supervise Testing & Commissioning activities, including pre-checks, PICO, functional testing, fault rectification, and system validation
• Review and verify technical documents, including method statements (MS), risk assessments (RA), inspection test plans (ITP), test procedures, and as-built drawings
• Ensure all works are carried out in accordance with approved designs, signalling principles, and system requirements
• Coordinate closely with main contractors, system integrators, and clients to resolve interface issues, technical discrepancies, and site constraints
• Lead site teams, supervisors, and subcontractors with strict control over safety, quality, and productivity in live railway environments
• Enforce compliance with permit-to-work systems, railway safety rules, and site operational procedures
• Ensure adherence to ISO 9001 (Quality Management System) and ISO 45001 (Occupational Health & Safety Management System)
• Monitor project progress, manpower loading, and resource planning to meet tight deadlines under restricted working windows
• Identify technical risks and site issues early, and implement effective corrective and preventive measures
• Manage all project documentation, including progress reports, incident reports, NCR/CAR, T&C records, and authority submissions
• Support audits, inspections, and compliance requirements by LTA, SMRT, and relevant authorities

Requirements (Strict):

Minimum 3–5 years of proven hands-on experience in railway signalling and electrical systems projects

Mandatory: Strong working knowledge in signalling systems, electrical installation, and T&C processes(candidates without this will not be considered)

Hands-on experience in train-borne activities, trackside works, and Engineering Hours (EH) operations is required

Proven experience in:Signalling equipment (e.g. point machines, relay-based or electronic interlocking systems)Cable installation, termination, and testingTesting & Commissioning workflows (PICO, functional testing, system integration)

Strong understanding of railway safety procedures, track access control, and live system constraints

Experience working in LTA / SMRT or equivalent railway environments is highly preferred

Possess CSCPM or MWSHCS certification and MWAH (mandatory)

Strong knowledge of method statements, risk assessments, inspection processes, and permit systems. Must know how to create MSRA.

Good command of English (written and spoken) for handling technical documentation and coordination with stakeholders

Able to independently manage projects, lead teams, and make decisions under pressure in high-risk environment, execution, and completion of projects. You will work closely with cross-functional teams, clients, and stakeholders to drive project milestones, monitor progress, and maintain project documentation. Your contributions will be essential in achieving project goals and delivering value to our clients.

2. Execution Oversight: Assist in project execution by monitoring and tracking project progress, identifying issues, and facilitating problem-solving.

Qualifications:

• Education: Min. Degree Holder in Electrical Engineering, project management, or a related field. A PMP or CAPM certification is a plus.
• Experience: Previous experience in project management or a related role is preferred but not mandatory. Entry-level candidates with strong organizational and communication skills may be considered.
