Job Description

We are seeking an experienced Workplace Safety & Health Officer (WSHO) with FSM experience to oversee and manage all Workplace Safety & Health (WSH) matters within a healthcare / hospital environment. Senior Fire Safety Manager will be advantageous.

• Prepare Contractor’s monthly payment claims and final accounts, ensuring complete and timely submission with all supporting documents to Employer Representatives for payment processing
• Conduct site measurements and evaluate claims for Work Orders to validate work progress and costs
• Compile payment claims, interim certificates, Work Orders, and invoices, ensuring their timely submission to Employer Representatives for payment approval
• Review and prepare contract specifications, evaluate tender submissions, and assist in contract documentation as required by the Superintending Officer or Employer Representatives
• Evaluate and verify “star rate items” before work commencement to confirm reasonableness and alignment with fair market prices for acceptance by the Superintending Officer or Employer Representatives
• Collate, analyze, and review star rates and quotation rates to inform and improve future procurement decisions

Required competencies and certifications

• Possess a relevant Degree or Diploma from a recognized institution
• Minimum of 3 continuous years of relevant working experience

Preferred competencies and qualifications

• Registered membership with the Singapore Institute of Surveyors and Valuers (SISV)

• The FME will be the key front line of the Contractor in responding and attending to each Site and Employer Representatives, and including supervision to ensure that the Works and Services under the Contract are rendered and performed professionally, effectively, and efficiently.
• The FME shall assist the SFM and FM as the Site supervisors and assist the Core Team but not limited to the following: in all site measurement and records, uploading of field data to the computerised FM system, planning of works and services including considerations for improvement works, and controlling the resourcing and support of subcontractors and specialists.

Requirements:

• Possesses Diploma preferably in Building, Technical or Facilities Management or relevant disciplines from a recognised establishment (preferably with M&E background).
• Where the FME does not possess the relevant Diploma, the candidate must have at least 8 continuous years’ of relevant working experience as a FME.
• Minimum 3 years of relevant working experience.
• Preferably with Tier 4 Certified Facilities Management Expert (CFME) accreditation by Singapore International Facility Management Association (SIFMA) accreditation scheme.

Skills & Qualifications:

• Minimum GCE ‘N’ Level with 1 year of experience as a Security Guard or similar role
• Processes a valid PLRD Security License.

• Some experience with report writing for incident management.

• Secure premises and personnel by patrolling property; monitoring surveillance equipment; checks on buildings facilities and/or equipment for defects, and managing access control systems
• Monitor compliance of by-law and/or in-house rules and ensure conduct is effectively managed
