Job Overview

The Senior Project Planner will lead the planning, scheduling, and progress control functions for a large-scale LTA project. The candidate must be highly proficient in project planning methodologies, capable of developing detailed master schedules, and experienced in coordinating with multidisciplinary teams to ensure accurate programme integration. The role requires strong analytical skills, full command of Primavera P6, and a solid track record in planning for complex infrastructure projects.

Key Responsibilities

1. Project Planning & Scheduling

• Develop, maintain, and update the Master Project Schedule using Oracle Primavera P6.

• Identify critical path, key milestones, and interface dependencies across civil, structural, M&E, solar, and other project disciplines.

• Ensure that the project schedule complies with LTA and contractual requirements.

• Forecast schedule delays, analyse impacts, and propose mitigation strategies.

2. Progress Monitoring & Reporting

• Prepare weekly and monthly progress reports, dashboards, and schedule variance analysis.

• Track progress against approved baselines and monitor contractor submissions.

• Evaluate productivity rates, resource loading, and schedule performance indicators.

• Present schedule updates and planning insights to senior management and the client when required.

3. Coordination & Stakeholder Management

• Work closely with the Senior Project Manager, BIM Manager, Design Team, and Site Teams to ensure alignment between planning and actual site execution.

• Coordinate with subcontractors and suppliers to integrate their schedules into the master programme.

• Participate in project coordination, technical meetings, and interface discussions to resolve planning conflicts.

4. Risk & Mitigation Planning

• Identify schedule risks and conduct risk impact analysis.

• Develop mitigation, recovery, and acceleration plans where required.

• Support the project team in claims, EOT analysis, and contractual planning matters.

5. Compliance & Documentation

• Ensure all planning documents comply with project specifications and LTA requirements.

• Maintain detailed records of schedule baselines, revisions, and approvals.

• Support the preparation of documentation for audits, reviews, and reporting.

Requirements

Qualifications

• Degree or Diploma in Engineering, Construction Management, or related field.

• PMP Certification is mandatory.

• Preferably certified in project planning or scheduling methodologies.

Experience

• Minimum 8 years of relevant planning experience, preferably in large-scale or LTA infrastructure projects.

• Proven experience using Oracle Primavera P6 (expert level).

• Strong background in planning for multi-disciplinary engineering works, including civil, M&E, or renewable energy components.

About the Role

We are looking for a highly experienced Senior Solar Project Manager to lead the execution of a large-scale solar PV project for the Land Transport Authority (LTA). This role requires strong leadership, deep technical understanding of solar engineering, and proven experience managing complex infrastructure projects with government agencies.

As the Contractor’s Representative, you will oversee all aspects of the Works throughout the entire contract period—ensuring timely delivery, quality compliance, and seamless coordination across all stakeholders.

Key Responsibilities

1. Project Leadership & Contract Management

• Serve as the Contractor’s Representative as authorised by the Company.

• Lead, manage, and oversee the full lifecycle of the LTA solar PV project—from design, procurement, and installation to testing, commissioning, and handover.

• Develop and maintain a clear project execution strategy aligned with LTA requirements and contractual obligations.

• Lead the project team, including engineers, coordinators, and subcontractors, ensuring strong alignment and performance.

2. Technical & Engineering Oversight

• Review and approve engineering design, technical submissions, drawings, method statements, and calculations.

• Ensure all designs comply with LTA specifications, statutory codes, and best engineering practices.

• Provide technical guidance to internal teams, consultants, and subcontractors.

3. Planning, Scheduling & Resource Management

• Develop and manage project schedules, key milestones, manpower planning, and resource allocation.

• Track project progress, identify risks or delays, and implement mitigation strategies proactively.

• Oversee procurement timelines to ensure timely delivery of equipment and materials.

4. Site Coordination & Execution Control

• Lead coordination with main contractors, consultants, LTA officers, and internal stakeholders.

• Conduct regular site reviews and ensure work is performed safely, according to designs, and at required quality standards.

• Ensure site operations comply with LTA’s strict safety, environmental, and operational requirements.

5. Quality, Safety & Compliance

• Take ownership of all QA/QC processes and documentation.

• Ensure compliance with all statutory, regulatory, and contract-specific safety requirements.

• Lead risk assessment reviews, safety briefings, and implementation of corrective actions when required.

6. Testing, Commissioning & Handover

• Lead and supervise testing, commissioning, and system performance verification.

7. Stakeholder & Communication Management

Requirements

Essential

• Degree from a recognised tertiary institution in Engineering (Electrical, Mechanical, Renewable Energy, or related discipline).

• Minimum 8 years of relevant experience managing large-scale infrastructure or solar PV projects of similar complexity.

• Proven experience handling government, LTA, or major public infrastructure contracts.

• Strong leadership, people management, and project delivery skills.

• Excellent understanding of solar PV design, installation, electrical integration, and commissioning.

• Familiarity with EMA, BCA, SCDF, LTA and other regulatory requirements.

• Preferably 3 years of BIM experience in a project-level BIM Manager role for large-scale or infrastructure projects.

• Must have completed at least one full project cycle in the design phase or construction phase.

Certifications

• Specialist Diploma in Building Information Modelling (BIM) from BCA Academy.

• Certified in relevant BIM authoring software by authorised training providers.

• Candidates certified as Digital Delivery Lead (DDM Tier 2) will be considered.
