Interfacing Manager

a. Minimum 5 years of working experience with strong construction background.

b. Good degree in Engineering, Architecture or Building Science, with at least 8 years of experience in the construction industry.

c. Strong experience in project management and coordination, preferably in large scale civil and infrastructure works.

d. Self-motivated, driven and possess good analytical/ problem solving skills.

e. Able to understand technical drawings, specifications and requirements.

f. Able to work independently, a strong team player and to handle fast paced projects.

g. Good interpersonal, written and verbal communication skills for collaboration with stakeholders across all levels.

h. Strong negotiation and conflict management skills.

i. Good presentation skills.

In addition, the responsibilities of the Interfacing Manager shall be but not limited the following:

a. The Interfacing Manager is responsible for managing the interface points between packages of work, scope of work and that of other parties working on site.

b. Ensure inputs are managed and incorporated into construction planning and operations.

c. Provide daily work scope related support to the site team in a fast paced construction environment by fully understanding the work programmes and work activites.

d. Remain knowledgeable of all requirements and milestones for all packages.

e. Work closely with planning, construction and commissioning teams to identify and resolve planning, engineering and design issues.

f. Be conversant with all procedures in the latest version of Changi Aerodome Manual, Airside Works Procedures Manual, Airport Operational and Safety (AOS) requirements and CAG Engineering & Development's Group's Safety Management System Manual,. To make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars.

g. Assist in preparing presentation materials for CAG, Authorities, Stakeholders and interface parties,

h. The Interfacing Coordinator shall assist the Interfacing Manager in all aspects ofthe work functions.

i. Any other duties deemed necessary by CAG.

a. Experience: A minimum of 5 years of relevant experience in the construction of civil, structural, geotechnical, or Mechanical & Electrical works for projects of similar scale, complexity, and nature.

b. Qualifications: Hold a good degree in Engineering in Civil/Structural, Geotechnical, Mechanical , Electrical and Architectural

c. Skills: Self-motivated, driven, and equipped with strong analytical and problem-solving skills.

d. Technical Proficiency: Capable of understanding technical drawings, specifications, and requirements.

e. Work Ethic: Able to work independently, function effectively as a strong team player, and handle fast-paced projects.

f. Communication: Possess excellent interpersonal, written, and verbal communication skills to collaborate with stakeholders at all levels.

g. Technical Tools: Have a good working knowledge of MS Office and be proficient in preparing PowerPoint presentations.

*Resident Engineer (Mechanical & Electrical)

* Degree in Mechanical or Electrical Engineering or equivalent

or accreditation recognised by PEB Singapore; and

* Possess at least 8 years of relevant and practical experience

on site.

In addition to the qualifications, site supervision and practical experience as

specified, all Site Supervisors shall also possess the following competencies and

personal attributes:

* technically strong, able to review design details, method statements and use

sound judgment to resolve site issues during the course of construction works;

*conversant with local building codes and regulations, authority requirements

and practices;

* attended minimally 1 safety course & demonstrate safety acumen to highlight

potential safety infringements/unsafe practices on site;

* demonstrate maturity and ability to manage a team of Site Supervisors

* possible good communication and inter-personal skills, and able to work as a

team player;

* diligent, methodical, meticulous and willing to work overtime; and

* keen learner and supportive of digitalisation efforts in projects.

* Relevant experience refers to the necessary site supervision / practical experience and skills set that the site supervisor possesses to supervise the construction of the civil / structural / mechanical and electrical / architectural works of the project(s) to which he is to be assigned to.

* Subject to the approval of the supervising qualified persons, the number of years of working experience as a project engineer in a Civil & Structural Engineering consultancy firm or as a construction engineer with large contractor firms supervising engineering works may be considered in the respective minimum number of years of experience for SRE and RE.

Resident Technical Officer (RTO - Civil & Structural/Geotechnical)

a. Experience: A minimum of 5 years of relevant experience as an RTO, with at least 5 years in supervising works of similar complexity. This includes major construction projects involving buildings, tunnels, deep excavations, and foundations, as well as tasks such as installing monitoring instruments and collating monitoring data.

b. Qualifications: Possess a Diploma in Civil, Structural, or Geotechnical disciplines from a recognized Polytechnic or equivalent institution.

c. Accreditation: Accredited by the Joint Accreditation Committee of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES).

d. Safety Certification: Hold a valid certificate in the Building Construction Supervisors Safety (BCSS) Course.

e. Technical Knowledge: Be conversant with statutory codes and requirements for site supervision, quality control procedures, construction administration, and the submission of progress reports.

f. Record-Keeping: Demonstrate competence in maintaining accurate and updated site records of work progress.

g. Problem-Solving: Be proactive in resolving and managing site issues while fostering a positive team spirit.

h. Flexibility: Must be willing to work in shifts.

Resident Engineer (RE - Civil & Structural/Geotechnical)

a. Experience:
Minimum of 5 years of relevant experience as a Civil & Structural Engineer, with at least 5 years in supervising works on projects of similar size and complexity, particularly major building construction and deep excavation works.

b. Qualifications:
Must possess a Civil and Structural Engineering degree recognized by the Professional Engineers Board of Singapore.

c. Accreditation:
Accredited by the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore.

d. Responsibilities:

• Lead the C&S site staff to monitor, supervise, and inspect works as directed by CAG, QP(S), QP(Geo), project consultants.
• Exhibit strong leadership qualities, organizational abilities, and interpersonal skills.

e. Knowledge:

• Be conversant with statutory codes and site supervision requirements, quality control procedures, construction administration, and submission of progress reports.

f. Skills:

• Demonstrate strong supervision and leadership abilities.

g. Flexibility:

• Must be willing to work shifts.
