• Bachelor’s or Master’s degree in civil engineering, Transportation Engineering, Urban Planning, or a related field.

ROLE PURPOSE
The Chief Project Manager will lead delivery of Waste-to-Energy and related waste infrastructure projects in Singapore and the wider region. This is a “technical project manager” role: we expect our project managers to be strongly technically minded, to understand the engineering and commercial drivers, and to actively engage in the technical work - not just coordinate.

The role combines

(1) project management accountability (scope, schedule, budget, risk, quality), with

(2) engineering design leadership, including coordinating and directing a large multi-disciplinary engineering team and reviewing/challenging technical deliverables to ensure they are fit-for-purpose and compliant with project requirements.

On projects where there is no separate Design Manager, the Senior Project Manager is expected to assume design management responsibilities (design coordination, interfaces, integrated design schedule, cross-discipline alignment, and design reviews).

KEY RESPONSIBILITIES

A) Project Management / Delivery Leadership

• Lead end-to-end delivery of assigned projects, including scope, schedule, budget, risk, quality, reporting and governance.
• Establish and maintain the project schedule (time and cost) and actively follow-up on progress, forecasts and key delivery risks.
• Mobilize and manage the Ramboll project team and sub-consultants (where applicable), including clear role definition, coordination, and performance management.
• Maintain an updated scope of work and ensure changes are controlled, communicated and implemented across the team.
• Manage project communications and stakeholder interfaces; prepare and lead project meetings and ensure actions are closed out.
• Prepare progress reports and provide clear, decision-ready recommendations to clients and internal leadership.
• Ensure project delivery is compliant with Ramboll quality management requirements, HSEQ expectations and professional standards.

B) Engineering Design Leadership

• Coordinate and lead a large multi-disciplinary engineering team to deliver design outputs to required quality and timelines.
• Hold full knowledge of contracted design scope and deliverables per phase and discipline; break scope into work/design packages with clear deliverables and accountabilities.
• Identify and manage design interfaces across disciplines and packages; close information gaps early to avoid rework and delays.
• Develop and drive an integrated design schedule aligned to interfaces, dependencies and agreed review/approval cycles.
• Plan and lead interdisciplinary design meetings and design reviews; ensure timely decisions and resolution of technical issues.
• Review and challenge engineering designs and contractor submissions (as applicable), ensuring compliance with requirements and clear technical justification for decisions.
• Manage design changes/variations, ensuring agreed changes are communicated across disciplines and reflected in deliverables, schedules and cost forecasts.
• Lead technical discussions with the client and project stakeholders to ensure the solution meets objectives, requirements and specifications.

C) Technical Advisory / Owner’s Engineer / Procurement Support (as required by project stage)

• Support development of key project technical deliverables such as design basis and employer requirements/tender specifications (as applicable).
• Support technical aspects of EPC procurement and contracting, including tender clarifications and technical evaluations.
• Manage the design review process during project implementation, including review of design document packages and formal responses/acceptance workflows.
• Undertake site visits, inspections, and provide oversight of construction and commissioning activities where required by the project scope.

CLIENT & STAKEHOLDER MANAGEMENT

• Build and maintain strong client relationships and act as a trusted day-to-day point of contact on assigned projects.
• Coordinate effectively with internal discipline leads, global specialists, vendors, contractors and partners to drive delivery outcomes.
• Escalate key issues early and provide clear options and recommendations to support timely decisions.

Qualifications

ABOUT YOU (MINIMUM REQUIREMENTS)

• Degree in Process, Chemical or Mechanical Engineering.
• Proven experience as a project manager delivering engineering/design projects with accountability for scope, schedule, budget, risk and quality.
• Demonstrated ability to lead and coordinate a large multi-disciplinary engineering team to deliver complex design outputs and meet deadlines.
• Strong technical competence: able to understand, review and challenge engineering deliverables and explain technical issues and risks clearly to clients and stakeholders.
• Demonstrated experience with design management practices (interfaces, integrated design scheduling, design reviews, design change control).
• Strong stakeholder and client communication skills, including leading technical discussions and driving issue resolution.
• Able to work in Singapore.

DESIRABLE

• Experience in Waste-to-Energy / thermal treatment / integrated waste management projects, particularly large complex facilities.
• Experience in Owner’s Engineer / Lender’s Technical Advisor / EPC interface roles.
• Project management certification (e.g., PMP / PRINCE2) or equivalent structured project delivery training.
• Experience working in Singapore / Southeast Asia project environments.

EMPLOYMENT PLACE
The primary employment place will be either at the Ramboll Singapore office, at a Project office or on a client site. Flexible working arrangements, including working from home, are available by mutual agreement; however, the expectation is that this position will have a high degree of team and client interfacing that should be done in person where feasible.

Job Description
Ramboll is part of an EPC project, where we are working as client’s engineer for the EPC contractor located in Singapore. The Automation Engineering Lead will act as a representative for the EPC contractor during design execution at EPC contractors’ office in Singapore.  

In your role as Automation Engineering Lead / Manager, your focus will be to ensure that the installation and commissioning of the SCADA system, Telecom systems, Fire Alarm System and instrument/control portion of the mechanical systems adhere to the technical requirements and the design already developed by the engineering contractor. As such, it will be your responsibility to follow up on progress, site queries non-conformance, SAT and commissioning activities and facilitate minor adjustment as needed and daily technical clarifications. In doing so, you shall collaborate closely with representatives from the EPC contractor, the fabrication contractor, the engineering contractor, Suppliers and other disciplines and representatives from the client as required.

• Visit the fabrication yard and provide reliable information to the project manager regarding significant technical issues, particularly risks.
• Shall be integrated into the EPC engineering team.
• Collaborate closely with the fabrication yard representatives, the engineering design office, client’s home office and other discipline representatives at the fabrication yard.
• Where required, liaise and coordinate Automation tasks with Suppliers, EPC Contractor and other disciplines.
• Troubleshooting / solution finding during fabrication.
• Shall propose a solution, including supporting documentation, to any design issues, flaws, or gaps in the contract requirements. These shall be agreed upon with Company before implementation.
• Coordinate automation engineering tasks as needed during execution.
• Follow up on progress and evaluate / oversee quality from the EPC contractor.
• Review costs for change orders, and progress claims when required.

Job Qualifications / Skills
You must have a result-oriented, proactive and systematic approach to your work. You enjoy working both independently and together with co-workers, from both the engineering team and the EPC team thus experience in both design and installation/commissioning is preferred. You will engage with multiple stakeholders during the execution; thus teamwork is essential to achieve results.

Your competencies:

• Have a bachelor’s or master's degree in automation, instrumentation, telecom engineering or similar.
• Have extensive experience in automation offshore engineering – preferably with offshore substation design and installation/commissioning – with a minimum of 10 years of experience combined with managing of complex engineering tasks.
• Comprehensive understanding of offshore OSS design standards and codes, Korean regulations are preferred (e.g. NFPA72, DNV-ST-0145).
• Have experience with typical OSS interfaces from design phase to procurement, vendors, shop preparations, materials, installation, layout, safety, cable routing, equipment tagging, numbering & marking, testing, and quality.
• Be familiar with standard OSS component vendors.
• Be familiar with the discipline interfaces and integration to other disciplines and systems.
• Speak and write English fluently.
• Have excellent communication skills, enabling you to convey complex technical information.

The primary focus areas of the department are the offshore wind and renewable energy solutions sectors. The department provides services for site activities, including Electrical &Automation follow-up engineering and supervision.

We represent a strong group of Engineers with comprehensive experience in the execution phase of the projects for Offshore Substations for Offshore windfarms. The current position is working as the EPC contractor representative at EPC contractors’ office. A contract period of 5 months is currently foreseen with an estimated start onsite from May 2026 to September 2026.

Job Description
Ramboll is part of an EPC project, where we are working as client’s engineer for the EPC contractor located in Singapore. The Layout Engineering lead will act as a representative for the EPC contractor during design execution at EPC contractors office in Singapore.

In your role as Layout engineering lead, your focus will be to ensure and oversee that the 3d models, layout, piping, fire and safety, clash checks, vendor data, integration of vendor 3d models, constructability aspects of the design shall adhere to all prepared specifications and technical requirements as per the contract. As such, it will be your responsibility to follow up on progress, site queries, any non-conformances, facilitate minor adjustment as needed and daily technical clarifications. In doing so, you shall collaborate closely with representatives from the EPC contractor, the fabrication contractor, the engineering contractor, Suppliers and other disciplines and representatives from the client as required.

As such, in your role, you will:

• Validate 3D models (mechanical equipment, piping, cable routes, HVAC, structural interfaces, etc.,).
• Ensure models conform to project CAD standards and are fit for construction and installation.
• Integrate fire strategy requirements into the model (escape routes, fire zones, fire detection & suppression equipment, fire dampers, separation, smoke control).
• Verify clearances to fire equipment and egress paths and liaise with Fire Engineer/HSE to resolve non-compliances.
• Ensure compliance with relevant offshore/maritime and project-specific standards (e.g., DNV / IEC / SOLAS / project codes) and local regulations.
• Run scheduled clash checks on the 3d model (Navisworks or equivalent), prioritize clashes, track status and drive closure.
• Lead regular multidisciplinary coordination meetings to close critical and major clashes with EPC contractors and vendors.
• Receive, validate and integrate vendor models and data. Check coordinate systems, units, metadata, tags, BOM’s and version control.
• Ensure vendor models meet constructability, interface and fire-safety requirements prior to acceptance and integration.
• Maintain vendor model register and manage sign-off/acceptance workflows.
• Perform constructability reviews (lifting/installation access, temporary works, transport limits, maintenance access) and raise feasible mitigations.
• Support the contractor during installation queries, RFI’s and site walkdowns, capture as-built deviations and update models as required.
• Shall be integrated into the EPC engineering team.
• Where required, liaise and coordinate Layout / 3d model review tasks with Suppliers, EPC Contractor and other disciplines.

Job Description

In your role as Electrical Engineering Lead / Manager, your focus will be to ensure that the installation and commissioning of the LV & MV Electrical systems and electrical control systems portion of the mechanical systems adheres to the technical requirements and the design already developed by the engineering contractor. As such, it will be your responsibility to follow up on progress, site queries non-conformance, SATand commissioning activities and facilitate minor adjustment as needed and daily technical clarifications. In doing so, you shall collaborate closely with representatives from the EPC contractor, the fabrication contractor, the engineering contractor, Suppliers and other disciplines and representatives from the client as required.

• Visit to the fabrication yard and provide reliable information to the project manager regarding significant technical issues, particularly risks.
• Shall be integrated into the EPC engineering team.
• Collaborate closely with the fabrication yard representatives, the engineering design office, client’s home office and other discipline representatives at the fabrication yard.
• Where required, liaise and coordinate Electrical tasks with Suppliers, EPC Contractor and other disciplines.
• Troubleshooting / solution finding during fabrication.
• Shall propose a solution, including supporting documentation, to any design issues, flaws, or gaps in the contract requirements. These shall be agreed upon with Company before implementation.

• Comprehensive understanding of offshore structure design standards and codes is preferred – the design is following DNV standards, where DNV-ST-0145 or older revision is governing.
• Basic understanding of offshore structural fabrication standards and codes is preferred – DNV standards, where DNV-OS-C401 is governing for the fabrication.
• Basic understanding of Marine operations and marine warranty standard DNV-ST-N001.
• Basic understanding of general standards including OSHA and knowledge of other technical scopes related to the design of the offshore substation is preferred.
• Speak and write English fluently.
• Have excellent communication skills, enabling you to convey complex technical information.
