• Provide end-to-end finance operational support to faculties and schools, including financial master data maintenance, budget transfers, and issue resolution.

• Ensure timely, accurate, and compliant financial transactions, records, and reporting through strong governance and internal controls.

• Review and maintain financial master data, dormant accounts, balance sheet reconciliations, and Risk Control Matrices (RCMs) to uphold data integrity and compliance.

• Advise Finance Business Partners and stakeholders on finance policies, procedures, governance requirements, and transaction-related matters.

• Drive continuous process improvements by identifying control gaps, operational inefficiencies, and implementing remediation initiatives.

Requirements

• Degree in Accounting, Business Administration, Finance, or a related discipline from a recognized university.

• Minimum 3–5 years of experience in finance operations, controllership, audit, governance, or compliance functions.

• Strong knowledge of financial reporting standards, internal controls, risk management, and governance frameworks.

• Proficiency in Microsoft Excel; experience with SAP S/4HANA or similar ERP systems is advantageous.

• Strong analytical, stakeholder management, communication, and problem-solving skills, with the ability to work independently and collaboratively.

What the role is

The Vice-Dean of Training will provide leadership and oversee a team of Assistant Deans, Senior Learning Facilitators and Learning Facilitators to ensure effective design and delivery of training courses and programmes for all staff and leaders.

Your scope will include managing stakeholders, and provide guidance to the team of Assistant Deans, Senior Learning Facilitators and Learning Facilitators on assessing learning needs, planning, designing, developing, facilitating and evaluating learning effectiveness of training courses and programmes to build a growth mindset and enhance knowledge and skills so the team can (i) better support in being the bridge between internal and external stakeholders, and (ii) contribute more meaningfully and effectively to the community building process in Singapore.

You will provide support and advice to the Dean, and internal / external stakeholders on all matters pertaining to training courses and programmes, including regular review of competencies in their own areas of specialization.

What you will be working on

Key duties and responsibilities that need to be performed to meet the primary objective of the job:

• Provides training consultancy to stakeholders and staff including in the design and development of training and related programmes to enhance the core competencies in enhancing engagement

• Spearhead comprehensive competency reviews for target learner groups and oversees the development of frameworks and training roadmap to ensure training programmes align with the strategic objectives and evolving community needs

• Formulate plans to improve training programmes to better meet the current and future needs of its stakeholders, including regular reviews and evaluation of existing training programmes; contextualisation, design and development of new training programmes

• Coach the faculty team to facilitate and encourage a growth mindset in staff towards continuous learning and better change management

• Monitors emerging trends in adult learning science and training pedagogy to guide the faculty team in the contextualization, design, development, and delivery of new training programmes to keep the training abreast of changing trends and relevant to the learners’ needs

• Oversees the planning of training resources such as scheduling and marketing of training courses to internal and external stakeholders to provide timely, targeted and relevant training to build their capabilities

• Plan the development of the faculty team to develop knowledge / skills / expertise and identify niche areas and deliver relevant training in alignment with the competency frameworks

• Promotes collaborations with other internal and external stakeholders internal divisions/units, training institutes, private organisations and public agencies

• Leads cross department team(s) in transformational work to support anticipatory and long-term operations

• Supervises and guides staff in planning and prioritizing new initiatives related to training and development

• Coaches and develop staff potential and career planning

• Evaluate staff performances through the Performance Management System

• Formulates, implements and reviews work plans for the department at annual mid-year review, stock take and goal setting.

• Any other duties and projects as assigned by Senior Officers.

What we are looking for

• Professional qualifications in Adult Learning, Training & Development and/or Social Sciences - Applicants with Diploma in Adult and Continuing Education (DACE) or Diploma in Design and Development for Learning Performance (DDDLP), or equivalent certification will have an added advantage.

• 10 years’ experience in a management or training environment.

• Possess a good knowledge of the community and social development sectors.

• Possess practical knowledge and relevant experience in the community and social development sectors - Applicants with practical knowledge and relevant experience in facilitating Adult Training and the design / development of Adult Training Modules will have an added advantage.

Job Description

• Lead and implement data engineering strategy and architecture blueprints in alignment with business requirements.

Requirements

1. Bachelor’s Degree in Computer Science, Software Engineering, Information Technology, or a related discipline.

2. 5–10 years of experience in data engineering, cloud infrastructure, or platform engineering, with strong foundation in data system design, data structures, algorithms, and data architecture modelling.

3. Hands-on experience with cloud platforms (AWS, Azure, GCP) and distributed data technologies (Spark, Hadoop), along with proficiency in Python and SQL.

4. Experience with orchestration and DevOps tools (Airflow, Azure Data Factory, Docker, Git, Terraform), CI/CD pipelines, and infrastructure-as-code practices; familiarity with Databricks, Snowflake, or Denodo and building batch/real-time data pipelines.

5. Strong understanding of data governance, security, and privacy (especially in public sector environments would be an added advantage), with excellent communication, stakeholder management, and mentoring capabilities.
