Job Description:

(1) The RTOs shall include daily monitoring of site and maintenance works and update of daily activities done by the respective Board Project Contractors (BPCs) as part of his job scope. They shall verify that all maintenance, repair, replacement and upgrading works are executed safely and in accordance with the approved method statements, risk assessments and specifications.

(2) The RTOs shall oversee the safety aspects of the site and maintenance works and manage the site safety with the respective BPCs. They shall enforce the agreed safe working procedures, including the Board’s in-house safety rules. In the event of any unsafe act or unsafe condition, they shall prompt the BPC for immediate rectification or order work to be stopped should the BPCs fail to comply. All such incidents are to be recorded and raised to the Board immediately.

(3) The RTOs shall check on the quality and condition of materials, spare parts and components delivered to site and report to the Board any material that does not conform to the specifications.

(4) The RTOs shall supervise all functional checks, equipment maintenance, testing and commissioning, and acceptance tests on the site as may be necessary, including review samples submitted by BPCs, inspections and testing during manufacture of such materials, equipment and plants functional checks as specified by the respective projects and as usually inspected and tested locally before commissioning. The RTOs shall also make recommendations to the Board’s appointed Engineer on the approval of samples submitted by the BPC when required.

(5) The RTOs shall coordinate with BPCs and ensure the safety, cleanliness and tidiness of the sites, including ensuring the provision and maintenance of Earth Control Measure (ECM) where applicable.

(6) The RTOs shall keep photographic and written records of maintenance activities, findings and follow-up actions for submission to the Board’s Engineer as part of the daily and monthly reporting requirements.

Requirements:

1. Singaporean or PR only.

i) Diploma in Engineering of the related field as required, from any local Polytechnics.

Electrical RTOs - Electrical Engineering or equivalent.

Mechanical RTOs - Mechanical Engineering or equivalent.

Instrumentation, Control & Automation RTOs - Computer Science, Computer Network & Systems Engineering or Electrical and Electronics Engineering or equivalent.

Have at least 3 years of recent relevant engineering experience in the supervision of site works, preferably in water or wastewater infrastructure projects, or equivalent.

ii) Alternatively,

National Institute of Technical Education Certificate (NITEC) level 3 in Engineering of the related field as required.

Electrical RTOs - Electrical Engineering or equivalent.

Mechanical RTOs - Mechanical Engineering or equivalent.

Instrumentation, Control & Automation RTOs – Electrical and Electronics Engineering or equivalent

Have at least 10 years of recent relevant engineering experience in the supervision of M&E works, preferably in water or wastewater infrastructure projects, or equivalent.

1) Inspection of Watermains for PUB Project.

2) Ensure that works carried out are in compliance with the Workplace Safety and Health Act.

3) Prepare inspection and test plans relevant for the supervision of the Project.

4) Perform any other technical tasks as and when required.

5) Minimum Diploma with Technical background.

6) At least 3 years of relevant experience.

Job Description:

· Carry out site supervision duties in accordance with the Building Control Act.

· Ensure works are done appropriately following the approved drawings.

· Assist the Resident Engineer on all site and/or construction related matters.

Job Requirements:

· Minimum Diploma in Civil / Structural Engineering or equivalent.

· Registered with IES as Resident Technical Officer (Civil).

· Minimum 10 years of construction experience in supervising civil and structural works.

· A person with good communication skills and with ability to work in a team.

Primary Purpose:

Functions as a senior technical specialist or in a lead role in mechanical design. Works independently and applies advanced engineering techniques and analyses for problems and methods.

Responsibilities:

· Concept, Functional, Preliminary and detailed design of mechanical process systems for water and wastewater treatment plants, including screening equipment, physical-chemical treatment plants, biological treatment plants, blower equipment, odour control plants, disinfection plants and sludge treatment plants

· Concept, Functional, Preliminary and detailed design of various pumping systems for water, wastewater and sludge treatment plants

· Concept, Functional, Preliminary and detailed design of ancillary systems including chemical feed systems, mechanical ventilation systems, and drainage systems

· Preparation of General Arrangement and equipment layout drawings

· Preparation of mechanical process equipment and pump specifications

· Mechanical equipment and pipe sizing and calculations

· Review and evaluation of vendor submissions

· Coordination with other disciplines e.g. civil, structural, electrical, building services, and instrumentation & control designers

· Lead meetings, discussions with clients, contractors and vendors

· Provide engineering support for bids & proposals

· Provide engineering support during construction

· Provide engineering support during testing and commissioning

· Provides project cost estimates to client

· Design management and project management of proposals and projects where the scope is primarily mechanical / process

Preferred Qualifications

· A Professional Engineer (PE) registered with Professional Engineers Board Singapore is preferred

· Possess a university engineering degree (mechanical)

· Candidate shall have minimum of 10-15 years’ experience in the mechanical design of wastewater treatment (municipal and industrial)

· Able to work independently in producing the project deliverables to meet project timeline

· Leads and guide a team of engineers and carries out QA/QC work on their designs

· Proficient in written and oral communication with good interpersonal skills

1. Minimum Diploma in Civil Engineering with at least 5 years' post tertiary experience in Singapore, of which 5 years must be supervision of Substation 66kV and above/ Data Center /Industrial / Factory projects as RTO
2. Registered Resident Technical Officer by IES
3. Basic knowledge of Architectural details and construction works on site

• Must be Registered with IES/ACES as a RE for RE C&S. RTO cert for RTO C&S.
• Able and willing to work extended hours.
• Basic knowledge of Architectural details and construction works on site, experience in 22kV substation and above will be added advantage.
• To supervise the project to ensure that the works are constructed in accordance to the project specifications, construction drawings, contract, Building Control Act and Regulations, authorities and client's requirements
• Report to C&S QP, work closely with the regulatory authorities and contractors to provide supervision on site, resolve all site issues and ensure timely completion of the projects.
• Carry out supervision of structural works by identifying any non-conformity of contractor's works on site.
• Review Contractor's submissions, work method statements and work demonstrations.
• Conduct regular site inspections and resolving site discrepancies to prevent delays.

c) Min. 5 years experience in Water pipe Construction / Pipe Jacking

1. To act as a Site Supervisor appointed by the Qualified Person (QP) in accordance with the Building Control Act.

2. To assist the QP(Supervision) in carrying out supervision works on site

3. To prepare inspection and test plans which are relevant for the supervision of the projects.

4. To conduct quality control of all civil and structural, as well as, mechanical, electrical, and landscaping works.

5. To inspect and advise for compliance on temporary works, including instrumentation reports by Contractor.

6. To support in public relations works.

7. To supervise and keep independent records of day works including overall and part works programme.

8. To issue site memo to Contractor for recording of observed safety and quality non-compliance with Contract or Authorities, Services Agencies requirements.

9. To attend project meetings and draft meeting minutes.

10. To carry out site supervision and inspection of works including any off-site manufacturing/testing as instructed by the QP(Supervision) and/or S.O. so as to ensure that works are constructed to the required quality, accuracy and standards.

11. To monitor progress of the works on site including material supply to the site and at any off-site manufacturing/testing facilities and report delays immediately.

12. To provide standing supervision in compliance with the relevant Building Control Regulations.

13. To maintain proper and updated daily records of all works done, including independent record of test, inspections, status of work, safety, site diary, material and equipment on site, labour, dayworks, provisional quantities etc.

14. To check that the Contractor executes preliminary items.

15. To check service routes and Contractor’s setting out and report any deviations to the QP(Supervision)/S.O.

16. To verify reports and claims submitted by Contractors.

17. To record all variations as instructed or approved by the S.O.

18. To undertake any other duties related to the project as and when instructed by the S.O./Client/QP(Supervision).

19. To check drawings including as-built and documents and report discrepancies.

20. Report on site safety, security and housekeeping.

21. Verification of the Client’s Permit To Works (CPTW) checklist completed by the Contractor including:

i. Review the CPTW and keep records of relevant documents such as Authorities/Agencies

approvals, services detection plan and etc. on site.

ii. Make yourself aware of the contractor daily site works and remind them to provide the CPTW

for your verification prior to commencing works on site.

iii. Inform the Contractor in-writing of any non-compliance identified by the CPTW and ensure that

the Contractor rectify the non-compliance prior to permitting works to commence.

iv. Inform the RE, S.O./ QP(Supervision) immediately if the Contractor proceeded works on site without a valid CPTW.

22. Any others duties specified under Building Control Acts and relevant scope

23. Any other work incidental to the above and/or reasonably to be inferred from the nature of work to be carried out by the Service Provider Field staff; and,

24. Such other work as may be agreed from time to time.

25. In addition to the principal duties detailed above, the Field Staff is expected to be vigilant and monitor the Contractor performance in progress, site safety, services protection, security and hygiene.
