What the Role Is

Part Time Fire Safety Manager

• Assist to establish a Fire Safety Committee and Company Emergency Response Team (CERT)
• Assist to develop and implement Emergency Response Plan (ERP) in accordance to the Fire Safety (ERP) regulations 2013.
• Review and update of Emergency Response Plan (ERP)
• Coordinate Fire Safety Committee Meeting and record minutes of meeting (when required)
• Conduct Emergency Evacuation Exercise (Fire Drill) and Table-Top Exercise (TTE) and prepare post-mortem reports.
• Conduct fire safety inspection to ensure site is free of fire hazards and that the fire safety and protection systems installed on site are maintained (by building’s appointed contractors) to the standard that meets local statutory requirements.
• Liaise and coordinate with Singapore Civil Defence Force (SCDF) on all matters pertaining to fire safety and its requirement on behalf of the client and provide advisory on fire safety related matters and any other requirements as per Fire Safety Act.
• Prepare annual FSM Report for the building owner.
• Attend the pre-fire certification renewal testing and endorse form FSSD-CED-FC01/02/03 on behalf of the building owner as required by the Fire Safety Act (1 site visit/per renewal). – exclude QP Services.

What we are looking for

To qualify for this role, you must meet the following requirements:-

• Certificate in Fire Safety Manager Course.
• Eligible to be registered with the Singapore Civil Defence Force (SCDF) for building compliance
• Strong team player with the ability to work independently
• Must be a Singaporean citizen or Permanent Resident (PR).
• Ability to conduct inspections on weekdays

Job Description

• Assist in the establishment and continuous enhancement of the Fire Safety Committee and Company Emergency Response Team (CERT), including advisory on structure, roles, responsibilities, and compliance with regulatory requirements.
• Develop, implement, and maintain a comprehensive Emergency Response Plan (ERP) in accordance with the Fire Safety (ERP) Regulations 2013, ensuring alignment with operational needs and regulatory standards.
• Conduct regular Fire Safety Manager inspections of the premises and fire protection systems, including routine fire safety inspections and site assessments for the East Coast Integrated Depot (ECID), comprising the TEL Depot, TEL Reception Tunnel, DTL Depot, and DTL Reception Tunnels. Detailed reports shall be provided on observations, fire safety deficiencies, risk areas, and recommended corrective actions to ensure continued compliance with fire safety requirements.
• Respond promptly to calls from the fire alarm monitoring company and investigate the affected zone indicated on the Fire Alarm Control Panel (FACP) to determine the cause of the alarm activation and carry out the necessary follow-up actions, including coordination with the relevant parties where required.
• Plan, coordinate, and conduct annual Emergency Evacuation Exercises (Fire Drills), including full documentation and submission of post-exercise evaluation reports with actionable recommendations.
• Facilitate annual Table Top Exercises (TTE) to assess emergency preparedness, followed by comprehensive post-mortem reports highlighting gaps, improvements, and strategic recommendations.
• Conduct fire safety awareness and training sessions for occupants, staff, and relevant personnel to enhance fire prevention knowledge, emergency response preparedness, and compliance with fire safety procedures and regulatory requirements.
• Prepare and submit a comprehensive FSM Annual Report to the building owner, summarising the overall fire safety performance, compliance status, and key recommendations for continuous improvement.
• Organise, coordinate, and/or attend Fire Safety Committee meetings, providing professional input on fire safety matters, regulatory updates, and continuous improvement initiatives.
• Carry out periodic reviews and updates of the Emergency Response Plan (ERP) to ensure it remains current, effective, and compliant with regulatory and operational changes.
• Attend site inspections as required and endorse Fire Certificate (FC) renewal forms (FSSD-CED-FC01/02/03), including coordination and verification of all necessary documentation for submission.
• Act as the primary point of contact with SCDF, liaising and coordinating on all fire safety matters on behalf of the Client, while providing ongoing professional advisory services to ensure full compliance with the Fire Safety Act and associated regulations.

Requirements

• Certification in Fire Safety Manager Course
• Familiar with the statutory requirements related to WSH Act and other aspect of safety
• 1-2 Years of safety experience
• A team player and ability to work independently and influence others.
• Eligible to be registered with the Singapore Civil Defence Force (SCDF) for building compliance

Required Qualifications

Education:

• Bachelor's degree in Occupational Health and Safety, Environmental Health,Industrial Hygiene, or a related field is required.
• A Master's degree is highly desirable.

Experience:

• A minimum of 5-7 years of progressive experience in a dedicated safety role, with at least 3 years in a leadership or managerial capacity.
• Extensive experience in the construction or related heavy industry is required.

Skills:

• Demonstrated leadership and team management abilities.
• Advanced knowledge of safety regulations, standards, and best practices.
• Exceptional written and verbal communication skills, including public speaking and the ability to present complex data to senior leadership.
• Strong strategic planning, analytical, and problem-solving skills.

Role and Responsibilities:

To prepare and execute the Emergency Response Plan for the premises and distribute the Emergency Response Plan to the occupants of the premises;

• To conduct daily checks and inspections within the premises and remove or cause to be removed any fire hazard that is found within the premises;

• To ensure at all times the fire safety requirements contained in the Emergency Response Plan are complied with;

• To conduct in-house fire drills for the occupants of the premises at least one or twice in every calendar year or on such occasion as may be directed by the Commissioner or SCDF;

• To conduct at least 2 Table-Top Exercise within the premises each year and to evaluate the Emergency Response plan for those premises. To record minute of meetings and provide feedbacks for improvement;

• To furnish incident reports in the event of fire and other related emergencies, including fire drills and Table-Top Exercises;

• To train, coordinate and supervise the Company Emergency Response Team for the remises in first-aid, fire-fighting and evacuation in the event of fire or other related emergencies;

• To train the occupants in the premises in first aid, fire-fighting and evacuation in the event of fire or other related emergencies;

• To advise and recommend a list fire-fighting equipment for the Company Emergency Response Team;

• To supervise those premises with Fire Command Centre on the operation in the event of fire and other related emergencies;

• To prepare and implement Arson Prevention Plan for the premises;

• To prepare fire safety guidebooks for the occupants of the premises;

• To carry out fire risk assessment of the premises and recommend areas of improvement;

• To endorse annual Fire Certificate renewal with PE Endorsement.
