Job Description

We are looking for a HR / Admin & Dormitory Executive to manage human resource administration, foreign worker compliance, and dormitory operations for our construction workforce. The successful candidate will ensure full compliance with Ministry of Manpower (MOM) regulations, Tripartite Guidelines on Fair Employment Practices, and Foreign Employee Dormitories Act (FEDA) requirements, while supporting day‑to‑day operational needs.

Key Responsibilities

Human Resource & Administrative Functions

• Perform end‑to‑end HR administration, including onboarding, offboarding, and employee record management
• Prepare and maintain employment contracts, HR letters, and personnel files
• Administer attendance tracking, leave management, overtime records, and HR documentation
• Coordinate with payroll vendors on salary processing and statutory contributions
• Maintain updated HR databases and reports for management review and audits

Foreign Manpower & MOM Compliance

• Handle work pass applications, renewals, cancellations, and appeals (Work Permit / S Pass) via MOM systems
• Ensure compliance with the Employment of Foreign Manpower Act (EFMA) and construction sector manpower rules
• Coordinate medical examinations, safety orientation courses, and mandatory worker briefings
• Monitor work pass validity, employment conditions, and worker deployment records
• Liaise with MOM, healthcare providers, and external agencies when required

Dormitory Management & Worker Welfare

• Oversee foreign worker dormitory operations and ensure compliance with MOM / FEDA standards
• Manage dormitory check‑in / check‑out, room allocation, and occupancy records
• Coordinate dormitory inspections, cleanliness standards, safety checks, and maintenance issues
• Address worker welfare matters, grievances, and disciplinary cases professionally
• Liaise with dormitory operators, security, transport, and service vendors

Coordination & Support

• Work closely with project, site, and operations teams to support manpower deployment
• Communicate company policies and rules clearly to employees
• Provide general administrative support and assist with ad‑hoc duties as assigned

Job Requirements

• Diploma or equivalent qualification in Human Resource Management, Business Administration, or related fields
• Minimum 1–3 years of relevant HR / Admin experience in construction, engineering, or manpower‑intensive industries
• Knowledge of MOM regulations, work pass processing, and dormitory management requirements
• Experience handling foreign manpower is strongly preferred
• Good communication skills; ability to interact with workers of diverse backgrounds
• Proficient in Microsoft Office (Word, Excel, Outlook)
• Strong organizational skills, attention to detail, and confidentiality awareness

Duties of WSH Coordinator

• Report to WSH Manager;
• Assist the WSH Manager in achieving the objectives of the Safety and Health Management System and enforcing at the worksites.
• Assist the occupier of the worksite to identify any unsafe condition in the worksite or unsafe work practice which is carried out in the worksite;
• Conduct the WSH Inspection and recommend corrective measures to rectify any unsafe conditions of workplaces and unsafe practices;
• Recommend to the occupier of the worksite to implement such reasonably practicable measures to remedy the unsafe condition or unsafe work practice; and
• Investigate all accidents / dangerous occurrence and correct causes to prevent future Occurrence.
• Maintain the Site Safety records
• Conduct safety talks /toolbox meetings;
• Promote the safety awareness among sub-contractors and workers;
• Promote the safety conduct of work generally within the worksite; and Comply with the risk assessment and safe work procedures at all times.
• Prepare reports on occurrences and provide statistical information to upper management.
• Promotes safe practices at the job site.
• Enforces safety guidelines.
• Oversee installations, maintenance, disposal of substances etc.
• Stop any unsafe acts or processes that seem dangerous or unhealthy
• Record and investigate incidents to determine causes and handle worker’s compensation claims
• Prepare reports on occurrences and provide statistical information to upper management.
• Carry out PTW Monitoring and review.

Update the supplier list , contact details, emails, addresses.

Stationery items to the site, Office admin items.

Requirements:

Relevant Certificates / Diploma or Degree in any discipline, preferably in Accounts or Finance.

Preferably 1 year experience in similar capacity. Exposure in Xero preferred.

Professional with excellent administrative, organizational and follow up skills.

Able to multi-task in a fast-paced environment & employee strength of around 150-200 people.

RESPONSIBILITIES

· Preparing, scheduling, coordinating and monitoring the assigned multistorey structural steel projects.

· Monitoring compliance to applicable codes, standards, QA/QC safety regulations, performance standards and specifications.

· Interacting daily with the clients to interpret their needs and requirements and representing them in the project sites.

· Reviews Client's technical documentation and requirements.

· Maintains project technical files.

· Develops Method Statement of Structural Steel Erection and Execution of project.

· Prepares MTO and BOQ.

· Prepares Scope Of Work and technical specification for steel structure sub building projects.

· Prepares technical documentation for steel structure material requisition and assists the procurement department in the technical evaluations.

· Develop project objectives by reviewing project proposals and plans; conferring with management.

· Prepares Daily Progress report.

· To prepare and allocate manpower for steel structure erection works.

· Maintains project schedule by monitoring project progress and coordinating activities with all Supervisor, QA/QC, Surveyor and Key Workers.

· Provide the direction in construction planning as assigned, coordinate works with Project Team, Client & Consultants.

· Carry out the in-progress inspection to ensure the works were executed to the required quality standard.

· To monitor and prepare reports for the compliance of the delivered materials to project specifications, codes of practices, ITP & QA/QC procedures.

· Manage and execute the project in cost-effective, on-time delivery with quality standards to meets client expectations.

· Attend meetings, correspondences and liaise with clients, sub-contractors and suppliers in resolving design and site problems encountered during the construction period.

· Raise technical queries such as RFI/RFC if necessary.

· Undertaking duties and or responsibilities when appropriately assigned by HOD.

· Coordinate and work closely with Main Contractor and suppliers to meet project deadlines and meetings.

· Coordinate with Planning Engineer on delivery items and schedule.

· Able to handle and solve issues at site throughout the whole project.

· Supervising team and ensuring high standard of safety practices are carried out at all times.

· Responsible for assign daily works to Supervisors and monitoring of daily work and process and progress at project site.

REQUIREMENTS

· Minimum 5 years of experience in High Rise Structural Steel works construction building Example: - More than 30 storey Building, Long Span Truss, Heavy Steel Works.

· Proficient in Autocad and Tekla Viewer.

· Capable of meeting deadlines.

· Ability to work in a team environment.

· Work on own, as required and able to use your own initiative.

· Good communication skills and effective team player.

· Able to converse and write in English in order to communicate with clients and vendors.

· Minimum Diploma in Civil or Mechanical Engineering or equivalent.

· Good knowledge of Steel work construction standard operating procedures and proficiency in Microsoft Office & neat Autocad drawings.
