Senior Construction Project Manager (HDB)
Responsible for leading and delivering HDB projects from inception to completion, ensuring compliance with statutory requirements, quality standards, budget, and timelines.
This role oversees site operations, consultants, and subcontractors while acting as the key liaison with clients and authorities. The position requires strong leadership, technical expertise in public housing projects, and a deep understanding of HDB, BCA, and WSH requirements. Accountable for project performance, risk management, and successful handover.
Key Responsibilities
- Project Planning & Execution Management
Lead end-to-end execution of HDB projects, ensuring alignment with approved plans and specifications.
- Stakeholder & Authority Coordination
Manage communication with HDB, consultants, subcontractors, and relevant authorities.
- Cost & Contract Management
Monitor project budgets, variation orders, and contractual compliance.
- Schedule & Progress Control
Ensure timely delivery of project milestones in accordance with the master schedule.
- Quality Assurance & Compliance
Enforce quality standards and ensure compliance with HDB, BCA, and regulatory requirements.
- Safety & Risk Management
Drive WSH compliance and proactively manage project risks.
- Team Leadership & Resource Management
Lead and manage project teams to achieve operational excellence.
Key Activities
Project Planning & Execution Management
- Develop detailed project execution plans, work programmes, and resource allocation.
- Oversee site operations, construction sequencing, and coordination of trades.
- Ensure works are executed in accordance with approved drawings and specifications.
- Lead project kickoff, planning meetings, and regular progress reviews.
Stakeholder & Authority Coordination
- Act as the primary liaison with HDB officers, consultants, and stakeholders.
- Manage design coordination meetings and resolve technical issues.
- Ensure timely submission and approval of drawings, materials, and method statements.
- Coordinate with authorities for inspections, approvals, and compliance matters.
Cost & Contract Management
- Monitor project cost performance, budgets, and forecasts.
- Evaluate and approve variation orders, claims, and subcontractor payments.
- Ensure proper documentation and contract administration.
- Identify cost-saving opportunities while maintaining quality standards.
Schedule & Progress Control
- Track project progress against the master programme (Primavera/MS Project).
- Identify delays, critical path impacts, and implement recovery plans.
- Coordinate with subcontractors to ensure timely completion of works.
- Prepare weekly and monthly progress reports.
Quality Assurance & Compliance
- Implement QA/QC systems and ensure adherence to HDB quality requirements.
- Monitor workmanship standards and conduct regular site inspections.
- Manage defect rectification and ensure quality at handover.
- Ensure compliance with CONQUAS standards and project specifications.
Safety & Risk Management
- Enforce Workplace Safety & Health (WSH) policies and safe work practices.
- Conduct risk assessments and ensure mitigation measures are implemented.
- Monitor safety performance and lead incident investigations if required.
- Ensure site readiness for audits and inspections.
Team Leadership & Resource Management
- Lead, mentor, and manage Project Engineers, Coordinators, and site staff.
- Allocate manpower and resources efficiently.
- Conduct performance reviews and provide guidance to team members.
- Foster teamwork, accountability, and a safety-first culture.
