Job Summary

The HSE Manager oversees Health, Safety, and Environmental functions across cafeteria and catering operations, ensuring compliance with regulations and client standards. This role drives a proactive safety culture, supports audit readiness, and leads continuous improvement in all HSE areas.

Responsibilities

• Lead and manage all HSE functions across cafeteria and catering operations to ensure safe and compliant practices
• Ensure compliance with Singapore regulations (SFA, NEA, MOM) and client EHSS standards, including the Environmental Control Coordinator (ECC) Program
• Maintain and enforce company HSE policies, procedures, and risk management frameworks to mitigate hazards
• Align HSE activities with food safety management systems such as ISO 22000 and uphold hygiene standards
• Develop, implement, and review allergen management programs including segregation, labeling, training, and communication
• Lead preparation, coordination, and documentation for EHSS, food safety, and internal/external audits
• Maintain comprehensive HSE documentation including risk assessments, safety procedures, and compliance records
• Ensure timely closure of audit findings and corrective actions to drive continuous improvement
• Manage Management System Functions and support certification requirements such as bizSAFE, ISO standards, and Responsible Business Alliance
• Conduct regular risk assessments of kitchen operations, equipment use, and service areas to identify hazards and implement controls
• Review and update risk assessment documents and safe work procedures regularly to maintain operational safety
• Lead incident reporting, investigation, and documentation, performing root cause analysis and implementing corrective actions
• Ensure timely reporting of incidents to management and relevant authorities as required
• Develop and deliver HSE training programs for all staff, including onboarding and refresher sessions
• Conduct toolbox meetings, safety briefings, and awareness campaigns to promote a strong safety culture
• Monitor hygiene practices, food handling procedures, and sanitation standards through regular inspections
• Ensure proper use of personal protective equipment (PPE) and compliance with workplace safety protocols
• Support development and implementation of Business Continuity Plans and emergency response procedures
• Conduct emergency drills and train staff on emergency response protocols for scenarios such as fire, power failure, or public health incidents
• Collaborate closely with Operations Manager and HR to align operational safety, compliance, and workforce training
• Provide expert guidance and advisory support on HSE matters across all departments

Required competencies and certifications

• Minimum 5 years of experience in HSE, food safety, or workplace safety roles within F&B or related industries
• Strong knowledge of Singapore regulatory requirements including SFA, NEA, and MOM
• Proven experience in audit management, risk assessment, and incident investigation
• Strong analytical, documentation, and communication skills

Preferred competencies and qualifications

• Relevant certifications such as bizSAFE Level 3, ISO 22000, and Food Safety certifications

Working closely with the Operations Manager and HR, the HSE Manager ensures alignment across EHSS, food safety, and audit requirements, while providing governance, monitoring, and continuous improvement in all HSE-related areas. The role also supports audit readiness, incident management, and implementation of safety systems across all sites.

Responsibilities

1. HSE Governance & Compliance

●     Lead and oversee all HSE-related functions across cafeteria and catering operations.

●     Ensure compliance with applicable regulations (e.g., SFA, NEA, MOM) and client EHSS standards including ECC (Environmental Control Coordinator) Program.

2. Audit & Certification Management

6. Workplace Safety & Hygiene Oversight

●     Ensure proper implementation of hygiene practices, food handling procedures, and sanitation standards.

●     Ensure proper use of PPE, equipment safety, and compliance with workplace safety protocols.

7. Business Continuity & Emergency Preparedness

●     Support development and implementation of Business Continuity Plans (BCP) and emergency response procedures.

●     Ensure readiness for emergency scenarios such as fire, power failure, or public health incidents.

●     Conduct drills and ensure staff are trained in emergency response protocols

8. Collaboration & Advisory Role

Key Responsibilities:

1. Central Kitchen Production:

• Lead daily operations of the central kitchen, ensuring efficient, high-volume production of
• core items (e.g., marinated meats, sauces, gravies, dressings).
• Develop, standardize, and continuously improve production recipes and processes to
• ensure consistency and quality across all outlets.
• Coordinate with outlet chefs to fulfil special menu requests and seasonal offerings.
• Monitor inventory levels and coordinate with procurement for timely sourcing of
• ingredients.

2. Catering Event Menu Design & Planning

• Work closely with clients, sales teams, and event coordinators to design customized
• menus aligned with the theme, dietary needs, and budget of each event.
• Develop seasonal, themed, and signature catering menus that reflect current food trends
• and client preferences.
• Conduct tasting sessions for clients and stakeholders as part of the menu approval
• process.

3. Event Execution & Quality Control

• Lead culinary preparation for all catering events, ensuring food quality, presentation, and
• timing meet high standards.
• Personally oversee food plating, buffet setups, and live cooking stations to ensure visual
• appeal and customer satisfaction.

4. Staffing & Coordination

• Plan staffing for each event, assign roles, and conduct pre-event briefings to ensure
• clarity on responsibilities and timelines.
• Manage temporary, outsourced, or part-time kitchen teams as needed for larger events.
• Coordinate with service teams (F&B, logistics, decorators) to ensure smooth flow of
• operations during the event.

5. Resource Management

• Oversee the preparation, packing, and transportation of food and equipment from the
• central kitchen to event venues.
• Ensure proper storage and handling of food during transport, maintaining hygiene and
• temperature control standards.
• Prepare and maintain checklists for event readiness, including kitchen equipment,
• utensils, serving ware, and ingredients.

6. Cost Management & Reporting

• Ensure all catering events are executed within allocated budgets and resource plans.
• Monitor food and labor costs per event and analyze profitability and efficiency.
• Submit post-event reports outlining successes, challenges, and recommendations for
• improvement.

7. Team Leadership & Operations:

• Lead, train, and mentor central kitchen staff including sous chefs, line cooks, and kitchen
• assistants.
• Implement and enforce food safety, hygiene, and sanitation standards (e.g., HACCP,
• ISO 22000).
• Maintain kitchen equipment and workspaces to meet operational and safety
• requirements.

Requirements:

• Diploma/Degree in Culinary Arts or equivalent, with at least 3 to 5 years of progressive culinary experience, including leading large-scale kitchen and catering operations.
• Proven ability to lead, train, and motivate diverse kitchen teams (permanent and part-time), while fostering a culture of quality, safety, and efficiency.
• Strong track record in menu planning, recipe standardization, and creating innovative dishes aligned with market trends, dietary needs, and client requirements.
• Skilled in kitchen operations management, cost control, inventory planning, and delivering events within budget while maintaining high quality standards.
