Reporting to the Senior Finance Manager, your job responsibilities include but not limited to:

• Manage grants, assets, inter-funds transfers, and tax reporting to ensure accurate financial administration for the town council

Job Description

Deliver quality customer service:

1. Deliver quality customer service and frontline assistance by sharing useful and correct information and advice to stakeholders such as callers, walk-in residents, contractors, etc., to create a positive and satisfying customer experience.
2. Handle outbound calls and respond to inbound call enquiries in a polite, timely and accurate manner.
3. Manage feedback, complaints and services requested by the residents professionally and liaise with the relevant departments to follow-up on outstanding matters. Escalate the incident to your superior if there is no resolution.
4. Attend to all correspondences on the usage or booking of common properties including all recreational facilities, on behalf of the Town Council following company policies and procedures. Tracking and ensure payment for booking of facilities. Follow-up on deposit refund.

6. Booking of bulky removal appointment and making any related changes.

Finance support:

1. Collect and manage the funds payable to the Town Council via different payment methods, e.g., cash, nets, credit card.
2. Handling of S&CC related inquiries.
3. Coordinate and handle permit and waiver applications and appeals.

Administrative support:

1. Issue notices to vehicle owners or tenants or relevant parties to comply with or remedy a breach of any Town Council’s bylaws (BES). Follow-up on status and closure.
2. Perform administrative duties such as prepare courier bag, prepare letters to residents, mailing, inventory of pantry/ office supplies, etc.
3. Maintain proper records and files of documents, drawings, and materials, collection transactions, pertaining to Town Council matters.
4. Prepare end day reporting, e.g. number of permits.

Cross deployment/ others:

1. Be ready to be deployed to either the call center, cashier, or reception/ counter station across all offices (where necessary) to ensure smooth business operations.

We are seeking a dynamic, proactive and collaborative individual to join our Sustainability team as Manager, Sustainability, Decarbonisation & Strategic Partnerships. This role will play a key part in supporting the company’s sustainability transformation journey through strategic collaborations, technical sustainability advisory, and implementation of decarbonisation initiatives across our managed facilities and client portfolios.

The role combines strategic partnership development with technical sustainability expertise, supporting initiatives such as lifecycle carbon analysis, energy optimisation of building systems, sustainability reporting, and the implementation of the company’s “Sustainability-as- a-Community” framework.

The successful candidate will work closely with internal teams, clients, technology partners, and industry stakeholders to drive sustainability innovation, strengthen CPG FM’s leadership in the built environment sector, and support clients in making informed decisions towards a low-carbon future. The ideal candidate should demonstrate a proactive mindset, strong sense of ownership, and the ability to work collaboratively as a team player in a fast-evolving sustainability landscape.

Key Responsibilities:

Strategic Partnerships & Stakeholder Engagement:

• Identify and establish partnerships with sustainability solution providers, technology vendors, NGOs, and industry organisations to co-develop innovative sustainability solutions.
• Develop collaboration models with strategic partners to support circular economy initiatives and sustainability innovation for CPGFM and its clients.
• Engage with industry associations, government agencies, and sustainability platform to strengthen the company’s sustainability ecosystem and knowledge exchange.
• Work collaboratively with internal departments to align partnership opportunities with operational and business objectives.

Sustainability-as-a-Community Implementation:

•  Drive the implementation and adoption of the “Sustainability-as-a-Community framework across properties managed by CPGFM.
• Work closely with site teams, tenants, vendors (e.g. cleaning, security, landscape contractors), and clients to foster collective climate action and sustainability initiatives.
• Support initiatives that promote behavioural change, resource efficiency, waste reduction, and environmental awareness within building communities.
• Coordinate sustainability programmes such as recycling initiatives, food waste management programmes, and community engagement activities.

Technical Sustainability & FM Consultancy:

• Provide technical support for sustainability consultancy services related to facilities management and building operations.
• Conduct Lifecycle Assessment (LCA) and lifecycle carbon analysis of building systems to evaluate environmental impacts across operational and asset lifecycles.
• Assess building systems performance, including ACMV (Air-Conditioning and Mechanical Ventilation) systems, lighting, and electrical infrastructure, to identify opportunities for energy efficiency improvement and operational optimisation.
• Support the development of decarbonisation strategies and operational carbon reduction plans for client facilities.
• Develop technical recommendations and retrofit strategies that improve building performance and sustainability outcomes.

Cost Analysis & Decision Support:

• Perform lifecycle cost analysis (LCCA) and cost–benefit analysis for sustainability initiatives and energy efficiency upgrades.
• Evaluate the CAPEX and OPEX implications of sustainability measures such as equipment upgrades, energy efficiency improvements, and technology adoption.
• Prepare decision-support reports and technical recommendations to support clients in making informed sustainability investment decisions.

Decarbonisation Strategy Support:

• Support in developing and implementing CPGFM’s decarbonisation framework and sustainability strategy.
• Assist in tracking and coordinating initiatives related to Scope 1, 2 and 3 emissions reduction.
• Support initiatives aligned with national sustainability targets such as Singapore Green Plan 2030 and GreenGov.SG.

Job Requirements:

• Bachelor's in Engineering, Facilities Management, Environmental Sustainability, Building Services, or related discipline.
• Minimum 5 years of experience in sustainability, facilities management, ESG consulting, or built environment advisory roles.
• Strong understanding of sustainability frameworks such as SG Green Plan, GreenGov.SG, BCA Green Mark, ISO14001, SBTi, and GHG Protocol.
• Knowledge of building services systems, particularly ACMV systems and energy efficiency technologies, will be advantageous.
• Familiarity with Lifecycle Assessment (LCA), lifecycle carbon analysis, and lifecycle cost analysis (LCCA) is preferred.

This includes liaise various contractors and vendors to schedule preventative maintenance, cleaning services, pest control, horticulture, security management, etc. through our appointed term/ sub-contractors.
