• Minimum 2 years of hands-on experience supporting, administering, or developing on Esri ArcGIS software (ArcGIS Enterprise and/or ArcGIS Pro).
• Experience working within a formal service management process (incident, problem, change) with defined SLAs.
• Experience using a helpdesk or IT service management platform to log and track tickets.

Core Technical Skills
• Esri ArcGIS Enterprise (v11.x) — map services, Portal, layer publication, and basic server administration.
• Esri ArcGIS Pro — map authoring, geoprocessing, and geodatabase handling.
• Python (ArcPy and general scripting) for automation and data processing.
• Working knowledge of JavaScript, HTML, and the ArcGIS API for JavaScript for lightweight web map and widget work.
• Microsoft SQL Server basics — T-SQL queries, joins, indexing concepts, and spatial data types.
• Windows Server operations — services, tasks, logs, and basic PowerShell.
• Version control (Git), ticketing/helpdesk tools, and documentation tooling (e.g. Confluence, SharePoint, or equivalent).

Qualifications
• Diploma or Bachelor's degree in Computer Science, Geographic Information Systems, Geomatics, Information Technology, or a related discipline.
• Must be Singapore-based and eligible to work in Singapore.
• Able to obtain and maintain the relevant government security clearance for the engagement.

Nice-to-Have Qualifications
• Esri ArcGIS certifications (e.g. ArcGIS Pro Foundation, Enterprise Administration Associate).
• Microsoft SQL Server (e.g. Azure Database Administrator Associate) or comparable database certification.
• Exposure to .NET / C# development for ArcGIS customisations or add-ins.

Position Overview

The Change Catalyst will drive organisational transformation across our Client’ Organisation by embedding change management capabilities through digital innovation approaches. This role supports our Client’s digital transformation by enabling divisions to transition from traditional project-based to agile, outcome-driven operating models through experiential learning and capability building.

Key Responsibilities

1. Design and Develop Change Management Programme

·       Conduct comprehensive change readiness assessments and develop tailored transformation roadmaps for assigned divisions.

·      Design change interventions and experiential learning approaches that embed new ways of working.

·      Create cultural transformation programmes and mindset development interventions that build adaptive capacity.

·      Develop bootcamps, development programmes, and peer learning frameworks for network building.

·      Design structured networking and mentorship programmes to enable cross-divisional collaboration.

·      Contribute change management expertise to strategy development and programme design.

2. Deliver and Implement Change in Organisation

·      Facilitate leadership engagement sessions to secure commitment and alignment across divisions.

·       Implement change interventions using hands-on experimentation and structured change processes.

·       Deliver cultural transformation programmes through hackathons, prototyping sessions, and innovation activities.

·       Execute bootcamps and development programmes to support network growth and capability building.

·       Coordinate cross-divisional networking events and mentorship programmes.

·       Provide change management consultation and guidance to digital innovation initiatives and platform transitions.

3. Monitor and Iterate

·      Establish and maintain divisional change networks and communities of practice.

·       Provide ongoing mentorship and coaching to divisional champions and change advocates.

·       Collaborate with corporate functions to identify transformation enablers and address systemic barriers.

·       Monitor transformation progress and assess intervention effectiveness across assigned divisions.

·       Report on change management outcomes and provide strategic recommendations for programme refinement.

·       Support governance model transitions through continuous change management oversight.

Required Qualifications & Experience

Essential:

• Bachelor's degree in business, Psychology, Organisational Development, or related field
• 5-8 years' experience in change management, organisational development, or transformation roles
• Demonstrated experience in designing and delivering capability building programmes
• Strong facilitation and stakeholder engagement skills across diverse organisational contexts
• Experience working in complex, multi-stakeholder environments (government/public sector preferred)
• Understanding of digital transformation challenges and agile operating models

Desirable:

• Change management certification (e.g., Prosci, ADKAR, Kotter)
• Experience with agile methodologies and product management approaches
• Background in education sector or understanding of public sector operating environments
• Experience with experiential learning design and adult learning principles
• Track record of successful large-scale organisational transformation initiatives
