The Crewing Manager is overall-in-charge all aspects of crew management for the company’s offshore support vessels (OSVs) including JV and associate vessels in the fleet.

Responsibilities

• Lead crew recruitment, deployment, and scheduling to maintain optimal staffing levels for offshore support vessels
• Ensure full compliance with international maritime regulations and certifications including MLC, STCW, and flag state requirements
• Manage crew certification, documentation, and oversee continuous crew training and professional development programs
• Safeguard crew welfare by implementing retention strategies and promoting health and well-being onboard vessels
• Handle crew P&I matters, including managing crew claims, incident investigations, and insurer liaison
• Collaborate with operations, technical, commercial, and HSE teams to enhance crew performance and retention
• Develop and manage crew department budgets and control costs effectively
• Lead emergency response and crisis management efforts related to crew and vessel safety

Required competencies and certifications

• Strong knowledge of STCW, MLC, Flag State, and international maritime regulations
• Minimum 5 years of experience in crew management within the offshore or maritime industry

Preferred competencies and qualifications

• Diploma or Bachelor’s Degree in Maritime Studies, Human Resources, Business Administration, or related field
• Experience working with offshore support vessels (OSVs), dynamic positioning (DP) vessels, and other specialized offshore assets
• Proficiency in crew management software and digital HR tools
• Demonstrated leadership, communication, and problem-solving skills
• Ability to perform effectively under pressure and make timely decisions

Job Summary

Responsible for controlling day-to-day operations of Offshore Support Vessels (OSV) to ensure safe, efficient, and cost-effective service delivery while complying with safety and regulatory requirements.

Responsibilities

• Monitor and direct daily vessel operations to ensure compliance with safety and operational standards
• Guide vessels to meet charterers’ operational requirements effectively
• Identify and recommend seafarers for deployment and promotion based on performance and operational needs
• Assist in controlling costs and monitoring budgets to optimize operational efficiency
• Ensure compliance with Company HSEMS and charterer safety and environmental requirements
• Coordinate timely supply of stores, spares, and provisions to support vessel operations
• Conduct vessel inspections and support internal and external audits to maintain safety and quality standards
• Assist in investigating accidents and incidents to identify causes and recommend corrective actions
• Manage documentation and liaise with port authorities, immigration, and customs for smooth vessel clearance
• Maintain accurate records of navigation equipment defects and ensure timely rectification
• Review vessel reports including arrival/departure logs, daily progress reports (DPR), and passage plans for operational accuracy
• Monitor seafarers’ work/rest hours and daily work plans to ensure compliance with regulations and safety
• Participate actively in the Emergency Response Team to support vessel and crew safety during emergencies
• Maintain an organized filing and documentation system for operational and regulatory records
• Promote and support a strong safety culture by reporting unsafe conditions and encouraging safe work practices

Preferred competencies and qualifications

• Diploma or Degree in Marine or Offshore field is preferred
• Good understanding and experience with ISM, ISPS, SOLAS, MARPOL, ISO14001, Class societies, Marine Operations, and oil major requirements
• HSSE qualifications are advantageous

Responsibilities

• Lead navigation standard enforcement on board vessels to ensure safe and compliant operations
• Ensure vessels fulfill all charter party obligations safely and efficiently to meet contractual requirements
• Oversee vessel repairs and maintenance, optimizing cost-effectiveness and operational readiness
• Monitor and track vessels’ planned maintenance systems, coordinating with managers and superintendents to ensure timely progress
• Verify vessels comply with statutory and classification requirements by maintaining up-to-date certificates and arranging surveys promptly
• Review and analyze vessels’ daily position and work reports to support operational decision-making
• Approve procurement of vessel stores, spares, and consumables to maintain operational efficiency
• Authorize appointment of agents and agencies to support vessel operations
• Manage and control operational matters for overseas entities to ensure alignment with company standards
• Maintain and oversee inventory of stores and spares in warehouses and open storage for availability and cost control
• Implement and monitor cost control mechanisms to manage fleet expenses effectively
• Participate actively in accident and incident investigations and lead team reviews to improve safety outcomes
• Maintain and enforce the Company’s Health, Safety, and Environmental Management System (HSEMS) and charterers’ requirements
• Serve as a member of the HSEMS Review and Management Review Team to support continuous improvement
• Lead the Shore Base Emergency Response Team to coordinate emergency preparedness and response
• Monitor and control the allocated fleet budget to ensure financial discipline
• Conduct recruitment interviews for deck and engineering personnel to build a competent crew
• Act as the primary liaison with shipbuilding units to coordinate vessel construction and modifications

• Degree in Marine or Offshore field is preferred
• Master Class 1 Certificate of Competency
