Job Description:

• Manage HSE programs and management systems to meet regulatory HSE requirements of ongoing Green Field Project and eventually chemical manufacturing plant.
• Lead he HSE team and manage all permits, licenses, deviations related to the projects and Manufacturing Site as per Singapore Regulatory Framework.
• Lead and facilitate compliance, HSE and sustainability internal/ external audits/surveys.
• Develop and maintain effective Process Safety Program, including risk assessment, change management, pre-start up reviews, chemical handling, manufacturing permitting.
• Lead incident and accident investigation, follow up on effectiveness of implemented actions.
• Monitors injury, illness, and incident related performance within Manufacturing Site.
• Develop and oversees HSE plans, practices, and procedures for the Manufacturing Site.
• Communicates all findings, concerns, and deficiencies to the responsible managers to effect timely and necessary corrections.
• Promote safety culture among employees by training, conducting safety meetings, giving timely feedback, on safety suggestions and visibly supporting the safety program(s).
• Co-ordinate HSE matters with Management, Owners, Contractors, and local government authorities.
• Lead Occupational Health and Industrial Hygiene Programs.
•  Act as SMO during pandemic.
• Appointed as hazardous substance (HS) licensing holder. Develop procedures, programs to maintain compliance.
• Review new processes and lead risk assessments relevant to the new process.
• Manage emergency plans, training of work force to avoid and/or minimize potential impact from accidents and unplanned events.
• Implement and manage Site security programs and procedures based on Company's corporate requirements.
• Implement& maintain ISO 45001, ISO14001 Management Systems.
• Any other tasks and responsibility as assigned

Requirements:

• At least 8-10 years of experience in Chemical Manufacturing facilities within Singapore with some construction safety exposure.
• Registered WSHO (MOM) and FSM Certified.
• Good knowledge in chemical properties & chemical analysis characteristics, safe working practices & local/global codes & standards.
• Demonstrated knowledge of Singapore’s constructions health and safety, and environmental regulations is essential. Direct experience dealing with regulatory agencies and / or compliance officers is preferred.
• Excellent written and verbal communication skills. Strong organizational and analytical skills.
• Basic understanding of Legal framework for local HSE laws and regulations.
• Experience as a safety auditor

Key Responsibilities:

Position Overview:

We are currently seeking Chemical Plant Laboratory Analyst to join our team at a chemical manufacturing facility located in Singapore, Jurong Island. The ideal candidate should have 1-3 years of relevant experience in chemical plant laboratories. Specific expertise in Rubber, Solid, Slurry, and Gas Chromatography analytical techniques will be preferred.

Responsibilities:

Analytical Testing: Perform routine and non-routine analysis of raw materials, intermediates, and finished products using Rubber, Solid, Slurry, and Gas Chromatography techniques to ensure adherence to quality specifications.

Instrument Operation: Operate and maintain laboratory instruments and equipment, including chromatographs, spectrophotometers, balances, and other analytical instruments.

Sample Preparation: Prepare samples for analysis by following established protocols, including sample extraction, dilution, filtration, and other sample preparation techniques.

Data Collection and Analysis: Record and interpret test results accurately, maintaining detailed and organized documentation of laboratory activities and data.

Method Validation: Assist in the development and validation of new analytical methods or modification of existing methods to improve efficiency and accuracy.

Quality Control: Follow established quality control procedures to ensure the reliability and accuracy of laboratory results, including proficiency testing and equipment calibration.

Safety and Compliance: Adhere to all safety protocols and procedures, maintaining a clean and safe working environment. Comply with regulatory requirements and standard operating procedures.

Troubleshooting: Assist in troubleshoot instrument or method-related issues, working collaboratively with laboratory staff and technical support to resolve problems.

Equipment Maintenance: Assist in routine maintenance, calibration, and troubleshooting of laboratory instruments, ensuring their proper functioning and accuracy.

Inventory Management: Assist in the inventory management of laboratory supplies, chemicals, and reagents, ensuring an adequate supply for ongoing operations.

Continuous Improvement: Actively participate in continuous improvement initiatives, suggesting and implementing process improvements and efficiency enhancements.

Qualifications:

Education: Diploma in Chemistry, Chemical Engineering, or a related field is preferred.

Experience: 1-3 years of experience working in a chemical plant laboratory, preferably in the manufacturing industry, with hands-on experience in Rubber, Solid, Slurry, and Gas Chromatography analytical techniques.

Detail-Oriented: Excellent attention to detail and accuracy in performing laboratory tests, documenting results, and following standard operating procedures.

Team Player: Capable of working effectively within a multidisciplinary team environment, collaborating with colleagues and communicating results and issues clearly.

Adaptability: Ability to work in a fast-paced environment, managing multiple tasks and shifting priorities effectively.

• To fill in for Production Manager during his/her absence

Requirements

• Degree in Engineering (Chemical or other equivalent) with least 5-10 years of experience in Petrochemical, Refining Manufacturing facilities
• Production Experience in Rubber, Polymer or Petrochemical plants will be preferred
• Experience as Team Lead of Shift Teams
• Excellent Leadership, Planning & Problem-Solving skills
• Advance Coaching & Mentoring Skill to technician and Undergraduates
• Preferred Experience of Green Field Start-up, Operating Procedure development
• Effective written & verbal communication skills

Job Description:

• Support the HSE Manager in managing workplace safety, health, security and environmental compliance for the plant
• Serve as a member of the HSE Committee and coordinate/schedule site inspections
• Conduct daily Toolbox meeting for Contractor’s Workers to brief about the safe work practices and housekeeping.
• Conduct regular workplace inspections to ensure safety procedures are properly implemented and adhered to and rectify/correct any unsafe condition and unsafe practice immediately.
• Monitor, review and follow up on corrective and preventive actions arising from safety inspections and audits
• Assist/ Prepare and maintain HSE data, reports and dashboards for monthly, quarterly and yearly submissions
• Conduct Safety Induction Training and other WSH-related in-house training for employees and contractors
• Review and implement Risk Assessments and Safe Work Procedures when required
• Assist investigations of incidents and near-misses; ensure root cause analysis and corrective actions are completed.
• Maintain and test emergency response plans; ensure site readiness.
• Maintain records of safety assessments, training, and incident reports.
• Participate in Safety management systems audits, ensure proper documentation in accordance with the requirements.
• Promote a strong safety culture and support continual workplace improvement initiatives

Requirement:

• Competent in risk management including hazard identification through regular inspections
• Proficient in MS Office software and SAP EHS Management system
• Strong knowledge of ISO 9001, 14001, and 45001 Management Systems and local WSH and Fire Safety regulations
• Proven experience in conducting risk assessments, safety inspections, internal and external audits, and incident investigations.
• Ability to plan, coordinate, and deliver WSH training and safety promotion programme to cultivate a positive safety culture.
• Good leadership, communication, and stakeholder engagement skills to influence management, supervisors, and workers on WSH matters.
• Competent in safety reporting, data analysis, and preparation of statutory reports, with proficiency in Microsoft Office applications.

• Minimum a Diploma in an engineering or equivalent field.
• Minimum 3 years’ SHE experience in oil & gas, chemical, or similar regulated industry
• Registered Workplace Safety & Health Officer (WSHO) Level C would be advantage
• Registered Fire Safety Manager (FSM) is a plus
