• To manage the daily operation of the number of vessels assigned to him in accordance with ASL’s HSSEQ
• System.
• Plan, manage, monitor and execute vessels repairs, dry dockings and conversions within agreed budgets.
• Monitor the vessels performance trend and take necessary remedial actions to optimize vessel’s operations.·
• Collection, Evaluation of Emission control / compliance data from ships and approval from relevant authorities (SEEMP / EEXI / CII).
• Follow up class and statutory certification status, condition of class and arrange for the necessary surveys (flag state, certification for Panama Canal etc.)
• Visit vessels regularly (at least two times a year, in Port + Sailing), prepare visit reports and follow up with
• closure of deficiencies observed·
• Prepare biannual, triannual or quarterly management reports, as agreed with each Principal, for the General
• Manager’s approval.
• Maintain strict cost control of the Annual Operating Budget for each of the assigned vessels.
• Review monthly cost control and approve monthly financial reports before sending to Technical Manager for
• review.
• Actively participate in training and education of new crew and Office Staff joining ASL.
• Assists SIRE inspection, TMSA audits

Requirements:

• Marine Engineer Class 1 ( Chief Engineer Unlimited ) Certificate. Minimum 5 Years of Tanker experience is
• mandatory.
• Possess relevant sea-going work experience as Chief Engineer with minimum class 1 certification within
• experience in LPG / Oil tanker for a minimum 2 years.
• Experience working as a Technical Superintendent, and preferably with tankers (LPG / Oil) would be an
• advantage.

• Ensure efficient crew planning, recruitment, and deployment for our fleet of vessels.
• Oversee and manage the day-to-day operations of the crewing department.
• Collaborate with ship owners, managers, and other stakeholders to meet crewing requirements.
• Implement and maintain crewing policies and procedures in compliance with maritime regulations.
• Planning and managing crew schedules, coordinating travel arrangements, and ensuring efficient deployment and mobilization of crew members.
• Monitoring the well-being of crew members, addressing their needs, and ensuring they have access to necessary support.
• Maintaining regular and open communication with crew members, vessel masters, and other relevant parties, preparing reports on crew-related matters and and addressing their concerns.

Requirements:

• Minimum Degree holder in any discipline with at least 3 years of relevant experience in a similar role preferably in the Maritime industry.
• Bachelor's degree in Maritime Studie or related field is an added advantage.

Functions and Responsibilities

· Support Technical Superintendents by maintaining / updating vessel certification and documentation system.

· Follow up on Class and Flag Status of each vessel and arrange for Surveys/ Services as required.

· Monitor and maintain ship certificates on shared drive + ERP (ShipNet).

· Follow up on repairs/services as arranged by the Superintendent in consultation with vessel purchaser.

· Assist with compilation of specifications and import quotation for dry docking.

· Assist with compilation of docking reports as provided by the Superintendent.

· On occasion follow up with purchasing requirements as arranged by the Superintendent – liaising with the Purchasing Department

· Provide remote assistance to the Superintendents as required – vessels do not have Internet access or when Superintendent is travelling.

· Assist the Superintendent with Management Reports.

· Filing of certificates, and Engine related weekly and monthly reports and documentation as received from the vessels/various other parties – moving to electronic filing and SHIPNET.

· Send out certificates/documents to the vessel – write official letters/follow up on response from the vessel

· Arrange and follow up on Travel Requirements for the Technical Superintendents.

· Update and provide Class survey status as required by Marine / Technical Superintendent.

· Arrange and coordinate for storage and retrieval of ship document and Manuals from / to warehouse.

· Documentation control receipt, dispatch and disperse mails / invoices to the ship and within the fleet personal.

· Maintain contact and communicate with owners as/ if required in matters related to vessel documentation.

· Monitor and coordinate the LO and grease analysis reports for the fleet (Collection / Logistical arrangements / receipt and transmission of reports)

· Follow up on SOPEP/SMPEP and other Ship Specific Manuals (Class approval / Connecting to vessel)

· Attend Technical Department meetings, record minutes and distribute as required.

Marine

1. Assist in coordinating, arranging and timely follow up Oil Major Vetting Inspections as directed.
2. Attend vessels to conduct Marine Inspections and pre-vetting inspections or vetting assistance as directed. Ensure follow up of all deficiencies noted during vessel attendance is recorded and filed in the common drive.
3. Conduct annual onboard navigation audits, preferably during a short voyage. Input navigation audit results into the navigation audits database and follow up on all deficiencies and defects to closure.
4. Assist in the investigation and root cause analysis of accidents.
5. A member of ASL Emergency Response Team.
6. Assist in arranging external safety audits and onboard training by co-coordinating with the appointed audit or training company.
7. Follow up in cosmetic upgradation (Painting)
8. Monitor and support all vessels (In coordination with OPS) on operational issues (Loading / discharging / tank cleaning / grade change.

Quality and Compliance

1. Assist in the implementation of ASL Ship Management’s Health, Safety, Security, Quality and Environmental Policies including sailing onboard for short voyages for onboard implementation of the HSSEQ System for new vessels.
2. Assist in periodical management review of ASL HSSEQ system, record findings from the reviews and propose actions if necessary.
3. Assist in maintenance and updating of the HSSEQ Management System.
4. A member of the internal Marine & HSSEQ audit team.
5. Assist in establishing annual ISM & ISPS audit plans, arrange and co-ordinate internal audits, take part in audits and follow-up correction actions.
6. Assist in the investigation and root cause analysis of accidents, marine casualties and near misses.
7. Assist in preparation, implementation and maintenance of office and vessel’s contingency plans.
8. Liaise with the vessels in safety, navigation, operations, health, quality, security and environmental matters, including monthly response to vessels relating to Vessel Monthly Safety Reports and Near Miss Reports.
9. Assist in reviewing all safety-related reports from the vessels and other similar reports from other sources.

Requirements

• Minimum 10 years experience (at sea)
• Minimum 3 year sailing experience as Chief Officer on Chemical Tankers (with a preference for sailing experience on parcel tankers)
• Hold relevant maritime certifications such as Chief Officer’s certificate or Master’s license (added advantage)
• Experience in Ship Vetting by majors, Ship and Terminal Operations
• Knowledge of maritime regulations
• Strong sense of responsibility, initiative, and willingness to travel
