RESPONSIBILITIES:

• Monitor and ensure compliance with Singapore laws, regulations, and industry guidelines.

• Assist in developing, implementing, and maintaining compliance policies and procedures.

• Conduct KYC, AML, and due diligence checks on clients.

• Review and maintain accurate compliance documentation and records.

• Support internal audits and regulatory inspections.

• Provide guidance to staff on compliance-related matters.

• Report and escalate potential compliance breaches to management.

• Stay updated on regulatory changes and advise relevant departments accordingly.
  

REQUIREMENTS:

• Diploma/Degree in Business, Law, or related field.

• Min 3 years’ compliance experience, preferably in a professional services or corporate services firm.

• Knowledge of KYC, AML, and other relevant regulatory requirements in Singapore.

Compliance Specialist (Global Export & Sanctions Compliance)

About the Role

We are seeking a detail-oriented and analytical Compliance Specialist to support the Global Export & Sanctions Compliance (GESC) team. This role will be responsible for conducting sanctions screening reviews, investigating alerts, assessing potential matches against restricted party lists, and supporting compliance activities related to sanctions, anti-money laundering (AML), and export control regulations.

The successful candidate will play a critical role in ensuring compliance with global sanctions regulations and internal policies while supporting the organization's commitment to ethical business practices.

Key Responsibilities

• Review and analyze sanctions screening alerts generated through automated compliance systems.

• Conduct investigations on customers, business partners, and transactions in accordance with established policies, procedures, and service level agreements (SLAs).

• Research and assess potential sanctions matches, distinguishing true matches from false positives through detailed due diligence and analysis.

• Escalate unusual findings related to sanctioned individuals, terrorist financing, law enforcement matters, or other potential criminal activities.

• Gather and document information from internal systems, commercial databases, public sources, and business stakeholders to support investigations.

• Compile and maintain comprehensive case documentation and evidence to facilitate compliance decisions.

• Analyze potential matches against sanctions and export control restricted party lists, including OFAC sanctions lists, BIS Entity List, Denied Parties List, and other applicable restricted party lists.

• Maintain accurate and thorough documentation of investigations, findings, and compliance determinations.

• Support special projects, critical case reviews, audits, and compliance initiatives as required.

• Partner with internal stakeholders to raise awareness of sanctions trends, emerging risks, and compliance best practices.

• Assist with record retention, documentation management, and regulatory reporting requirements.

• Contribute to process improvements and compliance program enhancements.

• Perform additional duties and projects as assigned.

Requirements

Education & Experience

• Bachelor's Degree in Business, Finance, Law, Risk Management, Compliance, or a related discipline.

• Minimum 2-5 years of experience in sanctions compliance, AML, financial crime compliance, export controls, trade compliance, or related compliance functions.

• Experience investigating and resolving sanctions, money laundering, terrorist financing, or restricted party screening cases.

• Experience working with sanctions screening platforms such as SAP GTS, Accuity Compliance Link, World-Check, Refinitiv, FircoSoft, or equivalent tools is highly preferred.

Technical Knowledge

• Strong understanding of OFAC sanctions regulations and international sanctions programs.

• Knowledge of export control regulations, including U.S. Export Administration Regulations (EAR), is advantageous.

• Familiarity with BIS Entity List, Denied Parties List, and other restricted party screening requirements.

• Experience conducting adverse media reviews, due diligence investigations, and sanctions screening analysis.

• Prior exposure to global trade compliance, export controls, or restricted party screening programs.

• Professional certifications such as CAMS, ICA, ACAMS, or equivalent compliance certifications are advantageous.

JOB DESCRIPTION

- Customer AML/KYC CDD review for high risk and medium risk on deposit account holders including new or existing individual and entity customers.

- Review transaction monitoring alerts for plausibility/suspicion and documentation of its results.

- Periodic quality assurance testing on disposition of real-time transactions’ sanctions & related screening alerts & deliver its results for review.

- Assist in RFI (request for info) correspondence with internal or external stakeholders.

- Investigate, prepare information and if necessary put up recommendation to file / not file Suspicious Transaction Reporting (“STR”) & assess for any violation of sanctions regulations.

- Participate in Compliance Committee Meeting if there is a potential Suspicious Transaction Reporting (STR) case being raised.

- STR submitter in SONAR system and record keeping of the related documents.

- Update and maintains STR register.

- Assist (upon receipt of Head Office’s circular on countries risk ratings updates) to update & maintain the internal system database for operational use

- Review periodic name screening results upon delta change or incremental update in watch/sanction list(s).

- Check on media sweep hits to ensure they are properly disposed and documented

- Coordinate and prepare the MAS AML annual survey’s returns for review.

- Assist to prepare monthly MIS report to Head Office (input for transaction/screening alerts’ count).

- Assist in correspondence and liaising with auditors.

- Assist in facilitating in-house periodic compliance training.

- Assist in facilitating in-house compliance and risk awareness training to newly joined staff members.

- Assist in putting up IT job request (for the annual CRS reporting returns generation) annually.

- Ensure by reminding owners of outsourcing arrangements to timely complete periodic risk review.

- Assist CCO to attend to court orders or legal letters by mainly checking against our customer base and prepare reply to legal firms.

- Assist in other compliance ad-hoc duties as may be assigned.

Requirements

1. Eager to learn and grow within the field of banking compliance and AML.

2. Comfortable to liaise with Mandarin speaking Chinese clients and documentations.

3. Possess a recognised University Degree or diploma in Business / Accountancy / Banking / Finance Engineering

4. Strong interest to handle adhoc projects to develop long term professional career growth.

5. Possess good analytical, good interpersonal and communication skills. Co-operative team player.
