Job Purpose

This role shall report to the Manager, IT Procurement and is a key member of the IT Procurement and Contract Management team that is committed to deliver excellent service, value and expertise to our internal partners and stakeholders through a managed process for IT Procurement. The successful candidate will be offered a one (1) year contract.

This role is crucial for IT Procurement team to provide support and guidance to IT globally for vendor selection and evaluation activities for each IT spend and contract review in accordance with the guidelines of the company’s policy and guidelines.

This role shall also support the IT Contract Management team in ensuring that all relevant IT contracts are uploaded in a timely manner onto the Global Contract Repository.

Roles & Responsibilities

IT Procurement

• Support IT team members globally on procurement activities including Request for Quote, Request for Proposal process and contract renewal/extension for all IT categories in a timely, consistent and quality manner in accordance with IT guidelines, company’s policy and guidelines.
• Ensure timely update, accuracy and completeness of electronic procurement approval process and IT Procurement SharePoint site.
• Prepare and support Request for Quote with the requestor including review of RFQ documents.
• Hands-on knowledge of Request for Proposal (RFP) activities and support IT Procurement Manager on the required tasks of each RFP.
• Carry out vendor contract review and negotiation with Finance, Global Risk, Legal, Tax and Treasury.
• Tracks closely on the completion status of each procurement request and contract review.
• Works closely with the IT owners on the procurement audit activities.

Vendor Management

• Support vendor contract review and negotiation.
• Liaise and coordinate vendors in the RFQ and RFP process.

Business Engagement

• Carry out vendor contract review and negotiation with Finance, Global Risk, Legal, Tax and Treasury.
• Where applicable, liaise and work with business users for business-led RFP process.
• Where applicable, liaise with business users and facilitate the vendor contract review and negotiation.

People

• Collaborate and work closely with IT owners on their procurement requirements and requests.
• Ability to translate technical IT procurement requests to layman words when raising the request for contract review.
• Monitor, track and drive prompt completion of contract review.
• Where applicable, liaise with business users and facilitate the vendor contract review and negotiation.

Qualification

• Diploma in disciplines related to Business, Information Technology, or related disciplines.

Requirements

• Minimum 3 years of relevant work experience in procure-to-pay activities for IT categories.
• Must have strong hands-on skills and knowledge on RFQ and RFP for IT categories.
• Must possess knowledge or industry experience in the above areas.
• Must be detail oriented.
• Essential to be independent and to have interpersonal skills in vendor management.
• Have experience in contract negotiation.
• Have some sourcing experience in supporting IT team for assessment of purchasing needs, conducting market research and identification of potential vendors.

General

• Procure goods and services (from local and overseas sources) in compliance with Hamilton Sundstrand Pacific Aerospace Pte Ltd (the Company's) Supply Chain Procurement procedures, Ethics, Global Trade, and EH&S requirements to support operations and business needs.
• Ensure understanding and compliance with RTX Code of Ethics, Global Trade, and EH&S (Environment, Health and Safety) policies, its supplements and governing policies, and compliance to legal, corporate, and country requirements.
• Ensure timely completion of all regulated trainings in ethics, compliance and EH&S.
• Maintain an awareness of advances in technology or innovations to facilitate improvement in effectiveness and efficiency of supply chain practices.

Specifics

• Work with requestors/users to establish scope of works/services, and/or product specifications, to facilitate the process of soliciting quotations, request for price proposals, competitive bidding, as per Procurement procedures.
• Establish baseline prices, price evaluation, negotiations of prices and commercial terms and conditions based on the total cost of ownership consideration; within established limits of authority, in the Company's best interest.
• Provide routine purchasing support to functional stakeholders for the purchase of (but not limited to) goods, services, capital equipment and machinery, machining or special process services.
• Insure timely processing of purchase requisitions, order releases, and/or confirmation of purchase and/or service agreements.
• Delivery assurance and follow-up to insure goods are delivered, and/or services are completed in accordance with committed fulfillment dates.
• Coordinate the resolution of non-conforming goods, and/or services, and delivery recovery planning.
• Perform periodic vendor visits (where necessary) to assess adequacy of vendors' operations, capabilities and capacity to support the Company's requirements.
• Work in cross functional teams in work transfer assessment, vendor qualification and selection for operations offload of machining or special processes.
• Facilitates the disposal of company properties and/or scrap material as per disposal procedures.
• Facilitates internal and external audits.

Vendor Account

• Perform vendor screening as per global trade policy; prior to any engagements with any vendor or adding the vendor to the vendor master file.
• Vendor account creation, vendor account amendments, and vendor credit terms application.
• Identify inactive vendor accounts, and/or opportunities for consolidation of services or product purchases; to reduce the vendor base.
• Work with related functional stakeholders (requestors, Logistics and Accounts Payables) in the disposition and resolution of payables to vendors / suppliers.

Innovations

• Apply and utilize CORE (continuous improvement) tools in facilitating and supporting organizational innovations. Identify opportunities in process improvements and reduce non-value-add activities or processes on a continuing basis.
• Identify and evaluate opportunities in cost reduction activities and initiatives, either within the purchasing group or working with functional stakeholders or vendors.

Reports and Documentation

• Publish standard reports as may be established and assigned from time-to-time to the intranet dashboards, preparing and submitting reports for management reporting; not limiting to vendor performance metrics, and commodity program metrics.
• Ensure proper retention and document archive (manual or electronic), including but not limited to purchase orders, vendor quotations, order acknowledgements, correspondence, or documents to be retained as required of related functional procedures; and/or for the purpose of reference, evidence, audit and compliance requirements.

Vendor Accreditation

• Facilitate EH&S training for vendors, maintaining and updating the Accredited vendor list, database of records and licenses as required of accredited vendors.

This position reports to the Logistics Manager and will be trained to analyze inventory data to support effective inventory management, cost control, and operational decision-making. He/she will learn to ensure data accuracy across ERP systems, monitors inventory performance, identifies trends in consumption, excess, and obsolescence, and learn to deliver actionable insights through reports and dashboards. Exposure working cross-functionally with operations, materials, warehouse, and finance teams to improve inventory health, data integrity, and compliance with internal controls and audit requirements.

Learning Outcomes:

• Inventory Performance Analysis: Analyze inventory data across raw materials, WIP, and finished goods to monitor turns, DOS, accuracy, and inventory health (active, slow, excess, obsolete).

• Data Extraction & Validation: Extract inventory and transaction data from SAP / ERP and BI tools; validate data accuracy, completeness, and alignment with physical inventory and cycle unt records.

• Cycle Count & Variance Analysis: Support cycle count and physical inventory processes by analyzing variance trends, identifying root causes, and highlighting repeat discrepancies for corrective action.

• Excess & Obsolete (E&O) Reporting (Warehouse Storage): Exposure working with MA on regular E&O reports, identify aging inventory risks, and learn to propose data-driven mitigation actions such as usage, reallocation, or disposition and identify Warehouse Storage recording

• Dashboard & Reporting Development: Develop and maintain inventory dashboards and standard reports using Excel, Power BI, or similar tools to support management decision-making.

• Inventory Cost & Warehouse cost Analysis: Support financial analysis related to inventory valuation, material absorption, and inventory warehouse Cost impact by providing accurate and timely data insights.

• Process Improvement & Data Standardization: Identify gaps, inefficiencies, or data inconsistencies in inventory processes and collaborate with planning, warehouse, and finance teams to improve data integrity and process robustness.

• Audit & Compliance Support: Provide inventory data, analysis, and documentation required for internal and external audits, including SOX, inventory waivers, and compliance reviews.

• Cross-Functional Collaboration: Work closely with Production Control, Materials Planning, Warehouse, Finance, and Operations teams to align inventory data insights with operational and business objectives.

Technical Skills and Competencies:

• Bachelor’s Degree in Supply Chain Management, Industrial Engineering, Business Analytics, Data Analytics or Logistics / Operations Management

Job Scope

• Oversee IT vendor management by managing risks, ensuring compliance with regulatory, security, and legal requirements, and conducting regular audits and assessments.
• Manage contracting processes and vendor costs, ensuring agreements align with business focus, budgets, and regulatory standards.
• Track and analyze vendor performance against KPIs and SLAs, driving continuous improvements and maintaining strong vendor relationships.
• Collaborate with internal stakeholders to align vendor management practices with business objectives and provide detailed reports on vendor performance and risks to senior management.

Requirements

• Degree in Business Administration, or a related field, with at least 5 years of experience in IT vendor management or procurement.
• Strong understanding of regulatory and legal requirements related to IT vendor management and experience managing vendor performance and dispute resolution.
• Proven analytical and problem-solving skills, with the ability to assess vendor performance, develop improvement plans, and proactively manage risks.
