Job Summary

A Warehouse Assistant Manager supports the Warehouse Manager in overseeing daily supply chain operations, including receiving, inventory control, and order fulfillment.

Responsibilities

• Supervise warehouse staff to ensure efficient daily supply chain operations and maintain team productivity
• Monitor and enforce workplace safety standards to ensure compliance and a safe working environment
• Manage inventory control by identifying and resolving stock discrepancies to maintain accurate stock levels
• Oversee receiving and order fulfillment processes to meet key performance indicators (KPIs) and maximize operational efficiency

Responsibilities

• Plan, lead and manage the overall procurement function, aligning procurement strategy and sourcing plans with project requirements and company objectives
• Manage the day-to-day operations of the procurement department, including sourcing, supplier evaluation and selection, purchase order management, materials and equipment planning, budgeting and cost control
• Develop, implement and enforce procurement policies, procedures and standards to ensure consistency, transparency and compliance
• Monitor procurement progress and performance against project schedules and budgets, ensuring timely delivery of materials and equipment to site
• Take prompt action to address supply delays, material shortages, price fluctuations or emergencies that may impact site progress
• Liaise with project teams, commercial/QS, consultants, subcontractors, suppliers and relevant authorities to resolve procurement and supply issues
• Manage supplier relationships, conduct supplier performance evaluations and maintain an approved vendor list
• Lead, guide and develop the procurement team to build a capable and high-performing department

Requirements

• Minimum Bachelor's Degree in Supply Chain Management, Engineering Management or its equivalent from recognised universities.
• Minimum 15 years' procurement & commercial experience, with relevant managerial/leadership experience, preferably in the construction industry
• Strong knowledge of construction materials, market trends and supplier networks
• Familiar with procurement systems/ERP and relevant procurement compliance requirements
• Able to communicate and write fluently in both English and Chinese to prepare procurement analysis and supervision reports for Beijing HQ
• Independent, diligent, meticulous and highly motivated with strong leadership and excellent team spirit

Job Purpose

To support and manage procurement-related stock control and inventory management activities to ensure optimal availability of healthcare supplies, medical consumables, and equipment. The role ensures inventory accuracy, cost efficiency, regulatory compliance, and uninterrupted supply to support patient care operations within a public healthcare environment.

Key Responsibilities

1. Manage a good physical layout and maximise storage space
2. Maintain effective inventory control systems for the central and sub stores, following First In First Out (FIFO) or First Expire First Out (FEFO) method.
3. Maintain stocks at end user areas according to respective Par levels
4. Suggest addition / reduction of par levels according to end users' usage
5. Review and co-ordinate with Purchasing to optimise holding stock to meet the department's objectives for Days Inventory On Hand (DIOH) / Material replenishment planning and also minimise the occurence of stock-outs.

Job Requirements

1. At least Degree graduate. preferbly in Supply Chain Management or Business Administration
2. OR Diploma graduate with at least 8 years of experience
3. Proficient in Warehouse Management System, SAP MM, eProcurement tools, Operation Research
4. IT skills & proficiency in Flow Diagrams, Microsoft Excel, Power Point and Word is a must.
5. Ability to manage software simulation for warehouse flow is highly preferred
6. Effective in verbal, listening and written communication skills
7. Ability to blend operational excellence with strategic planning
8. Possess strong interpersonal communication, proactive analytical and negotiation skills. Hands-on persons with high drive and problem solving approach
