Requirements

[Contract Position]

Job Description:

You will be responsible for managing the organisation’s procurement activities in accordance with established policies, regulatory requirements, and Chartered Institute of Procurement and supply (CIPS) best-practice standards, working closely with internal stakeholders and suppliers to deliver ethical, transparent, cost-effective, and timely outcomes.

Responsibilities:

• Manage end-to-end procurement activities, including Approval of Requisitions (AOR), sourcing of quotations, and tender exercises, in accordance with the established procurement policies and regulatory requirements.

• Administer procurement-related contracts and vendor engagements, including vendor registration, maintenance of vendor records, documentation, and ongoing communications.

• Ensure all procurement processes are conducted in a fair, transparent, and compliant manner, with complete documentation and proper audit trails.

• Provide assistance to departments, including guidance on Procurement related policies, procedures, governance requirements, sourcing approaches, specifications, evaluation criteria, and documentation.

• Support procurement systems administration, data analytics, reporting, and initiatives related to process improvements, digitalisation, and robotic process automation (RPA).

• Contribute to procurement-related projects and organisational initiatives and undertake other duties as assigned by the reporting officer.

Requirements:

• Diploma or Degree in Procurement, Supply Chain, Business Administration, or a related discipline.

• Professional certifications such as Chartered Institute of Procurement and supply (CIPS) or equivalent procurement qualifications will be an advantage.

• Minimum 3–5 years of relevant procurement or purchasing experience, preferably in a regulated or service‑based organization.

• Good understanding of procurement governance, policies, contract administration, and vendor management.

• Familiarity with relevant procurement regulations, compliance requirements, and internal controls.

• Effective communication, negotiation, and stakeholder engagement skills, with the ability to prepare clear procurement documentation and reports.

• Highly organised and detail-oriented, with strong analytical skills and the ability to manage multiple procurement activities independently and effectively.

• Participate in Divisional and SINDA-wide events when required.

Key Responsibilities

• Conducts supplier quoting and negotiation, considering project scope, budget, and margin targets. Strategic development of suppliers, supplier selection and qualification, transition of products from engineering to production, project management and overall supplier performance.

• Creates Purchase Orders / Requisitions, maintaining Invoice tracking and Goods Receipts. Ensures the availability of materials in supply chain and manufacturing and the maintenance of inventory at minimum acceptable levels.

• Manages transition of parts from development to production start by reviewing ERP demands and coordinating with Master Scheduling and Sales. Assists with engineering prototype and development demands

• Works on highly complex assignments requiring independent action and a high degree of initiative to resolve issues.  Makes recommendations for new procedures to overcome existing obstacles. 

• Leverages knowledge to work independently and drive supplier improvement, manages most critical and complex commodities. Responsible for development and execution of supplier performance metrics.

The job incumbent should possess:

• Bachelors degree with at least 5 years related experience in procurement/supply chain experience

• Demonstrated ability to write complex service and operating procedures

• Ability to write and review highly technical documentation

• Working knowledge of programs to construct electronic documentation

• Experience with ERP (i.e. SAP)

Job Responsibilities

Purchasing / Procurement

• Source and liaise with suppliers for food ingredients, packaging, and kitchen supplies
• Request quotations, compare pricing, and negotiate cost-effective purchases
• Issue purchase orders and ensure timely delivery to support kitchen operations
• Monitor inventory levels and coordinate with kitchen team to maintain optimal stock
• Track market pricing of ingredients and ensure cost control
• Ensure quality and compliance of goods received (e.g. freshness, quantity, specifications)
• Resolve discrepancies in deliveries, shortages, or quality issues

Accounts / Finance

• Handle Accounts Payable (AP) and Accounts Receivable (AR) functions
• Process supplier invoices and ensure timely payments
• Perform bank reconciliations and maintain accurate financial records
• Assist in monthly closing and preparation of financial reports
• Track and reconcile purchasing records against invoices and delivery orders
• Liaise with suppliers, auditors, and internal teams on finance matters

Inventory & Operations Support

• Maintain proper documentation of purchase orders, invoices, and delivery orders
• Support stock take and inventory reconciliation for the central kitchen
• Assist in cost tracking and food cost analysis
• Ensure compliance with internal controls and food safety requirements
• Any other ad-hoc duties as assigned

Job Requirements

• Diploma or Degree in Accounting, Finance, Business, or related field
• Minimum 2–3 years of experience in purchasing and/or accounts (F&B experience preferred)
• Familiar with inventory and cost control in a central kitchen or F&B environment
• Proficient in accounting systems (e.g. NetSuite, Xero, or similar)
• Strong attention to detail and good organisational skills
• Able to multitask in a fast-paced environment
• Good communication and negotiation skills
• Proficient in Microsoft Excel

The successful candidate will be part of Procurement Services and Technology team. He/she will be an integral member of procurement shared services set-up, and will conduct souring events and look after the end-to-end supplier onboarding process.

Responsibilites

• Execute sourcing events (RFI/RFQ/RFP) for low- to medium-complexity purchases using the enterprise sourcing system.
• Manage supplier invitations and communications, including clarifications and follow-ups during sourcing events.
• Support supplier onboarding, ensuring registration details, tax, and banking information are complete and accurate.
• Validate supplier data quality and resolve basic issues to prevent delays in PO creation and payment.
• Ensure compliance with procurement policies, SOPs, and audit requirements across sourcing and onboarding activities.
• Handle high transaction volumes while meeting tight turnaround timelines and service-level expectations.
• Support internal stakeholders and suppliers by providing guidance on system usage and standard processes.
• Identify recurring issues and escalate exceptions appropriately to improve process efficiency and reduce rework.
