Description of Division

You will be part of the Regional Team under the Service Management Division of KidSTART Singapore Limited (KSL). Your role will be to oversee the effective implementation of KidSTART in each region and/or across regions and the service management of KidSTART Agencies (KSAs) and funded healthcare partners. This also involves managing relationships with partners/stakeholders such as MSF Social Service Offices, Family Service Centres, Preschool Operators, Polyclinics, Hospitals etc, who are part of the KidSTART eco-system of delivery.

Key Responsibilities

1.       Service Management (KSL and Funded Partners)

a.       Assist and support the Regional Head to carry out regular contract management and programme monitoring of KSL teams, hospitals and KSAs to ensure compliance with Funding Agreement and drive achievement of programme deliverables.

b.       Assist the Regional Head to support the design, planning and implementation of operational initiatives.  This includes contributing to alignment with Service Standards Requirements and leveraging on dashboards and data analysis to monitor performance and inform decision making.

c.       Act as the primary liaison officer between KSL, hospitals and KSAs, leading efforts to review and strengthen collaboration. 

d.       Conduct data verification in accordance with funding agreement and service standards requirements.

e.       Monitor manpower recruitment and training of KSPs, hospitals and KSA staff to ensure capacity and capability in service delivery.

f.       Perform main liaison role between KSL, ComLink+ and KSAs to support the KidSTART-ComLink +integration.

g.       Supervise incident reporting, incident management, and investigation to ensure appropriate resolution.

h.       Provide support to KSAs in times of crisis to ensure continuity of service to KidSTART families.

1.      Operational Data Analysis

a.       Consolidate and analyse KPI and performance data across KSL and KSAs. This includes tracking trends, identifying performance gaps, and highlighting risks against service standards and programme requirements.

b.       Develop and coordinate action plans in response to KPI outcomes, audits or performance reviews through working closely with service delivery teams to track progress, follow up on deliverables, flag delays or emerging risks.

c.       Analyse service delivery data, including caseloads, workload distribution and service intensity to identify service gaps, operational bottlenecks and opportunities to improve processes, reporting and operational efficiency.

d.       Assess factors that affect service delivery and outcomes to better curate solutions to improve service delivery outcomes.

e.       Provide timely feedback to Service Management Teams, Ops Planning and Programme Development teams to support informed decision making.

f.       Work closely with other divisions to align data, insights and action plans.

Competencies

·      Strong administrative, facilitation &communication skills with a proven track record in programme management and building community partnerships

Purpose Of the Job

The Regional Station Manager (RSM) is responsible for managing the performance of all stations in South East Asia & Oceania in terms of safety, punctuality, customer experience and cost. Together with the SEAO stations team the aim is to optimize the performance of contracted Ground Handling Agents (GHAs) and other suppliers, to ensure a high level of service and productivity in line with the SGHA and SLA for each station. Organizational Context
The regional station manager South East Asia & Oceania is responsible for safety, on-time performance, customer experience and cost within the market. Job summary

• Regional governance and enablement role supporting Southeast Asia Epson Sales Companies (ESCs) in the development and management of Epson’s Service Partner ecosystem.
• Responsible to establish Service Partner framework, performance measurements, governance standards, and operational policies to ensure sustainable, performance driven, customer-centric service network across the region.
• Work closely with ESC Customer Service teams and Regional Technical teams to drive partner capability development, performance improvement, and operational excellence.
• In scope for both B2C and B2B Service Partners.

Key Responsibilities Partner Governance

• Develop and govern service partner frameworks (appointment, assessment, categorization, development, motivation)
• Establish holistic visibility of partner metrics (service level, business, MIF) with dashboards to better facilitate service partner review and development initiatives

Service Governance

• Review and improve service policies, standards, and operational frameworks.
• Drive harmonization and best practice across ESCs.

Compliance & Control

• Support governance, compliance, audit, and personal data protection requirements.
• Monitor adherence to policies and coordinate corrective actions where required.

Strategic Projects

• Lead or support service transformation / strategic projects including coordination with key stakeholders (SEC, Business units, ESCs)

Job Requirements

• Bachelor’s degree in business, Engineering, Operations Management, Information Systems, or related disciplines.
• Minimum 5 years of relevant working experience.
• Experience in customer service, operations, business process improvement, governance, project management, or service partner management is preferred.
• Strong analytical, problem-solving, and communication skills.
• Ability to work effectively with stakeholders across different countries and functions.
• Proficient in Microsoft Excel and PowerPoint.
• Experience with Power BI, CRM systems, or data analytics tools will be an advantage.

Responsibilities:

• Support group total rewards initiatives including job grading, job evaluation, salary structure development, and compensation planning through market benchmarking, analysis, and cost modelling.
• Coordinate regional participation in market surveys and work closely with HR teams to ensure accurate submissions and validation.
• Provide guidance to HR and business units on compensation & benefits policies, reward frameworks, and remuneration practices.
• Review and recommend competitive remuneration packages.
• Assist in bonus scheme design, cost simulation, and compensation analysis.
• Evaluate and standardize allowances, employee benefits, and insurance programmes across the group.
• Collaborate with regional HR and business stakeholders to ensure consistent implementation of total rewards frameworks while considering local market practices.
• Deliver analytical insights and scenario modelling to support compensation strategy and pay positioning decisions.

Qualifications:

• Degree holder with min 8 years of solid HR experience, including a proven track record in Compensation & Benefits within a multinational organisation; regional or global exposure will be an advantage.
• Strong understanding of total rewards and compensation practices, including salary structure design, pay range management, job evaluation, and market benchmarking methodologies.
• Highly numerate and analytical, with strong attention to detail and accuracy.
• Proven ability to translate market data and analytical insights into practical and actionable reward recommendations.
• Strong interpersonal and communication skills, with the ability to engage, advise, and influence stakeholders at all levels.
