The successful incumbent will Assistant Director, Operations / Lead Reintegration Mentor in ensuring the smooth running of the daily operations at Selarang Halfway House (SHWH) or Cosford Annex (CA) and is responsible for the safety and welfare of the residents and the overall security of the Halfway House premises. They will work closely with the SHWH Case Managers to aid residents with their reintegration back to society.

Major Duties and Responsibilities

1. Oversee security screening to ensure contrabands are not brought into the house.

2. Facilitate the daily operational routine of SHWH or CA:

a) Ensure the day-to-day needs of the residents and operational requirements of the halfway house are being met.

b) Facilitate the process of residents checking in and out of the halfway house on a daily basis and provide daily updates on the headcount and other activities/incidents (if any) throughout the tour of duty. Any unusual movements should be highlighted and reported to the relevant parties.

c) To ensure that there is seamless transition during the handing and taking over of shift duties. The jobholder is also responsible in ensuring that all outstanding matters have been clearly communicated to the next duty personnel and are promptly followed up with.

d) Provide logistical support to residents during their stay in SHWH or CA. To assist occasionally with carrying & moving of bulky/heavy items.

e) Conduct patrols and searches in the SHWH/CA Living Units to ensure the safety of residents.

3. Work closely with Case Managers in the case management of residents, including monitoring and maintaining proper records on the progress, movement, and other relevant information pertaining to the residents.

4. Assist in handling any grievance procedure and carrying out preliminary investigation of incidents and/or disciplinary issues (when assigned).

5. Identify any defect(s) or work(s) to be carried out pertaining to the halfway house’s estate management issues during daily tour of duty and to feedback to Singapore Prison Service Corporate Services Team for follow up.

Required Skills & Qualifications

Education

• Bachelor’s degree in Engineering, Computer Science, Information Technology, Business, or a related field.

Experience

• 4–8 years of hands-on experience as an SAP Consultant.

SAP Functional / Technical Skills

• Strong hands-on experience in one or more SAP modules, such as:

  • SAP FI/CO (Finance & Controlling)

  • SAP MM (Materials Management)

  • SAP SD (Sales & Distribution)

  • SAP HCM / SuccessFactors

  • SAP PP / QM / PM

  • SAP BW / BI / SAC

• Experience with SAP S/4HANA implementation or migration projects.

Job Description & Requirements

Responsible for preparing the test plan, testing artifacts, and requirements

This position is responsible for drafting duties on multiple projects and must collaborate with the project and sales team to develop detailed technical drawings according to specifications.

• Responsible for all drafting and preparation of drawings for projects, including schematic drawings, mounting details, cable routings, 3D drawings, etc

The successful incumbent will Assistant Director, Operations / Lead Reintegration Mentor in ensuring the smooth running of the daily operations at Selarang Halfway House (SHWH) or future new site at Cosford and is responsible for the safety and welfare of the residents and the overall security of the Halfway House premises. They will work closely with the SHWH Case Managers to aid residents with their reintegration back to society.

Major Duties and Responsibilities

1. Oversee security screening to ensure contrabands are not brought into the house.

2. Facilitate the daily operational routine of SHWH or future new site:

a) Ensure the day-to-day needs of the residents and operational requirements of the halfway house are being met.

b) Facilitate the process of residents checking in and out of the halfway house on a daily basis and provide daily updates on the headcount and other activities/incidents (if any) throughout the tour of duty. Any unusual movements should be highlighted and reported to the relevant parties.

c) To ensure that there is seamless transition during the handing and taking over of shift duties. The jobholder is also responsible in ensuring that all outstanding matters have been clearly communicated to the next duty personnel and are promptly followed up with.

d) Provide logistical support to residents during their stay in SHWH or future new site. To assist occasionally with carrying & moving of bulky/heavy items.

e) Conduct patrols and searches in the SHWH Living Units to ensure the safety of residents.

3. Work closely with Case Managers in the case management of residents, including monitoring and maintaining proper records on the progress, movement, and other relevant information pertaining to the residents.

4. Assist in handling any grievance procedure and carrying out preliminary investigation of incidents and/or disciplinary issues (when assigned).

5. Identify any defect(s) or work(s) to be carried out pertaining to the halfway house’s estate management issues during daily tour of duty and to feedback to Singapore Prison Service Corporate Services Team for follow up.

To carry out any other duties as assigned by Assistant Director, Operations / Lead Reintegration Mentor

Who we are looking for   

We are seeking a dynamic and hands-on professional with a strong background in bid estimation, technical design, or pre-sales—ideally within the security, construction, or ICT sectors. The ideal candidate will have three to five years of relevant experience with a proven ability to manage complex, multi-regional bids. A solid understanding of system integration design and pricing is essential, along with excellent organizational, communication, and stakeholder management skills.  

Skills & Experience Required  

• Three to five years of proven experience in bid estimation, technical design, or pre-sales roles in electronic security, construction, ICT, or related industries.   

• Bid Management: Demonstrated ability to of putting together large, complex and multi-disciplinary bids.  

• Technical Expertise: Strong technical understanding of design solutions and pricing in a systems integration context. Knowledge of Integrated Electronic Security Systems like CCTVs, Alarm Systems, etc  

• Lenel Access Control: A strong knowledge of Lenel hardware and software configurations.  

• CCTV: knowledge of both IP and Analogue CCTV systems including the use of network video recorders and software.  

• Integrated Systems: Experience with major integrated Access Control/CCTV/Intruder systems/Perimeter detection systems that are fully integrated.  

• Intruder Alarms: Basic competency in measurement and pricing intruder alarms.  

• Service: You will have a good working knowledge of service in the security industry and shall be able to price various service solutions.  

• Working knowledge of pricing jobs in the international market especially EMEA and APAC regions.  

• Organizational Skills: Excellent organizational skills and the ability to manage multiple priorities under tight deadlines.  

• Technical Proficiency: Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams), SharePoint, and bid portals.
