Job Description

• Collaborate across internal departments- Tender/ Business Development, Project, Quanity Surveyor, Finance Team to ensure operational consistency, shape contracting strategies and frameworks that support long-term business objectives.
• Review and Resolve commercial/technical ambiguities before award, Negotiate favourable pricing and commercial terms, Manage and administer of the procurement contractual agreements, ensure risk mitigation.
• Manage post contract administration, support QS in evaluating variation orders and commercial disputes.
• Support dispute avoidance strategies and assist in mediation, adjudication, arbitration where require. Coordinate with legal counsel when dispute arises.
• Maintain and update of all procurement associated contractual documentation and records.
• Communicate and work very closely with the project team for preparation of the invitation of the request for proposal and administering of the purchase requisition and award consent with the project team.
• Supervise and guide and monitor procurement team including procurement executives and admin personnel of the day to day procurement operation.
• Supporting Project Leads in budget monitoring.

Requirements

• At least 8 years working experience and with either Degree in Engineering (Chemical, Environmental, Mechanical), Construction Management or Quantity Surveyor, preferably in A1/L6 Main Contractor or EPC Contractor, in project contract administering role.
• Applicants with more than 12 years of relevant experience may be considered for a Senior role.
• Hands-on and with comprehensive experience at past in procurement process and supporting (or leading) procurement functions cover strategic sourcing and subcontracting.
• Conversant of contractual terms and conditions in particular for Engineering, Procurement and Construction Works, and Public Infrastructure Projects.
• Good knowledge and with experience within the various contracting associated with procurement management.
• Good knowledge and with vast exposure at past with Public Sector Standard Conditions of Contract and Contract Law.

Job Description

• The Contracts/Commercial Manager is responsible for the overseeing commercial and contractual aspects related to the main contract and subcontracts, managing any commercial and contractual risk relating to the project and employ mitigation actions as quickly and effectively as possible.
• Review external providers (i.e vendors and subcontractors) terms of service and project deliverables.
• Provides contractual advisory from the commercial perspective to the project through all stages: construction, subcontracting, completion and hand-over, provides support to the Quantity Surveyor
• team in the project, monitoring, reporting, planning and coordinating all aspects of their work.
• Proactively engages in continuous improvement and review of existing processes, systems and policies that may support the project’s contract management and administration.

Job Summary:

This is a project management role which will be responsible to oversee and manage the end-to-end project development cycle for all CDL’s projects.

Responsibilities:

• Oversee, coordinate, monitor and manage Consultants and Builders in the planning, designing, documentation, construction and implementation of CDL’s real estate development project.
• Responsible for end to end project management including technical assessment, budget and control, evaluation of tenders.
• Put together design briefs for projects, including Architectural Design, Façade Design, Landscape Design, Interior Design, Lighting Design, Sustainability design etc.
• Conduct RFPs to engage consultants for the project.
• Work with consultants to develop, modify and review design concept, drawings, specifications, and construction documents according to in-house standards and technical requirements
• Manage the consultants in the production of Tender drawings and drafting of specifications and facilitate in the project procurement process.
• To ensure organizational objectives and maintain industry leadership in innovation, product quality, service standards, profitability, and customer satisfaction.
• Lead a team of consultants and contractors to meet established targets.

Requirements:

• Degree in Architecture, Building or Electrical/Mechanical/Structural Engineering
• Minimum 10 years’ relevant experience in a medium to large firm within the property development industry and preferably with good architectural design management experience

Roles and Responsibilities

· Assist the Project Architect in the daily contract administration and project management matters, monitoring and tracking of construction progress and project milestones for public and/or private sector projects. The candidate shall have strong knowledge of and is well versed in the application of the various Conditions of Building Contracts commonly adopted locally;

· Coordinate and liaise with Clients, Consultants, Contractor Representatives in addressing project and contractual matters;

· The candidate will also be required to lead and/ or attend meetings as and when necessary;

· Assist the Project Architect in the preparation of tender documents (such as evaluation criteria, specifications, etc), carry out tender evaluation and prepare recommendation report, prepare contract documents, resolve contractual matters for projects in construction phase, prepare contractual notices/letters/instructions/directions/ certificates, prepare requests for variation orders, assessment of Extension of Time claims, variation claims and any other contractual claims submitted by Contractor and the like, as part of the contract administration process;

· Well versed in drafting project master programme;

· Review, assess and recommend to the Project Architect/ Project Director on the suitability and validity of contents drafted by the Client’s lawyer/ Quantity Surveyor in the front-end tender documents (E.g. Preliminaries, Preambles Amendment Clauses etc.) and Supplemental Agreements;

· Assists the Project Architect/ Project Director in the review, preparation, analysis and recommendation of Request for Proposal/ Bids, service agreement;

· Prepare and formulate fee proposals, consultancy fee claims, additional services claims, prepare sub-consultancy appointment/ agreements and process sub-consultants’ claims;

· Document project thoroughly for the purpose of claims management.

Requirements

· Graduate with a recognized Degree in Building/ Construction Management/ Construction Economics/ Science in Building/ Quantity Survey or equivalent;

· Possesses at least 10 years of working experience in projects adopting key Conditions of Building Contracts such as the Public Sector Standard Conditions of Contract (PSSCOC), SIA Building Contracts and REDAS Conditions of Contract;

· Relevant experience in local public and private sector projects;

· Relevant experience in various stages of a building project from Inception, Pre-Tender Planning and Construction through to the Defects Liability Period and Final Completion;

· Knowledgeable, experienced and well versed in the application of the various Conditions of Building Contracts commonly adopted locally;

· Have a good understanding of Construction Programmes and scheduling;

· Well versed in Microsoft Office knowledge (Excel, Word, PowerPoint). Effective communicator;
