The team in Singapore is looking for a Senior IT Project Manager / Business Analyst Consultant to support a regional data privacy and Asset Management integration programme within the banking sector.

The consultant will work closely with Data Office, Business, Legal, Compliance, IT, Operations, Data Protection and regional/global stakeholders to support project delivery, governance enhancement, privacy documentation, risk assessments and stakeholder coordination.

Key Responsibilities

- Act as Project Manager / Business Analyst for regional data privacy and Asset Management initiatives.
- Support the enhancement of the Personal Data Protection governance framework, including policies, procedures, playbooks, governance forums and operating processes.
- Perform gap analysis between existing regional frameworks and Asset Management-specific requirements.

Required Skills & Experience

• Strong experience as a Project Manager, Business Analyst or PM/BA in banking or financial services.

• Manage and coordinate MEP scopes, structural works, and interfaces with tunnel-related works.

• Ensure compliance with Singapore statutory, safety, and building regulations (BCA, LTA, NEA) and advise project stakeholders accordingly.

• Prepare and review project schedules, cost reports, risk registers, and technical submissions; monitor progress and implement corrective actions.

• Oversee contractors, consultants, and suppliers; resolve technical and contractual issues; ensure site execution aligns with specifications and critical-system requirements.

• Liaise with internal and external stakeholders (local authorities, client teams, design consultants) to coordinate approvals, inspections, and interfaces.

Requirements:

• Degree in Civil/Structural/Mechanical/Electrical Engineering or related discipline.

• PMP and other relevant project management certifications.

• Familiarity with tunnel works and applicable regulations.

• Minimum 5 years’ experience managing large-scale infrastructure, commercial, or mission-critical building projects, preferably in data centre construction.

• Proven track record managing complex MEP coordination and site execution with multiple stakeholders.

• Experience managing multi-disciplinary teams and high-value project budgets

This role is accountable for the end-to-end delivery of complex, high-impact AI, GenAI, and Data initiatives across the region. The Senior Project Manager ensures initiatives are delivered on time, within scope and budget, while complying with project governance, risk management, regulatory, and responsible AI standards. The role partners closely with business, technology, risk, compliance, and regional PMO stakeholders to maximize business value from AI and Data investments.

Key Responsibilities & Accountabilities

Project Delivery & Execution:

• Lead end-to-end delivery of strategic AI, GenAI, and Data programs and projects, from initiation through closure, in accordance with Project Management Standards.
• Define and manage project scope, objectives, success criteria, milestones, and deliverables in collaboration with business and technology stakeholders.
• Develop and maintain integrated project plans, schedules, budgets, and resource plans.
• Identify, assess, manage, and escalate project risks, issues, dependencies, and change requests as required.

Stakeholder & Governance Management:

• Act as the primary point of contact for senior business stakeholders, technology leads, vendors, and regional / head office counterparts.
• Establish and maintain effective project governance, including steering committees, decision forums, approvals, and status reporting.
• Ensure alignment with Regional PMO governance, Head Office requirements, and policies and standards.

AI & Data Enablement:

• Oversee delivery of AI, GenAI, analytics, and data platform initiatives aligned with business priorities and enterprise architecture standards.
• Ensure responsible AI principles are embedded across the project lifecycle, including model risk, ethics, data privacy, security, and regulatory compliance.
• Translate complex technical and data concepts into clear, executive-level communication and decision materials.

Financial, Vendor & Resource Management:

• Manage project financials, including budget planning, forecasting, cost tracking, and variance management.
• Lead vendor engagement and performance management to ensure contractual, delivery, and quality expectations are met.
• Optimize utilization of internal and external resources across concurrent initiatives.

Reporting, Quality & Continuous Improvement:

• Provide accurate, timely, and executive-ready project status reports, dashboards, and governance artefacts.
• Conduct post-implementation reviews and capture lessons learned.
• Contribute to continuous improvement of AI & Data delivery practices and PMO standards.
• Provide mentoring and guidance to junior project managers as required.

Key Deliverables:

• Approved project charters, business cases, and project management plans
• Steering committee and executive-level status reports
• Risk, issue, dependency, and change registers
• Financial tracking, forecasting, and variance reports
• Post-implementation reviews and lessons learned documentation

Knowledge, Skills & Experience:

• Bachelor’s degree in Information Technology, Engineering, Business, or related discipline
• Project Management certification (PMP, PRINCE2, or equivalent) preferred
• Agile / Scrum certification is an advantage

Experience:

• 12-15+ years of IT project management experience, including 3–5+ years leading large-scale, complex initiatives
• Demonstrated experience delivering AI, GenAI, data analytics, or data platform programs
• Experience operating in regulated environments such as banking or financial services
• Proven ability to manage multi-stakeholder, regional initiatives5.3 Skills & Competencies

• Solid understanding of AI, data analytics, cloud platforms, and modern data architecture

Job Description:

• To manage a team of supervisors, workers, sub-contractors and vendors to execute works within given timeframe.
• To resolve site issues with supervisors, sub-contractors, vendors, main contractors and/or related third parties.
• To co-ordinate site works, workflows and inspections with main contractors’ site representatives including attending site co-ordination meetings.
• To plan, implement and monitor weekly works activities with a team of supervisors in accordance to the master schedule.
• To monitor work progresses, productivities, qualities and materials usages and ensure those items meet the targeted schedule, productivities, qualities and within quantities.
• To enforce and monitor all supervisors, workers and sub-contractors abide to safety, health and environment rules and regulations.
• To prepare shop drawings, ‘AS-Built” drawings and Materials Bill of Quantities required for the project.
• To keep track, monitor and ensure timely submission of all shop drawings, materials and “AS-BUILT” drawings.
• To co-ordinate with main contractors and third parties on Combined Services Drawing (CSD) and resolve any clashes prior to construction.
• To attend all Tools Box meetings and all safety meetings.
• To implement Testing & Commissioning plan.

Job Requirements:

• Diploma / ITC certificate in Electrical Engineering with 3 years experiences. Those with more years of experiences will be considered for senior position.
• Building Construction Safety Supervisor course and any other WSH related certificates.
• Candidates with some MEP design experiences will be an added advantages.
• Must be a team player, perseverance, diligent, integrity and initiatives.
