[What the role is]

You will form the core team of technical specialists working at waste management facilities including the Integrated Waste Management Facility (IWMF) – a large-scale waste management infrastructural project, and Tuas South Incineration Plant (TSIP). 

The work scope and job requirements are as follows:

Responsibilities:

You may be part of the project team to assist the engineer and supervise IWMF construction progress. Your work scope includes:

• To work with project consultants and key stakeholders, such as other government agencies, on the design of the various facilities in IWMF and ensure that IWMF is constructed, erected, installed in accordance with design specifications and complying with statutory requirement.
• To participate in the testing, commissioning of mechanical, process, or electrical, instrument, control, and automation equipment/systems.
• To attend factory acceptance tests (FATs) at local and overseas factories to witness and verify quality and performance of major equipment/systems.

You may be part of the technical team to assist the engineer in operation and maintenance of TSIP. Your work scope includes:

Job Scope

Carry out the supervision of building works as stipulated in the Building Control Act, working under the control and direction of the appropriate Qualified Person when carry out their supervision and fully responsible to the appropriate Qualified Person.

Supervise the Arch, C&S and M&E works to ensure compliance with contract documents and acceptable standard of workmanship and take instruction from LC, QPs and TPs.

Arrange and supervise acceptance tests on site.

Check and monitor that works are carried out in a safe and proper manner.

Check and monitor for good housekeeping.

Ensure proper documentation and records of all works, including records of test, defect rectification, inspections, work progress, material testing and safety inspections.

Check and monitor performance of workplace safety, health and environmental measures housekeeping on site and initiate preventive/corrective actions.

Facilitate joint checks/inspections/testing’s/handover by HDB representatives or relevant parties to ensure compliance with HDB and relevant authorities’ requirements. Such checks/inspections/testing’s shall be on aspects such as quality, safety, cost control, housekeeping, environmental control, documentation, site records etc.

Assist PM in attending and address residents’ request/feedback.

Any other works, as and required by the Client as stipulated in the project contract’s requirements.

• Changes including eCCs, SMRs and SAP master data (e.g. BOM)
• Non-process specific training
• Key participant in the Quality Review Board and be able to explain trends
• Support Manufacturing Operations in tracking process parameters
• Quality and business-continuity risks
• Gap analysis against QMS (CQMPs, GGs) and Quality Alerts
• ·       Prepare documents and training materials as required to support the activities of the operations department

Identify, manage and execute improvement initiatives in the following areas

• Batch records/SOPs
• Process optimization
• Alarms management
• Materials management
• Operational Excellence (OE) initiatives
• Support Manufacturing Operations in executing validation, trials, development and technical transfer activities where necessary

Interface

• Develop relationship within the Value Stream team and with other departments (including MSAT, QA, QC, TS etc.) to ensure delivery of operational objectives

Management

• Plan, manage and execute deliverables through proper and timely request and utilization of resources to ensure delivery of tasks and projects
• Plan and coordinate effective utilization of ad-hoc team members
  Manufacturing Operations

Leadership (Senior Engineer)

• Coach and provide guidance to the Operations Engineer in their execution of daily tasks
• To assist the Senior Operations Executive/Manufacturing Manager in ensuring the quality and delivery of tasks and projects

Technology Transfer

• Participate in new technology and/or new process transfer

Skills:

Professional

• Degree in Chemical Engineering, Biotechnology, Life Sciences or other relevant field

Technical

• Knowledge of cGMP and safety (biosafety)
• Knowledge in Biotechnology equipment and process
• Equipment and process troubleshooting skills
• Knowledge in Lean Six Sigma tools
• Knowledge in Project Management

Business

• Effective communication and team building skills
• Effective organization skills
• Effective project management skills
