RESPONSIBILITIES

The Assistant Director, Talent Management plays a pivotal role in shaping Montfort Care's talent agenda to enable organizational growth and transformation. Reporting to the Director, Strategy & Growth, this role is responsible for designing and executing a comprehensive talent management framework that strengthens leadership capability and builds a sustainable pipeline for critical roles.

You will lead the development and implementation of Montfort Care's high-potential program, ensuring systematic identification, grooming, and progression of future leaders across all levels. Shape and Execute Talent Strategy for Montfort Care (MFC)

• Lead the design and implementation of Montfort Care's Talent Management Strategy, ensuring alignment with organizational goals and social mission.
• Establish measurable KPIs and accountability frameworks to track progress and mitigate talent risks.
• Integrate workforce planning with strategic priorities, ensuring the right talent is in the right roles at the right time.

Drive Organisation Growth and Transformation through Talent

• Supporting the Director, Strategy & Growth in assessing talent requirements for new opportunities for service innovation and long-term sustainability of MFC's service pillars.
• Partner with HR and Heads of Service Pillars to identify critical talent needs for transformation projects, ensuring readiness for new service models. This includes capability building and talent development capabilities.
• Propose and implement developmental opportunities for critical talents to succeed in their roles as part of transformation initiatives.
• Together with HR's learning & development team, develop a holistic people development and talent management framework to ensure that all MFC employees are developed to contribute effectively based on their capabilities, potential, and aspirations.

Building Leadership Pipeline and Succession Management

• Conceptualise and develop MFC's high potential program to strengthen our leadership and talent pipeline at all levels of the organisation.
• Develop and maintain a robust succession plan (based on internal and external talent pool) for key leadership and critical roles to manage critical talent risk with a 1-5 year time horizon.
• Oversee recruitment strategies for senior and critical roles together with the recruitment team to align talent requirements with organisational growth.
• Utilise assessment tools to provide objective evaluation on talent potential, leadership readiness, and developmental needs.
• Drive the cadence and annual talent council review.

Vendor Management

• Manage procurement, and track performance of vendors to deliver talent and leadership development solutions.

Funding Management

• Secure funding with government agencies to support programmes and manpower resource for the Talent Management team. Ensure the KPIs are met.

• Plan talent management budget and be accountable for the expenditure of these funds in support for MFC's organisational objectives.

People Management

• Lead and develop a team to drive delivery of MFC's talent management programmes.

• Review job roles, provide job descriptions and manage team performance.

Risk and Compliance

• Understand IPC (Institute of Public Character) and charity organisations compliance and regulatory requirements and ensure adherence.

About the Role

We are seeking a strategic and hands-on individual to join our HR team. Reporting to the Head, you will play a pivotal role in driving key initiatives across Recruitment and Employer Branding, Compensation and Performance Management, Talent and Leadership Development, Learning and Development, and Employee Engagement. Overview
Reporting to the HR Director, you will be responsible for the execution and management of compensation policies and programmes to support the organisation’s overall human resource strategies. You will ensure that all procedures are implemented in accordance with cluster HR and organisational policies and guidelines.

Key Responsibilities

• Identify, monitor and review compensation and benefits programmes within assigned areas to ensure external competitiveness, internal equity, harmonious employee relations, and cost effectiveness.

• Participate in annual public sector market surveys and analyse both market and internal compensation data to support benchmarking and decision-making.

KEY ACCOUNTABILITIES

The Senior Manager / Assistant Director – Talent Development & Acquisition is responsible for building a high-performing, future-ready talent pipeline for Eastspring Investments Singapore and supporting broader firmwide priorities, in partnership with the Head of Talent, Learning, Leadership & Culture.

The role leads key talent development initiatives across the employee lifecycle, including the design and delivery of critical talent programs, ownership of the EI Graduate Programme, and the ongoing modernization of talent acquisition strategies and tools.

This role combines strategic talent architecture with hands-on program execution, leveraging data, technology, and market insights to strengthen internal capability, accelerate career growth for high-potential employees, and improve hiring outcomes through scalable and differentiated talent acquisition approaches.

1) Firmwide Talent Development Strategy & Execution

• Translate business strategy into a talent development plan that strengthens capability, leadership depth, and mobility across functions.

• Design and deliver development approaches that span career pathways, capability frameworks, and targeted interventions for priority populations (e.g., investment, distribution, product, operations, risk).

• Develop and maintain role-based capability models (technical + leadership + enterprise behaviours) aligned to Eastspring’s culture and performance expectations.

• Partner with HRBPs and business leaders to identify capability gaps and build pragmatic development solutions (blended learning, on-the-job experiences, cohort programs, rotations, mentoring).

2) EI Graduate Programme – End-to-End Ownership

• Own the EI Graduate Programme strategy, positioning, and annual delivery plan (design, attraction, selection, onboarding, rotations, development curriculum, community building).

• Lead stakeholder management with business sponsors, hiring managers, rotation hosts, and HR partners to ensure consistently high-quality graduate experience.

• Create and run a structured graduate journey including:

• onboarding and induction

• rotational planning and governance

• learning roadmap (core and role-specific)

• mentorship/buddy framework

• performance checkpoints and feedback loops

• project-based learning and exposure to senior leaders

• Partner with Group TA colleagues/HR and hiring leaders to modernize talent acquisition by improving processes, tools, assessment rigor, and candidate experience.

• Advance technology use in TA, including (as applicable):

• ATS optimization, workflow automation, and analytics dashboards,

• structured interviewing and assessment toolkits,

• enhanced sourcing approaches (talent mapping, pipelining, market intelligence),

• stronger employer branding narratives and content strategy.

• Build scalable practices that improve quality-of-hire and reduce time-to-fill for priority roles, ensuring governance and consistency.

• Provide advisory support to hiring managers on selection decisions, assessment quality, and inclusive hiring practices.
  

4) Talent Management, Succession & Internal Mobility Enablement

• Support annual talent review processes by strengthening calibration, identifying critical roles, and building actionable development plans for high potentials and successors.

• Drive internal mobility practices by improving visibility of opportunities, career pathways, and practical mechanisms to enable movement across teams.

• Enable leaders to have better career and development conversations through tools, training, and structured templates.
  

5) Stakeholder Partnership & Culture Enablement

• Build strong partnerships with senior leaders, HRBPs, and COEs to ensure talent initiatives are adopted and sustained.

• Contribute to culture and leadership priorities—helping embed desired behaviours through talent programs, selection approaches, and development pathways.

• Establish KPIs and dashboards to measure effectiveness and ROI of development and acquisition efforts.

• Bachelor's degree required; postgraduate qualification and specialization in education, business, and/or related fields preferred.
• 8-12 years of relevant experience in education, training programmes, innovation ecosystems, or related domains, with senior level responsibility.

• Knowledge and experience in experiential learning / talent development programme design and delivery

Overview
Reporting to the HR Director, you will be responsible for the execution and management of compensation policies and programmes to support the organisation’s overall human resource strategies. You will ensure that all procedures are implemented in accordance with cluster HR and organisational policies and guidelines.

Key Responsibilities

• Identify, monitor and review compensation and benefits programmes within assigned areas to ensure external competitiveness, internal equity, harmonious employee relations, and cost effectiveness.

Requirements

• Minimum 8 years of relevant experience in Compensation & Benefits or HR rewards management.

• Experience in healthcare, public sector, or large complex organisations will be advantageous.

• Knowledge of change management methodologies will be an added advantage.

• Strong interpersonal, communication, and stakeholder management skills.
