HR Project Manager-Payroll (2 Year Contract)

We are hiring a HR Project Manager-Payroll to support a multi-country payroll transformation programme.

Responsibilities

• Manage payroll project activities including vendor transition, testing, UAT, cutover, and go-live support
• Coordinate across HR, Finance, HRIS, payroll vendors, and regional stakeholders
• Monitor project risks, timelines, compliance requirements, and issue resolution
• Prepare project reports, dashboards, and management updates
• Support change management, training, and user readiness activities

Requirements

• Degree in HR, Business, Information Systems, or related discipline
• 5+ years of HR project management experience
• Experience supporting payroll transformation or HR systems projects
• Knowledge of payroll operations, compliance, and HR governance
• Familiarity with SAP SuccessFactors Employee Central or similar HRIS platforms
• Strong stakeholder management and advanced Excel skills

Job Overview

The Assistant HR Manager (Payroll and HR Operations) is responsible for overseeing payroll processes and ensuring HR operations are efficient and compliant with regulatory standards. This role requires a thorough understanding of payroll systems, HR policies, and employee relations, providing support to the HR department in handling payroll processing, HR compliance, and operational tasks. The individual will play a key role in improving HR operations to enhance employee satisfaction and ensure accurate payroll administration.

Responsibilities:

• Managing the payroll system and performing payroll duties, including identifying, verifying and resolving discrepancies for local and overseas payroll
• Handle monthly payroll processing, including income tax, reimbursements, CPF payments, and tax filings for both local and foreign employees
• Ensure timely submission of monthly CPF payments, tax filing for both local and foreign employees
• Liaising with statutory bodies – IRAS, MOM, CPF, etc., with regards to employees’ remuneration
• Handle employees‘ queries on payroll related matters promptly
• Administer staff benefits and claims in accordance with Company policies
• Participating in continuous change management and payroll process streamlining
• Conduct market compensation & benefit benchmarking to ensure the competitiveness of benefit package
• Responds to all EEOC and other employee legal claims
• Prepare and submit surveys (MOM, CPF, SNEF, IMDA, Department of Statistics Singapore, etc.)
• Handle government claims and grants (e.g. NS/ Maternity/ Paternity/ PSG, etc)
• Oversee application and renewal of company licenses
• Supervise, train and develop the HR & Admin Team
• Administering project preparation
• Conduct regular review on payroll and HR processes to ensure adherence to compliance standards
• Manage WICA, Foreign Medical Insurance, and Public Liability Insurance
• Other ad-hoc duties as assigned.

• Minimum of 3 years of hands-on payroll experience

You will oversee payroll operations and benefits administration, ensuring accuracy, compliance, and timely delivery. This role also drives improvements in payroll processes, employee benefits, and HR operational controls.

Key Responsibilities

Payroll Management

• Manage end-to-end payroll processing, ensuring accurate and timely salary payments

• Review payroll inputs (allowances, deductions, claims, leave) for accuracy

• Ensure compliance with statutory requirements (CPF, IRAS, MOM, NS, etc.)

• Liaise with ERP vendors and internal stakeholders to resolve payroll issues

• Review payroll reports, reconciliations, and month-end submissions

• Maintain proper payroll documentation and records

• Support payroll-related audits

• Enhance payroll SOPs, controls, and workflows

Benefits Administration & Review

• Administer employee benefits (medical, insurance, leave, wellness)

• Review and improve benefits policies in line with organisational and market practices

• Liaise with insurers, brokers, and vendors on renewals and claims

• Analyse benefits usage and cost trends

• Support annual benefits reviews and new initiatives

HR Operations & Process Improvement

• Advise employees and managers on payroll and benefits matters

• Drive process improvements to enhance efficiency and employee experience

• Streamline HR processes and documentation

• Support HR systems implementation and enhancements

• Prepare HR reports and management updates

Team Supervision

• Supervise and guide junior HR/payroll staff

• Ensure timely and quality service delivery

Requirements

• 5–8 years of payroll experience, with exposure to benefits administration preferred

• Strong knowledge of Singapore employment laws and statutory requirements

• Experience with payroll systems and HRIS

• Strong analytical, organisational, and problem-solving skills

• High attention to detail and confidentiality

• Able to manage multiple priorities independently

• Strong ownership and accountability

• Good communication and stakeholder management skills

• Proactive with a continuous improvement mindset
