Job Description

• Manage and oversee daily HR and administrative operations in Singapore.
• Lead end-to-end HR processes including recruitment, on boarding, confirmation, promotion, and employee exit.
• Review and supervise payroll preparation, attendance records, and leave administration to ensure accuracy and compliance.
• Assist in monthly payroll preparation, including collecting attendance data, overtime records, and allowance details.
• Ensure compliance with MOM regulations, statutory requirements, and company policies.
• Manage foreign employee matters including work pass applications, renewals, and related documentation.
• Liaise with government authorities (e.g. MOM, CPF Board, IRAS) on HR-related matters when required.
• Oversee office administration, procurement coordination, and general office operations.
• Support and coordinate HR and administrative matters for overseas offices and regional operations.
• Drive improvements in HR processes, administrative systems, and operational efficiency.
• Provide HR advisory support to management and assist in employee relations matters.
• Undertake special projects assigned by the Director.

Requirements

• Diploma/Certificate in Human Resources or related field
• Minimum 5 years of HR working experience;
• Familiar with Microsoft Word, Excel, basic Outlook IT knowledge;
• Good communication skills and likes to interact with all levels of people.

We are seeking a skilled and proactive HR Manager to lead our human resources operations and support our growing team. The ideal candidate will play a key role in shaping company culture, managing employee relations, and ensuring HR policies align with organizational goals.

Key Responsibilities:

Oversee recruitment, onboarding, and talent management processes

Develop and implement HR policies and procedures

Manage employee relations, performance reviews, and conflict resolution

Ensure compliance with labor laws and company standards

Lead training and development initiatives

Monitor HR metrics and provide strategic recommendations

Manage the full spectrum of HR management functions (manpower planning, recruitment, onboarding, training & development, policies review, payroll verification, monthly HR reports, etc)
Handle the full spectrum of recruitment and hiring process of management staff and workers, including work pass matters
Provide HR direction and support to the management team
Plan, budget, and execute employee welfare program
Check, reconcile and validate to ensure all payroll transactions and claims are processed accurately and timely
Process accurate and timely reports for submission to IRAS, CPF, and other relevant authorities
Ensure compliance with regulations with CPF, IRAS, MOM, WDA, and other agencies
Prepare employment contracts, HR letters, correspondence, and other HR-related documentation
Create and maintain data, from employee data files, exit interviews, turnover statistics, and absenteeism reports to identify trends, training needs and supervisory issues
Manage WDA training grants, course registration, and all training record
Manage insurance renewal
Manage employee exit/resignation process including conducting exit interviews
Work with managers to provide advice, assistance, and follow-up on employee inquiries relating to administrative support, employee benefits, HR policies and practices
Work across boundaries and cultures to ensure compliance with HR processes and procedures
Review and take responsibility for improving service quality and processes
Provide assistance and administrative support to any other HR project and duties as assigned
Job Requirements:
Minimum 2 years of related working experience in a related field
Must be bilingual in English & Chinese to liaise with Chinese-speaking internal/external personnel

Job Responsibilities:

• Act as the key HR business partner to management and project teams on all HR-related matters, ensuring compliance with company policies and Singapore employment regulations.
• Lead and manage the full spectrum of HR functions, including recruitment, onboarding, employee relations, performance management, compensation & benefits, and offboarding processes.
• Develop and implement manpower planning strategies, including forecasting workforce requirements for ongoing and upcoming projects.
• Prepare and manage manpower costing, budgeting and headcount planning, ensuring alignment with project budgets and business objectives.
• Monitor and control HR operating budgets, including recruitment costs, training expenses, and employee-related expenditures.
• Oversee end-to-end recruitment activities, including sourcing, interviewing, selection, salary benchmarking, and offer management.
• Manage relationships with recruitment agencies, educational institutions, and external partners for talent pipeline development.
• Oversee all work pass applications, renewals, cancellations, and ensure full compliance with MOM regulations and reporting requirements.
• Ensure timely coordination of medical examinations and statutory compliance for foreign workers.
• Lead employee relations and disciplinary matters, providing guidance and resolution in accordance with company policies and local labour laws.
• Oversee payroll processes, including review of payroll, overtime calculations, and statutory submissions.
• Manage and ensure proper maintenance of HR systems and employee records, ensuring data accuracy and confidentiality.
• Prepare and present HR reports, manpower analytics, and dashboards to management for decision-making.
• Drive training and development initiatives, including identifying training needs, coordinating with training providers, and supporting workforce upskilling.
• Lead and participate in HR projects, process improvements, and policy development initiatives.
• Ensure compliance with statutory requirements including MOM, TAFEP, BCA and other regulatory bodies.

Job Requirements:

• Degree in Human Resource Management, Business Administration or related discipline.
• Minimum 5–8 years of relevant HR experience, preferably in construction or managing blue-collar workforce.
• Proven experience in manpower planning, budgeting, and HR cost control.
• Strong knowledge of Singapore employment laws, MOM regulations, and work pass processes.
• Experience handling payroll, employee relations, and full HR operations.
• Familiarity with HR systems (e.g. Whyze HR or equivalent) will be an advantage.
• Strong analytical, communication, and interpersonal skills.
• Ability to work in a fast-paced, project-based environment.
