People & Culture:

• Serve as the first point of contact for employee queries and people communications
• Organize company events and employee milestone celebrations

Vendor Management:

• Liaise with 3rd party HR and EOR platforms (e.g. Multiplier, Deel, or equivalent)
• Manage relationships with external HR service providers as required

Requirements:

• 3 to 7 years of HR experience, ideally within an Tech Consultancy or Professional Services environment
• Strong working knowledge of Singapore Employment Law, MOM regulations, CPF rules, and the Employment Act
• Hands-on experience with work pass applications and MOM portal
• Familiarity with IRAS processes (GST, ECI, IR21, IR8A, AIS withholding tax), ability to liaise confidently with Regional Finance Team
• Experience with 3rd party HR/EOR vendors (Multiplier, Deel, etc.)
• Payroll and CPF processing experience preferred
• Excellent written and verbal communication skills in English
• High attention to detail, discretion, and the ability to manage multiple priorities independently

Core Mandate:

Own vessel-level manning control and support day-to-day operational coordination to ensure safe, compliant, and efficient deployment across the fleet.

Key Responsibilities:

Manning Control (Primary) – SG Shipping and SeaCabbie

• Ensure safe manning of all vessels (cargo boats and passenger boats) in line with Maritime and Port Authority of Singapore requirements
• Track and manage crew allocation across multiple vessels
• Monitor and optimise Work Permit (WP) quota utilisation per vessel
• Validate crew readiness prior to deployment:Correct role and vessel assignmentValid certification (with HR)Valid work pass (with HR)
• Act as deployment control point:Flag and prevent non-compliant or understaffed sailings

Operations Administration

• Manage Delivery Orders (DOs) and job documentation
• Maintain accurate trip and crew records
• Support job tracking and execution visibility
• Ensure only crew with valid and active insurance coverage, signed SEAs, and safety trainings (as confirmed by Admin and HR respectively) are assigned for deployment; escalate any gaps prior to vessel sailing.

Coordination

• Work closely with:Ops → deployment and schedulingHR → compliance and documentation
  
• Escalate: Crew shortages Quota breaches Certification gaps

About The Role

HR Executive/Officer (Operations) manages day-to-day HR processes, ensuring smooth employee lifecycles, compliance, and data accuracy. Key duties include managing off-boarding, payroll support, and HRIS maintenance.  They drive operational efficiency through process improvements, policy implementation, and reporting. 

What You Will Be Doing

• HR Operations & Administration: Oversee daily HR operations, including maintaining personnel records, managing HRIS systems, liaise with Business Unit Teams on salary administration such as preparing related letters etc
• Offboarding: Manage end-to-end employee off-boarding such as resignation approval process, preparing letter of acceptance, updating/informing resignees of leave status and clearance
• Compliance & Policy Implementation: Ensure compliance with labour laws, implement company policies, and keep employees informed of changes
• Payroll & Benefits Support: Liaise with the parent company on payroll administration, documentation, attendance tracking, overtime checking and submission
• Employee Relations: Act as the first point of contact for employee queries and resolving issues
• Handle MOM related survey:  Generate information from the HRIS, analyze, and submit all related MOM survey on-time
• Others:  Assist in benefits administration and other ad-hoc reporting such as turnover metrics and other related HR reports

We’re Looking For Someone Who’s

• Previous experience in HR operations or a similar administrative role is preferred
• Proficiency in MS Office Suite 
• IT savvy and strong organizational skills, attention to detail, good communication, and problem-solving abilities
• The person must maintain high data integrity and ability to handle sensitive employee information and discretion
• Diploma holder, preferably in Human Resources
