Claim Recovery Specialist, Health Claim Services

Contract: 6 Months

Location: Raffles Place

Working Hours: Monday – Friday, 9:00 AM – 6:00 PM

Salary: $2,800 – $3,000 (depending on experience)

Completion Bonus: 0.5 month upon completion of 6-month contract

Job Purpose:

You will coordinate, investigate, and recover claims by pursuing responsible third parties through subrogation efforts, while supporting policyholders and customers throughout the claims recovery process.

Key Responsibilities:

• Demonstrate technical proficiency in claims recovery and ensure recovery targets are met.
• Engage with policyholders daily to gather information and support submission of claims to third parties.
• Communicate effectively to persuade and guide policyholders through the claims recovery process.
• Handle inbound and outbound calls in accordance with standard operating procedures.
• Maintain accurate tracking and documentation of call activities and outcomes.
• Ensure compliance with internal policies, business standards, and regulatory requirements.
• Identify and escalate potential risks or concerns, and share best practices for risk management.
• Stay updated on industry trends, regulatory changes, and emerging risks to safeguard the organization.
• Support any ad-hoc tasks or projects assigned by the supervisor.

Requirements

• Diploma or Bachelor’s Degree in Insurance or related discipline, or equivalent experience.
• 1 year of experience in insurance claims recovery or customer service.
• Good interpersonal, analytical, and negotiation abilities.
• Strong organizational and time management skills.
• Team player who is also able to work independently.
• Knowledge of life insurance policies, regulations, and subrogation processes is an advantage

Role Overview

We are seeking a Finance Manager to oversee finance operations within our health insurance and third-party administration (TPA) business. This role will be responsible for revenue (premium income), accounts receivable, treasury, financial reporting, forecasting and budgeting. You will oversee assigned entities or portfolios, ensuring accuracy, compliance, and timeliness of financial processes.

This role also partners closely with business units (e.g. claims operation, marketing and Actuarial) to support financial governance, improve processes, and strengthen internal controls, while contributing to system enhancements and finance transformation initiatives.

Key Responsibilities

1. Financial Operations and Reporting

• Manage the full set of accounts for assigned entities, including month-end and year-end closing.

• Oversee premium billing, revenue recognition, accounts receivable, and related reconciliations.

• Prepare timely and accurate management reports, financial statements, and variance analysis.

• Support budgeting and forecasting processes, including monitoring performance against plan.

• Ensure proper documentation, supporting schedules, and audit trails are maintained for all transactions.

2. Regulatory Compliance and Internal Controls

• Ensure compliance with applicable accounting standards, including SFRS/IFRS, and internal finance policies.

• Support statutory audits, tax compliance, and regulatory reporting where required.

• Maintain and enhance internal controls across core finance processes.

• Monitor credit control activities, including ageing analysis, collections follow-up, and provisioning assessments.

3. Revenue and Claims Finance Support

• Partner with operations and claims teams to ensure accurate recording of premium income and claims-related transactions.

• Support claims provisioning and reconciliation processes.

• Investigate and resolve discrepancies between operational reports and finance records.

4. Systems and Process Improvement

• Support finance-related system enhancements, automation projects, and transformation initiatives.

• Work with IT and business stakeholders to improve system logic for billing, collections, reconciliations, and reporting.

• Drive continuous process improvements to enhance operational efficiency, accuracy, and control.

• Perform data analysis to identify trends, exceptions, and opportunities for improvement.

5. Business Partnering

• Provide financial insights and support to business units on operational performance and cost management.

• Partner stakeholders to ensure financial considerations are embedded in business decisions and process changes.

• Support assessment of new initiatives, contracts, and operational changes from a finance and control perspective.

6. Team Supervision and Development

• Supervise and review the work of finance executives and accountants.

• Provide coaching, guidance, and technical support to team members.

• Ensure deliverables are completed accurately, on time, and in line with policy and control requirements.

7. Ad-hoc Projects

• Participate in cross-functional projects and finance transformation initiatives.

• Support management with ad-hoc analysis, reporting, and project work as required.

Requirements

• Degree in Accountancy, Finance, or related discipline.

• Professional qualification such as CA, CPA, or ACCA preferred.

• 5 to 8 years of relevant experience, preferably in insurance or financial services.

• Strong experience in full set accounting and financial reporting.

• Exposure to insurance operations, such as premium billing, claims, underwriting, or policy administration, would be an advantage.

• Prior experience supervising a small team preferred.

• Sound knowledge of accounting standards and internal control practices.

• Strong analytical, problem-solving, and organisational skills.

• Hands-on, meticulous, and able to manage multiple priorities in a fast-paced environment.

• Good interpersonal and communication skills, with the ability to work effectively across functions.

Job Requirements

• Degree in Accountancy or degree holder (major in Accountancy or Finance or equivalent)
• Minimum 6 years of related working experience
• Membership of a professional body, e.g., ISCA or ACCA is advantageous
• Possess strong analytical skills and able to work independently in a dynamic and fast paced environment with minimal guidance
• Proficient with Tableau, Power BI, business intelligence tools, and data visualisation techniques are desired
• Good communication and interpersonal skills to get buy-in from stakeholders
