Job Summary

We are seeking a client-focused Estate Planner to deliver comprehensive estate planning services, including wills, trusts, business succession, and legacy funding, while engaging clients through seminars and personalized consultations.

Responsibilities

• Plan and draft Wills and Lasting Power of Attorney (LPA) documents to ensure clients’ estate wishes are legally documented and executable
• Conduct corporate and public seminars to educate clients and stakeholders on estate planning strategies and legal considerations
• Create and manage Family Office structures and Trusts to protect and grow client assets effectively
• Develop and implement business succession plans to secure continuity and legacy for client enterprises
• Advise clients on legacy funding options to support philanthropic goals and long-term wealth transfer
• Communicate clearly and confidently with clients to understand their needs and provide tailored estate planning solutions to resolve their issues in their Will and LPA

Role:
Property Officer (Town Council / Up to $3800)

• Singapore Based (Ang Mo Kio Town Council)

• 5 Days work per week (8.30 am -6.00 pm (Mon-Fri)

• Required to attend RN meetings & MP walks during weekday night or weekends. Usually, it is pre-planned.

• Junior: $2,800- $3,200 + HP allowance + VB + AWS ; Senior: $3500 to $3800 + HP allowance + VB + AWS

• Diploma in Facilities Management Services / Estate Management / Building Maintenance / Engineering or related fields. + Minimum 1 years of relevant work experience in managing township properties/operations.

• Strong understanding of public housing estate management, government regulations, and compliance standards will be advantageous.

Job scope:

This role includes overseeing property upkeep, managing residents/tenants feedback and enquiries, supervision of pest management, estate inspections and ensuring compliance with all relevant regulations, leads the proper administration of the division, including cost management, verification of work done and performance management of vendors.

Your job responsibilities include but not limited to the following:

Work closely with the senior management, Members of Parliament (MP) and grassroot leaders in the management, preventive maintenance and improvement of the common areas of the public housing estates and commercial properties.

Deliver excellent services to the residents, grassroot leaders and MP.

Ensure all contractual obligations of the Service Agreements are fully complied with, attainment of green band ratings in cleanliness and maintenance scores in Town Council Management Report (TCMR) and related indicators in Municipal Satisfaction Surveys (MSS).

Plan and supervise the cyclical maintenance of the estate, including regular maintenance of the water pump, roof top, lifts, pump rooms, lamp posts, bin centres and installation works, etc are carried out in conformance with all building, security and statutory requirements.

Support works and services carried out within the Town comply with the Workplace Safety & Health (WSH) Act and Authorities’ requirements.

Supervise and ensure Pest Control Officers engaged by Council regularly treat, deter and cull pests in our estate, in accordance with contractual obligations.

Supervise and ensure the prompt attention to residents’ feedback by vendors, verification of work done and timely payment to vendors.

Engage residents, grassroot leaders and MP to plan and supervise improvement and upgrading projects such as construction of covered linkways, upgrading of children playgrounds and Neighbourhood Renewal Program (NRP) and etc in the HDB estates.

Assist to handle both Property Management and Project Management Services and be familiar with the various procedures of applications, submission processes and enforcement matters.
Any other tasks / projects as assigned by the management.

Job Description & Requirements

· Work in a team to manage the day-to-day estate operational matters in the Division

· Report to Property Manager of the division

· Involve in the inspection of horticultural works, conservancy cleaning, upgrading building projects, building maintenance issues and all other estate maintenance related works

· Manage and maintain residential and commercial properties in the division

· Liaise with and supervise contractors

· Attend and follow up on feedback from residents

· Carry out enforcement actions related to common property and open space by laws

· Prepare and maintain proper admin and paper documentation

. Any other related duties as instructed by the Property Manager

Assist and support Planning Executive to prepare and update project schedule and program at different construction stage.

Duties include:
- Project Schedule: update timeline and milestone using project management software.
- Resource Allocation: estimate labor, equipment & material to meet project demand and optimize productivity.
- Risk Management: Identify potential delays, cost overruns, or safety issue and implement contingency plans.
- Coordinate & Collaborate: Work closely with all parties to align project elements & objectives.
- Monitor & Report: Track project progress, adjust schedule when needed and provide regular updates.
- Compliance: Ensure adherence to legal, environmental, health & safety regulations throughout project cycle.

Requirements:
- Proficient in Primavera P6
- Bachelor's degree in civil engineering
- Min 3 years' experience in related field

Job Purpose

Assist the Manager in overseeing the following: 

 1. Ensure safety and maintenance of designated properties, complying with regulations, and recommend improvements for a safe and functional space.

2. Lead the in-house maintenance team in daily facilities maintenance.

3. Supervise contractors, ensure contractual obligations, and maintain smooth building operations.

4. Address tenant/client feedback, recommend and implement remedial actions.

5. Foster good relations with staff, contractors, and management.

6. Manage recordkeeping, audits (MSF, NEA-ES, internal),and defects management.

7. Support Manager on renovation projects, tender processes, management reports, and contractor management.

8. Perform ad-hoc assignments as assigned by Management.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Functional: 

 1. Administrative Support: 

• Responsible for general clerical and administrative tasks, ensuring compliance with audit requirements.

• Provide administration and operational support for project management, rectification works, tender/contract documents, site inspections, and meetings.

2. Building Inspections and Maintenance: 

• Oversee building inspections and maintenance of fire protection systems and other building‑related works.

• Manage term contractors and inspect completed jobs.

3. Meeting Support: 

• Assist the Estate Manager during meetings (project discussions, legal proceedings, minute-taking).

4. Report Writing: 

• Draft reports, descriptions, findings, conclusions, recommendations, cost estimates, and opinions.

5. Surveys and Liaison: 

• Participate in surveys and liaise with government agencies.

6. Report Preparation: 

• Prepare various reports (Quarterly Report for MSF Review Committee, Estate Building Committee, etc.).

7. Key Management: 

• Monitor key distribution, safe keeping, recording, and updating.

8. Budget Monitoring: 

• Track building maintenance budgets and report expenditures to the Estate Manager.

9. Contractor Management: 

• Liaise with suppliers/contractors for repair, maintenance, and servicing.

10. Tenant Support: 

• Attend to complaints/feedback from tenants and provide follow-up (Freshdesk system experience advantageous).

 11. Emergency Response: 

• Assist with emergency responses, evacuations, and table-top exercises.

12. Cleaning Supervision: 

• Supervise cleaning personnel, conduct bi-annual cleaning audits, and prepare ECC cleaning/disinfection checklists.

13. Presentations: 

• Conduct PowerPoint presentations on estate job scope and cleaning regimes.

14. Committee Involvement: 

• Participate in Fire Safety, EMT, and PDPA committees.

15. Document Management: 

• Draft SOPs, MOUs, and Facility Sharing Agreements; manage/upload documents to DMS.

16. Procurement: 

• Responsible for initiating quotation and tender exercises, including conducting PriceQuality Matrix (PQM) evaluations and quotation comparison assessments for term contracts and tenders.

17. Payment Processing: 

• Raise claims, payment requisitions, invoices, and petty cash using the AG Portal System.

Managerial: 

1. Staff Development: 

• Provide coaching and guidance to junior staff (Estate Officers/Maintenance Officers). 

2. Supervision: 

• Supervise ground staff for inspection and repair work. 

• Monitor cleaners' performance and behavior. 

3. Internship Management: 

• Monitor and provide guidance to interns on estate management and liaise with schools.

Organizational: 

1. Fundraising and Commitments: 

• Participate in fundraising activities and other commitments undertaken by Boys' Town.

2. Collaboration: 

• Work closely with other staff, departments, and components of Boys' Town.

3. Additional Duties: 

• Responsible for other duties assigned by the Executive Director or representative, as needed.

Requirements: 

• Diploma or degree in Building Management, Estate Management, Facilities Management, or related fields.

Job Description

• Preparation of MEP project schedule and planning using Primavera P6 / Microsoft Project in accordance with the master schedule of main contractor.
• Monitoring of progress of the MEP work schedule against master schedule and implementation of delay recovery actions where necessary, in consultation with project director/manager.
• Update of site progress of MEP and builder’s works with as-built work programme and photographic records to check against master implementation programme.
• Tracking and analysis of delay events or Extension of Time (EOT) claims.
• Assisting in the preparation of EOT claims.
• Preparation and update of monthly and weekly project progress reports with programme analysis, weekly accomplishment reports, photographic records and status of critical path, recommendation and addressing programme issues relating to entire timely project completion.
• Provision of regular reports to the site contracts team for monitoring site activities in terms of contractual changes, variations and disruptions.
• Deployment will be site based at Site Office depending on project needs.
• Taking instructions directly from Project Director/Project Manager on site.
• Reporting to Contracts Manager and Department Head and taking instruction from any one of them for all matters relating to construction planning and working closely and jointly with Contracts Administrator.

Requirements:

• Possess at least a Diploma, Advanced/Higher/Graduate Diploma in Engineering (M&E) or equivalent.
• Good knowledge in MS Excel, MS Project, Primavera (P6).
• At least 5 year(s) of working experience in the related field.
• Willing to travel (multiple sites office within Singapore).
• Able to work under pressure and multi-task in a fast paced and intellectually demanding environment, team player.
• Able to work independently with the fast track projects.
• Preferably experienced in scheduling M&E services.
