The Quantity Surveyor manages all cost and contractual aspects ofsecurity systems projects, ensuring financial control, profitability, andcompliance with contractual requirements.

Key Responsibilities

• Prepare cost estimates and tender submissions for security systems projects
• Analyze project costs including equipment (cameras, servers, storage, cabling, fibre)
• Evaluate subcontractor quotations specific to security and ELV systems
• Manage progress claims, variation orders (VO), and final accounts
• Track project expenditure and ensure cost efficiency
• Support procurement of security systems and related infrastructure
• Administer contracts in accordance with industry standards
• Provide cost advice to project teams and management
• Maintain proper documentation for claims and financial reporting

Requirements

• Degree/Diploma in Quantity Surveying, Construction Management, or related field
• Minimum 3–8 years of experience in security systems / ELV / ICT project cost management
• Strong knowledge of contracts (FIDIC, SIA, or equivalent)
• Familiarity with CCTV, VMS, access control costing and BOQ preparation
• Strong analytical and negotiation skills

Job Responsibilities :

• Lead and manage the full tendering process, including pre-qualification, commercial and technical submissions.

• Develop and standardise tender procedures, pricing formats, schedules of rates, and technical data.

• Review cost estimates, conduct risk assessments, price analysis, and value engineering to ensure competitive tenders.

• Coordinate and chair tender meetings, prepare reports, presentations, and recommendations to management.

• Attend tender interviews, site show rounds, and negotiate with clients until contract award.

• Liaise with consultants, clients, QS, and project teams to review design briefs and tender specifications.

• Prepare tender budgets upon award and conduct project handover and kick-off meetings.

• Manage tender queries and ensure timely preparation and submission of clarifications.

• Monitor market trends, upcoming tenders, and benchmarking data.

• Conduct post-tender and post-contract reviews for continuous improvement.

• Provide guidance and training to junior staff on tendering, cost control, and contract administration.

• Maintain strong client relationships and support business development initiatives.

• Perform other duties as assigned by management.

- Support procurement with cost analysis and subcontractor pricing reviews.

- Monitor project expenditures and implement cost control measures.

- Assess variations, changes, and their impact on project costs.

- Prepare and review cost estimates for variation works.

- Review and certify progress payment claims in accordance with contracts.

- Support contract administration, claims evaluation, and cost reporting.
