What The Role Is
As an Engineer in the Operations and Policy (O&P), the job holder is expected to assist Dy Director STRMO to develop and implement operational plans and polices that transforms four Capability operations centres namely Cybersecurity Operations, Network Operations, Building and Facilities Operations, Platform Operations into an integrated 24/7 Home Team Sustainment Centre (HTSC) for routine operations, any other Science & Technology support required by the Home Team Departments (HTD) during major operations, and incident management.
The Engineer O&P will work closely with the four operation centres to understand the existing processes and identify processes that can be integrated across the four operation centres for real-time detection and mitigation of incidents by the HTSC, as well as timely and accurate reporting to HTX senior management and relevant stakeholders.
What You Will Be Working On
- Develop the operational plans and policy (OPP), to support the transformation of the four operations centres to an integrated HTSC.
- Work closely with the operations management team of the four operation centres to develop OPP that are aligned with the objectives of the integrated HTSC.
- Provide staff guidance and support to the operations management team to align standard operating procedures (SOP) with the underlying principle of the OPP.
- Analyse and evaluate operational processes and procedures to identify areas of improvement.
- Monitor the effectiveness of the OPP to meet the objectives of the HTSC.
- Develop performance metrics to measure operational performance of the HTSC.
- Develop contingency plans to scale up operations of the HTSC to meet ad hoc operational requirement of the Home Team Departments (HTDs), especially in the event of major disaster, heightened security, or pandemic.
- Engage HTDs to address any gaps in the HTSC operations and follow up to recommend improvements to the operational policies and procedures.
- Provide staff support to HTSC Steering Committee and Management forums on all HTSC OPP matters.
What We Are Looking For
- Tertiary qualifications in Science, Engineering, Information Technology or equivalent.
- Minimally 5 years of work experience in operations planning and contingency planning.
- Having policy development and writing experience would be advantages.
- Being able to work independently, being analytical with excellent interpersonal, communication and proficiency in Microsoft Office (powerpoint, excel) skills are required.
- Possess good writing skill.
- Attention to details and ability to maintain accurate records for knowledge management.
- Having digital infographics skill to create digital communication materials, performance dashboard etc.
- Able to build consensus across different functions, stakeholders and partners and give advice on HTSC SOP and the underlying principles.
- Continuous learning mindset to implement improvements in HTSC operations.
- Team-player mindset is necessary, as the jobholder may be required to assist in other duties if needed.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
