At Family Life Group (FLG), our mission is to build strong and resilient families, and support them through all stages of life towards the vision of making Singapore a great place for families. The Services Division administers Government services and schemes that enable and encourage family formation.
The Leave Unit administers the Government-Paid Leave Schemes (GPLS), which support parents in having and raising children. The Leave Unit oversees the end-to-end delivery of GPLS, including reimbursement processing for employers and self-employed persons, while ensuring consistent and accurate implementation.

As an Ops-Policy officer in the Masterplanning Team, you will drive the end-to-end design and implementation of Government-Paid Leave Schemes (GPLS).
You will operate at the intersection of policy, legislation, operations, and system design to translate policy intent into implementable, system-ready solutions. You will play a central role in shaping how national policies are operationalised, ensuring they are not only sound in intent, but also workable in practice and resilient in execution.
Key Responsibilities
1. Ops-Policy
- Lead ops-policy reviews on complex workstreams, including the design and refinement of Government-Paid Leave schemes.
- Collaborate closely with policy and legislative stakeholders to support Marriage & Parenthood initiatives, including working with the Attorney-General’s Chambers (AGC) and Legal Unit where legislative amendments (e.g. CDCA) are required.
- Balance policy objectives with operational realities, situating issues within broader Ministry and Whole-of-Government priorities.
- Engage key stakeholders (e.g. MOM, Tripartite Partners and Companies) to ensure effective implementation.
- Develop clear policy positions and recommendations, synthesising technical detail and trade-offs into coherent courses of action.
2. Masterplanning
- Serve as the “nerve centre” for the Leave Unit, ensuring coherence across policy intent, operations, systems, and end-to-end processes.
- Drive alignment between policy design and system/operational implementation to enable scalable and sustainable delivery.
- Embed governance considerations, including compliance and misuse prevention, into scheme and workflow design.
- Analyse operational data and ground feedback to identify systemic issues and drive upstream improvements.
3. Performance Monitoring & Analytics
- Lead the development and management of performance tracking frameworks (e.g. OKRs).
- Define key metrics and monitor progress against strategic objectives.
- Deliver regular insights and analysis to support decision-making, accountability, and continuous improvement.
Competencies Required
- Strong policy analysis skills, with the ability to translate legislation into implementable operational frameworks
- Experience in process design and service improvement
- Data analysis capabilities to assess implementation effectiveness and identify trends
- Strong stakeholder management skills, including working with policy, legal, and operational stakeholders
- Excellent written and verbal communication skills
- Initiative and drive to identify and implement improvements
- Adaptability in a dynamic policy and operational environment
- At least 5 years of relevant experience in ops-policy and/or service delivery is preferred
