What You Will Be Working On

PSD Cumulus has been onboarding Statutory Boards (agencies) across the Public Service onto a common cloud-based enterprise management system, Workday. The system provides a unified solution for Human Capital Management (HCM), Payroll and Finance with the aim of improving business efficiency and organisation performance. The Cumulus team has onboarded 43 agencies so far.

[Specific Job Responsibilities]

Reporting to the Cumulus Director, you will be responsible for managing the Human Resources Information Systems (HRIS) to enable HR transformation, optimise system capabilities to effectively support HR policies, workforce management and operational efficiency in areas such as recruitment, performance management, compensation & benefits, and employee development.

The role includes working with a large, diverse group of agencies across the Public Service, and in collaboration with other PSD clusters, to conceptualise, design and develop suitable process and solutions which are critical for the next generation HR system that will support the Public Service Transformation. You will need to build positive relationships through appropriate management of stakeholder expectations and ensure quality delivery of tasks by team members.

[Work Experience & Competencies]

An ideal candidate should possess the following:

  • [Thinking Clearly and Making Sound Judgements] Ability to work through user needs and methodical solutioning with a strong eye on configuration options and possibilities. Assesses and make decisions balancing operational needs, policy intent and system constraints. Ability to articulate the rationale for moving solutions forward clearly to the team, and able to lead discussions with the key stakeholders including the agencies, Workday and system integrator. Has the curiosity to try new ways to solution with a keen eye on improving UX.
  • [Experience in Enterprise Systems] Have experience in managing large-scale enterprise systems and ensure system supports standardisation, scalability and long-term sustainability. Prior experience in working on HR systems (especially Workday) is an advantage.
  • [Working Effectively with Stakeholders] Ability to engage stakeholders to gather feedback, identify gaps in meeting their needs, manage divergent views and communicate system solutions to them effectively. You should possess strong written and oral communication skills to influence stakeholders towards common outcomes.
  • [Project & Change Management] Strong planning and analytical skills with ability to leverage the use of data and research to manage project milestones and drive initiatives. You should have knowledge of change management principles, methodologies and tools; and experience in executing communication and engagement plans to achieve effective project implementation.
  • [HR Policies and Processes] Sound understanding of HR policies and practices in the Public Service, and ability to translate and incorporate them into the HR system. Able to balance policy compliance with operational practicality and user experience and provide feedback to policy cluster.
  • [People Leadership and Capability Building] Lead and develop the team in system ownership, data management and continuous improvement.

    You should also be comfortable with working in a fast-paced environment.
