What The Role Is
The Syariah Court (SYC) is a key institution for the Singapore Muslim community and seeks to be a reliable, dynamic and just court which inspires confidence to best serve the Muslim community. The Registry of Muslim Marriages (ROMM) aims to be a world class marriage institution that provides to the building of strong and stable families.
You will assist to manage the accounting practices for SYC and ROMM and ensure proper planning, utilisation and disbursement of funds according to the procurement procedures and guidelines.
What You Will Be Working On
You will assist to:
- Manage a spectrum of finance and procurement related activities for SYC and ROMM. This includes financial accounting and reporting, payments processing, accounts receivables, procurement etc.
- Review and enhance the finance and procurement systems and processes as well as the standard operating procedures (SOPs) for greater efficiency and effectiveness in SYC and ROMM.
- Monitor and manage the budget utilization for SYC and ROMM and ensure compliance to financial regulations and guidelines.
What We Are Looking For
Work Experiences
- At least 5 to 8 years of relevant experience in accounting/finance/procurement in the public sector.
Competency Requirements
Governance & Risk Management - Demonstrate intermediate knowledge of concepts and principles of good governance, internal controls and risk management strategies
- Assist to review and evaluate the organisation’s internal control framework and risk strategies
Budget Planning & Administration - Demonstrate intermediate knowledge and advise on prevailing principles, policies and regulations of budget planning and administration
- Communicate the annual budget policy requirements and budget cycle timeline clearly to business units and stakeholders
Financial Reporting - Demonstrate intermediate knowledge of the current financial reporting principles and standards
- Monitor latest updates, revisions and new pronouncements that will affect accounting treatments and presentation of financial results
Contract Management - Analyse terms and conditions of contract to identify rights and obligations of all parties as well as scope of deliverables
- Provide recommendation on standard contract terms and conditions to facilitate commencement of sourcing cycle
- Apply contract monitoring methods and collect information from contract control points to assess contract performance
- Execute contract management procedures and techniques to support customised contract monitoring approach
Procurement Operations - Oversee procurement operations, processes and execution to minimise lapses and noncompliance
- Monitor execution of procurement operations for accuracy and consistency with policies and processes
- Identify areas of improvement in procurement operations processes
- Manage non-complex communications on contractual obligations between suppliers and end-users
Personality traits - Ability to multi-task and work independently in a fast-paced environment.
- Strong collaborative mindset with the ability to build rapport and work effectively with diverse teams and stakeholders at all levels.
