WHAT YOU WILL DO

• Provide leadership and management of all quality control, micro / sterile, quality assurance, and regulatory compliance functions to effectively support all our manufacturing plants in Singapore to supply new product transfer activities as a cost effective, high quality, business and cGMP compliant organization.

• Manage all on site Quality functions e.g. quality control, quality assurance, regulatory compliance, provide quality oversight for all GMP activities on site in line with our Quality Management Systems and in compliance to applicable regulatory guidelines.
• Drive divisional and site strategies on site, build robust quality systems and quality culture.
• Maintains laboratory areas and manages release of all raw materials, components and manufactured products (bulk drugs, interplant intermediates, dosage forms, and materials for clinical trials) and assures production complies with approved processes, regulatory and corporate requirements.
• Ensures investigations are performed to resolve production abnormalities and customer complaints.
• Lead, guide, develop and sustain a highly flexible and motivated business unit team to deliver quality support which are timely, cost effective, cGMP and business compliant.
• Set direction, strategies, champion innovation, and continuous improvement within the department to take the Quality function to successively higher performance platforms.
• Lead in the systems development of business, quality, safety, process and personnel recruitment, development, and succession in Quality department
• Network with internal and external parties to develop robust infrastructure of Quality support systems e.g. corporate directives\initiatives, application of our Quality Management Systems, harmonizing and synergizing best practices etc
• Facilitate the communications with regulatory agencies to support required compliance and business needs.
• Partner with site leadership team to develop business and organizational direction, design and execution of management strategies.
• Participate in EHS, Business Compliance, cGMP and all other compliance-related matters, where applicable. This can include specific duties involving in maintaining qualified status of equipment by timely application of and reporting exceptions to the GMP systems supporting the qualified state.
• Supervise and oversee Third Party Contractors, where applicable.

WHAT YOU MUST HAVE

• Bachelor’s Degree or higher in a related Science, Chemical Engineering or technical field
• 10+ years relevant experience in a quality assurance and other function (e.g. operations, technical, etc) in pharmaceutical manufacturing environment, supplying to highly regulated markets such as FDA and EMA
• Experience of active pharmaceuticals, tablets, sterile and biotech operations and inhalation products preferred.

JOB DUTIES:

• Work closely with the Product Owners and Product Managers to understand and stay in-sync to the organisation’s vision of next generation integrated best-of-suite enterprise solutions.

JOB REQUIREMENTS:

• Bachelor's Degree of Computing, Software Engineering, IT or related field.
• Over 10+ years of related work experience in leading a team of Quality Assurance (QA) professionals in enterprise-scale turn-key projects and large-scale customer facing systems, preferably in fast-paced tech, IT or gaming industry.
• Experienced in quality assurance and quality control of scalable, maintainable, extensible, web-based enterprise grade applications with web-based and mobile app-based interfaces.
• Excellent documentation skills in drafting clear and concise test scenarios, test cases, along with in-depth knowledge of product QA strategy and methodology.
• Knowledgeable in automated testing setting up automated testing frameworks, pipelines, processes and familiar with various automated testing tools such as JMeter, Jenkins, Selenium, Appium, BrowserStack, Cucumber.
• Proficient in Java and other programming languages which are commonly used in an automated testing environment.
• Experienced practitioner in agile frameworks such as scrum, lean or extreme programming.
• Willing to roll-up one’s sleeves and provide a hands-on help to the team.
• Strong time management skills, ability to meet tight deadlines and successfully juggle multiple projects simultaneously.

DUTIES AND RESPONSIBILITIES Service/operational management Provides operational management support for all services within directorate, working closely with the clinical service manager, clinical director and clinical leads, departmental heads and divisional management team. Implements effective and appropriate performance management systems and processes to ensure delivery of performance targets. Ensures that inpatient and outpatient services within the directorate are used to best effect, achieving utilisation targets and driving improvements. Provides support to patients, relatives and carers in the delivery of services ensuring best practices are always adhered to. Supports the clinical and operational teams with day-to-day operational matters to ensure patient experience remains positive. Ensures the implementation of effective and appropriate performance management systems and processes to ensure delivery of both local and national standards. Leads services on the performance management agenda by developing and implementing strategies and process changes to ensure recurrent achievement of activity in line with plan. This includes liaison with clinicians to influence working practices to achieve clinically driven improvements. Interprets and analyses highly complex data in relation to performance management using Trust software to develop performance management reports. Develops own work plan in line with divisional and Trust objectives. Strategic planning, service development and improvement Responsible for the interpretation, development and implementation of broad policies and NHS guidance at both directorate and divisional level, when required. Plays a key role in service planning and development for the directorate. Develops and implements long term strategic plans for new ways of working and the continued development and improvement of services. Ensures that developments and improvements are across entire patient pathway and are in line with directorate, divisional and Trust objectives. Ensures patients and relatives have a central role in the development and monitoring of service development projects for which the post holder is responsible. Uses and interprets research and audit findings to aid the development of new guidelines and protocols which support service improvements. Ensures that regular reports, and project updates are completed using agreed data sources and submitted to the Service Manager for approval as required. Financial management and Business planning Takes responsibility and accountability for the efficient management of delegated budget and resources within the directorate. Prepares and co-ordinates the development and production of proposals and business cases to support operational improvement, transformational change processes, and efficiency initiatives. Performs complex option appraisals in order to inform the decision-making process, to include redesign of services. Ensures compliance with Trusts standing orders and standing financial instructions. Ensures organisational procedures are deployed across directorate for control of activities against budget, ensuring that services are delivered within available resources. Ensures that services within the directorate work to achieve organisational effectiveness and deliver services within available resources. Under the direction of the Service Manager develops schemes and action plans to implement cash-releasing efficiency saving opportunities Uses and analyses financial information to ensure there are robust systems for monitoring of budgetary performance under the direction of the Service Manager. Identifies and makes recommendations for capital investment programmes. Contributes to budget setting for services within the directorate. Assists clinical service manager in the negotiation of annual service level agreements / contracts as required, ensuring they meet the needs of the directorate.
