Title: Strategic Lead for Federal Energy Business

We are seeking a seasoned leader to help propel us to even greater success in our Energy Services Portfolio within the ICF Energy and International Development line of business. This portfolio’s primary client base is the federal government including the U.S. Department of Energy, U.S. Environmental Protection Agency, U.S. Agency of International Development, state and local agencies, as well as industry groups. Our expertise is in power sector modeling and analysis, oil and natural gas resource issues, energy infrastructure issues, and industrial energy efficiency program support.
We are looking for an individual to support the Portfolio Lead in driving key initiatives in the federal energy sector and help oversee business operations and financial management for a consulting business with $13M+ in annual revenue. You will play a pivotal role in advancing our presence and success in federal energy markets, primarily DOE. You will lead our federal energy business development efforts, build and nurture key relationships with federal clients, and provide strategic direction to ensure our services align with federal energy objectives. Given the Administration’s focus on the energy transition we have a particular interest in individuals with a strong knowledge of grid infrastructure issues.
Key Responsibilities:
Business Strategy: Working with the Portfolio Lead, develop and execute a comprehensive business strategy for federal energy markets. Identify growth opportunities, market trends, and potential risks, and adjust strategies accordingly. Provide leadership and guidance to a team of professionals working in the energy markets domain.
Client Engagement: Cultivate and maintain strong relationships with key contacts at DOE and other federal agencies and organizations. Understand their unique challenges and support needs and provide tailored solutions that meet their objectives.
Business Development: Lead business development efforts, including identifying and pursuing new federal energy contracts and partnerships. Collaborate with sales and marketing teams to expand our federal client base.
Market Analysis: Stay current with energy market issues, federal energy policies, regulations, and market developments.
Project Management and Technical Support: Working closely with contract Program Managers, oversee the execution of individual task orders, ensuring that appropriate resources are tasked to complete the work; tasks and deliverables are completed on time, within budget; and deliverables meet or exceed client expectations. Provide guidance and support to project teams.
Staff Development and Team Leadership: Build and manage a team of professionals with expertise in energy markets analysis. Foster a culture of collaboration, excellence, and continuous learning.
Financial Management: Manage the financial aspects of task orders, including budgeting, forecasting, and profitability analysis. Ensure efficient resource allocation.
Minimum Qualifications:
Bachelor's degree in Engineering, Business Administration, or a related field; Master's degree preferred.
15+ years of experience in consulting preferably in the in the government sector.
15+ years of demonstrated knowledge of energy markets, with particular focus on grid infrastructure grid infrastructure technologies, and regulatory landscape and business issues.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$227,229.00 - $386,290.00
