[What the role is]

The Centre for Climate Research Singapore (CCRS) is a division of the Meteorological Service Singapore (MSS). At CCRS, our mission is to advance scientific understanding of tropical climate variability and change and its associated weather systems affecting Singapore and the wider Southeast Asia region, so that the knowledge and expertise can benefit decision makers and the community. Our vision is to be a world leading centre in tropical climate and weather research focussing on the Southeast Asia region.

Within CCRS, the High Performance Computing (HPC) Branch is responsible for the technical development, optimization, implementation and management of CCRS’s software systems running on in-house ‘Utama’ and Singapore National Supercomputing Centre (NSCC) HPC systems. CCRS’s core ‘SINGV’ weather/climate modelling system is a regional, tropical configuration of the Unified Model (UM), used in both weather (Numerical Weather Prediction – NWP) and climate change (regional climate projections) applications. CCRS is also enhancing its rainfall nowcasting capabilities (predicting heavy rainfall in Singapore over the next 30-60 minutes) using machine learning techniques in collaboration with local and international partners.

This position will further enhance CCRS’s software engineering capabilities, focussing on the technical development, optimization, implementation and monitoring of CCRS’s operational rainfall nowcasting and NWP systems.

[What you will be working on]

• Configuration management and operational implementation of CCRS nowcasting / NWP software and suites
• Computational optimisation of nowcasting / NWP systems running on GPU-/CPU-based HPC architectures

[What we are looking for]

The Seasonal and Subseasonal Prediction Branch (SSP) sits within CCRS’s Department of Climate Research (DCR). The SSP branch focuses its research on climate processes relevant to Singapore and Southeast Asian region and on developing predictions for its stakeholders on subseasonal to seasonal timescales. The section also supports the ASEAN Specialised Meteorological Centre (ASMC) as well as leads the Long-Range Forecasting Node of the Southeast Asia Regional Climate Centre.

In a region that is heavily impacted by the ENSO cycle, Indian Ocean Dipole, and the Madden-Julian Oscillation, Southeast Asia has relatively high skill for both subseasonal (1 week – 1 month) and seasonal (1 month – 6 month) predictions. However, having high-quality predictions is only part of the equation, as these predictions also must benefit the users. Therefore, the SSP Branch works with national and regional users, as well as with other global centres, to develop valuable subseasonal and seasonal predictions and related products.

We are seeking an experienced, self-driven and committed Principal/Senior Research Officer to conduct research and surveillance of arboviruses and other pathogenic viruses at the Environmental Health Institute.

The successful candidate will work in a multi-disciplinary environment, where his/her research is translated into evidence-based public health programmes and policies. The candidate will lead/ conduct studies that will contribute to the risk assessment of arboviruses and/or environmentally transmitted viruses. These studies may include virus culture and characterization, seroepidemiological studies using various immunoassays, among others. He/she will be involved in experimental design, research execution, data analysis and reporting, and will be expected to publish findings in peer-reviewed scientific journals.

Training Design of Training Development Project

Designing and aligning Learner-centric Pedagogies into each Training Development project – using an established templated framework, to meet the defined Learning Objectives.

Training Development work

• Development of new Lesson Plans (LPs) and review of existing LPs to incorporate/align with the latest Lesson Objectives, Content, and Methods of Instruction (MOI) required to meet the desired Training Outcomes.
• Development of new Lesson Materials (LMs) and review of existing LMs to align with revised LPs in terms of the Lesson Objectives, Content, and Methods of Instruction (MOI). New/reviewed LMs should be in digital/electronic form so that they can be loaded, archived, accessed, and transmitted on the Authority’s web-based Learning Management Systems (for online and classroom learning), and also be editable using software applications. LMs shall include (but not be limited to) the following
• Instructional Resources and Aids
• Reference Publications (excluding the Authority’s SOPs, Safety Guides, and/or as defined by the Authority)
• Presentation Slides (with interactivity up to simple branching scenarios)
• Formative Assessment Questions/Quizzes (using online/web-based applications or embedded into presentation slides).
• Training Videos
• Lesson Notes and Handouts
• Instructor/Facilitator’s Guide
• Assessment questions and scenarios/injects as well as assessment rubrics for Written & Oral Assessment Methods and Practical Assessment Methods and upkeep of the assessment question and scenario banks.

Project Management

• Manage and ensure the effective delivery of Training Development services to the clients. These include coordinating and scheduling the Training Developers to fulfil the planned and ad-hoc training development services as required by the Authority. The detailed coordination arrangement or Standard Operating Procedures (SOP) governing the program management shall be developed by the Contractor and approved by the Authority for implementation.

Requirements

• Diploma in Adult and Continuing Education (DACE) or equivalent
• Qualifications or certificates in Training Development or Instructional Design from WDA, NIE or an accredited training institution such as the Institute of Higher Learning (IHL), or equivalent.
• At least 2 years of education/training industry-related working experience.

Experience in the following areas:

• Developing a Lesson Plan (or equivalent) and drafting the document.
• Developing Training Materials such as slides and handouts and blended learning materials for eLearning.
• Competency in instructional design with expertise in development. Experience in content development project management with experience in all phases of the instructional design process.
• Knowledge of IT systems. Experience with authoring tools such as Dreamweaver, Flash, Adobe Creative Suite, Articulate, Lectora and web page creation skills using HTML, XML and other web technologies.
• Relevant Diploma in Multimedia Design or any related higher qualification or equivalent will be a bonus.
• Ex-RSN service personnel will be a bonus.

We are looking for a suitably qualified and experienced individual to provide maternity cover for the role of Training & Communications Manager, starting in May 2024. Key Tasks and Responsibilities of the Post Course Delivery From when the course is published, monitor the bookings, answer queries that may come into the LDC email inbox about the course. Send out delegate lists to trainers for the courses. If there are any cancellations/duplicate bookings on courses, create credit notes on Xero to reimburse the money back to the practice/customer. Send out any resources to delegates around 1-week prior to course delivery date. Send out virtual links/venue details about the course 1-week prior to course date. Ensure that any quizzes/polls that are sent over from the Trainer, are put onto the Zoom session ready before the session starts. Classmarker For Immunisation Foundation courses Trainers will send a quiz that must be completed by all delegates to complete the course. Create class marker on the Classmarker website and send the link created to the Trainer ready for session. Once the Classmarker has been completed compile the quiz score, create certificates and send to delegates. Open virtual sessions on Zoom, let the trainer in and any sponsor (if any). When the course starts, admit all delegates and take attendance on the Excel download of the booking form. Once the course is completed ensure that the attendance is marked on the Live View of Wagtail. General Monitor the LDC email inbox for general day to day queries and answer as applicable. Send out information on courses and/or User Guides. Use Wagtail to ensure that users information is up to date if any queries come in regarding password changes etc. Monitor the main LDC phone daily, taking messages or answering queries. Ensure the phones are diverted if on leave/at meetings etc. Keep a live Request List for any courses that are not yet published and monitor. When courses become available, email delegates to inform them and include booking link. Ensure Request List is updated correctly with person being contacted and what date. Any transfer queries get sent to Education Programme Manager. Social Media Create posts for LinkedIn, Facebook, Instagram and X on Canva. If relevant topics are in news, cross reference these to our courses if possible. Ensure to post on social media at least three times per week. Keep a check on the UK National Days social calendar for any fun or topical events that may be coming up in the year. Create and complete a Newsletter using NewZapp and send out every 2 weeks. Keep a track on the insights of social media to see what is working and what isnt. The role will also involve: Attendance and contribution to team meetings around training provision as required. Development and expansion of training opportunities for General Practice staff. Supporting the development of Learning And Development Centre, including the expansion of our existing training offer into other industries as the company grows. Promote career development and progression to support sustainability and retention in Primary and Community Care. Contribute to the planning and delivery of our Masterclasses Training and Development Assist with the induction of new staff, with regard to departmental policies, procedures and IT Systems. The post-holder will be required to attend training courses, including mandatory courses, which may be identified as part of his/her PDP. Contribute positively to team meetings, bringing relevant issues to the meeting, assisting with the development of the service and assisting with projects identified by the team.
